Zhou Qiang, president of the Supreme People's Court, mentioned in his report that "corruption crimes are punished according to law."

According to the SPC's report data, 23,000 cases of corruption, bribery, and dereliction of duty were concluded, 27,000 people were tried, and 14 former central management cadres, including Qin Guangrong and Wang Fuyu, were tried, demonstrating the firm determination of the Party Central Committee to uphold the work style and discipline, fight corruption and punish evil.

According to the report data of the Supreme People's Procuratorate, in 2021, procuratorial organs standardized the connection between supervision and inspection, promoted effective cooperation and effective restrictions, accepted 20,754 people transferred by supervision commissions at all levels for job-related crimes, and prosecuted 16,693 people, up 5% and 8.8% respectively year-on-year.

After trial, the court ascertained: Between 2003 and 2014, defendant Qin Guangrong took advantage of his position as a member of the Standing Committee of the CPC Yunnan Provincial Committee, vice governor of the Yunnan Provincial People's Government, deputy secretary of the Provincial CPC Committee, provincial governor, provincial party secretary, and provincial party secretary to seek benefits for relevant units and individuals in such areas as project contracting, equity transfer, and job promotion and adjustment.

Between 2000 and 2018, Qin Guangrong illegally accepted property from others directly or through his relatives amounting to more than RMB23.89 million.

Wang Like, male, born in December 1964, 58 years old, Manchu, Penglai, Shandong, graduated from the Central Party School, master of business administration, joined the Communist Party of China in December 1984, began working in December 1980.

According to public information, Wang Like was a member of the Standing Committee of the Jiangsu Provincial Party Committee and the secretary of the Political and Legal Committee of the Provincial Party Committee, and voluntarily surrendered in October 2020.

According to the State Supervision Commission of the Central Commission for Discipline Inspection, Wang Like has never truly established ideals and convictions, has never been loyal and honest to the party, has no political principles, has lost his "four consciousnesses," has participated in the formation of gangs and gangs within the party, has engaged in political speculation and clinging to personal posts, and has been deliberately plotting to resist organizational review; he has a serious sense of privilege, and has arranged for a number of public officials and active personnel to provide services for him and his family for a long time, tampered with and forged personal files, sold official titles, and seriously damaged the political ecology of the political and legal system in the areas where he worked, especially the public security system.

In December 2021, Wang Like was suspected of accepting bribes, paying bribes, harboring and conniving at mafia-type organizations, and forging identity documents, which were investigated and concluded by the State Supervision Commission and the Changchun Municipal Public Security Bureau of Jilin Province, respectively, and were designated by the Supreme People's Procuratorate to review and prosecute by the Changchun Municipal People's Procuratorate of Jilin Province. Recently, the Changchun Municipal People's Procuratorate has filed a public prosecution with the Changchun Intermediate People's Court.

Compared with when he was arrested, Wang Like was suspected of two more crimes, namely, the crime of harboring and conniving at a mafia-type organization and the crime of forging identity documents.

On November 30, 2021, the Tianjin No. 1 Intermediate People's Court held a public hearing of Wang Fuyu's case in the first instance. In January 2022, Wang Fuyu was sentenced to a suspended death sentence.

The court found that from 1995 to 2021, Wang Fuyu wantonly amassed wealth while working in Hainan, Guizhou and other places, and the amount of wealth accumulated was as high as 434 million. Among them, the property worth more than 4.8 million yuan has not yet been actually acquired, which is a criminal attempt. From 2019 to 2020, after leaving his post, Wang Fuyu also used his influence to accept property given by others, equivalent to a total of more than 17.35 million yuan.

The court also mentioned that Wang Fuyu voluntarily surrendered, truthfully confessed some of the facts of the crime of accepting bribes that the case-handling organs had already mastered, and voluntarily confessed that the case-handling organs had not yet grasped the facts of using influence to accept bribes and the vast majority of the crimes of accepting bribes, which were voluntary surrenders, and some of the crimes of accepting bribes were attempted, and he was able to admit guilt and repent of his crimes, actively return the stolen goods, and recover all the illegal gains and proceeds into the case, and there were statutory and discretionary mitigating circumstances, and the death penalty for the crime of accepting bribes he committed could not be carried out immediately, and the crime of accepting bribes by using influence was given a lenient punishment.

Who is Cheng Sanchang?

According to public information, Cheng Sanchang served as the secretary of the luohe city party committee in Henan Province from 1996 to 1999, and he was the mayor when Wang Youjie (who has been sentenced) was the secretary of the Luohe municipal party committee. In 1995, after Wang Youjie was promoted, Cheng Sanchang took over the post of secretary of the Luohe Municipal Party Committee.

Since then, Cheng Sanchang has served as the chairman of the Henan Provincial Government in Hong Kong Yugang Group Co., Ltd.

On January 17, 2022, the Intermediate People's Court of Zhengzhou City, Henan Province, publicly pronounced a verdict in Cheng Sanchang's embezzlement case, sentencing defendant Cheng Sanchang to 12 years' imprisonment and a fine of RMB 500,000 for embezzlement; the proceeds of Cheng Sanchang's embezzlement crime were recovered in accordance with law.
