[Role model around] Chen Ping: Justice protects "Miao" and conveys judicial warmth

"Handling juvenile cases requires love, patience, and treating them as your own children." Engaged in juvenile procuratorial work for nearly a decade, Chen Ping has handled 397 cases involving minors.

Chen Ping is the director of the Seventh Procuratorial Department of the Ganzhou Municipal Procuratorate, she led the team to overcome difficulties and innovate challenges, and in less than ten years, Ganzhou's juvenile procuratorial work has entered the first phalanx of procuratorial organs in the province and won the commendation of the Supreme People's Procuratorate. Recently, the Seventh Procuratorate Department was also named the "National Youth Rights Protection Post" for 2019-2020. Chen Ping was also commended by the Supreme People's Procuratorate as an "individual who has contributed to juvenile procuratorial work" and won honors such as "Outstanding Case-Handling Procurator in the Province".

Breakthroughs were made in uninspected work

In November 2012, the Ganzhou Municipal Procuratorate decided to establish the Juvenile Criminal Prosecution Office, and Chen Ping was appointed director. However, at that time, including Chen Ping, there was no full-time staff, and several relevant business departments each designated one person as a part-time member of the Juvenile Criminal Prosecution Office, which was the initial team. At the same time, none of the city's 19 grass-roots procuratorates have a juvenile procuratorial work organization or personnel.

"This job is really meaningful, it's saving and helping children." In the face of doubts and difficulties, Chen Ping was not discouraged, she rushed around non-stop to promote the work, patiently explaining.

"If there is no experience to follow, then we will be the 'pioneering cattle' of innovation and development." In combination with practice, Chen Ping drafted the "Guiding Opinions of the Ganzhou Municipal People's Procuratorate on Handling Juvenile Criminal Cases", the "Provisions on the Sealing of Juvenile Criminal Records of the Ganzhou Municipal Procuratorial Organs", and the "Guiding Opinions on the Work of Helping and Educating Juvenile Criminal Cases of the Ganzhou Municipal Procuratorial Organs", which enabled the work to start from scratch and achieve a breakthrough of zero.

Nowadays, Ganzhou's juvenile procuratorial work is in the first square of procuratorial organs in the province, and it also has a certain degree of popularity and influence in the country. "It's like seeing your own children grow up day by day, it's really sweet and sour, bitter and spicy, full of five tastes." Chen Ping said that the results obtained after the difficulties also made her proud.

Rescue the lost teenagers

"There was a child who lost more than 80,000 yuan due to online gambling, so he kidnapped a student who was also a sophomore in high school with a knife and extorted money." Years later, Chen Ping still remembers the kidnapping of minors. When she received the report of the grass-roots procuratorate on the case, she first thought about how to save the child to the greatest extent on the basis of justice. Therefore, she carefully analyzed the details of the case and noticed that although the minor had kidnapped with a knife, there was no subjective malice to harm the victim. At the same time, this child is a first-time offender, confessed guilt, repented well, and actively compensated for the victim's forgiveness. Therefore, Chen Ping guided and supported the grass-roots procuratorates to change the compulsory measures to release him on guarantee pending further investigation, and carried out psychological assessments for him to follow up and help and educate.

"Given the whole, we think we should give him a chance to save as much as possible." The grass-roots procuratorate actively communicated with the local court and finally sentenced him to three years in prison, suspended for five years. Chen Ping and her colleagues also considered that he was no longer suitable to continue his studies at the original school and helped him coordinate the transfer. Last year, the child was admitted to a college or university.

The longer she worked in the procuratorate, the more Chen Ping had a deeper understanding of the phrase "what is handled is not only a case, but also the life of others". Seeing that the juveniles involved in the crime, with the help of the procuratorial organs, realized their mistakes and then went back to society, Chen Ping felt that all efforts were worth it.

Strive to protect the "miao" to convey warmth

Handling cases is only one part of the work, Chen Ping believes that pre-prevention and after-the-fact rescue are more important for children. To this end, she and her colleagues have done a lot of hard work.

Under the leadership of Chen Ping, the Ganzhou Municipal Procuratorate initiated and joined hands with the Municipal Women's Federation, the Municipal Education Bureau, and the Youth League Municipal Committee to create the Ganzhou Little Banyan Tree Team "Girl Protection" and "One School, One Village, One Teacher" project, and cooperated with social organizations such as the "Girl Protection" Fund and the Sunshine Social Work Service Center to jointly build a pattern of social protection for minors and weave a protective network with full coverage of minors' sexual assault prevention.

Chen Ping drafted and took the lead in promulgating the "Interim Measures for the "One-stop" Rescue System for Juvenile Victims in Criminal Cases in Ganzhou City, which was signed by 13 units in the province, and provided point-to-point guidance to promote the "one-stop" rescue work of grass-roots courts. On March 26, 2018, the Ganzhou Municipal Procuratorate was identified by the Supreme People's Procuratorate as a national innovation practice base for juvenile procuratorial work, and the innovative project is the "one-stop" case handling and assistance mechanism for juvenile victims, and the project was also identified by the Political and Legal Committee of the Provincial Party Committee as a highlight project in the reform of the provincial political and legal field. At present, 405 minor victims have received corresponding assistance.

In addition, Chen Ping has served as the vice principal of rule of law in three schools.

She is a prosecutor and a mother, caring for minors, Chen Ping will continue to work hard.
