On the afternoon of July 6, the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference held a consultation forum on the proposal of "Suggestions on The Current Scientific and Technological Exchanges and Cooperation between China and the EU". In the future, the city will promote the further docking of various transformation platforms and promote the transformation of more Sino-French scientific and technological cooperation achievements.
In January this year, during the Fourth Session of the 13th CPPCC Municipal Committee, Ma Chi, a member of the Standing Committee of the CPPCC Municipal Committee and a researcher at the Ideological and Cultural Research Center of the Shanghai Academy of Social Sciences, submitted a proposal to accelerate the establishment of a science and technology transformation platform between China and Europe, promote the implementation of the Shanghai-Paris science and technology project transformation platform, improve the efficiency of the transformation of scientific and technological innovation achievements, and help the construction of Shanghai Science and Technology Innovation Center. At the same time, the relevant departments supervise and protect the project background, project technical intellectual property rights, and project implementation process to ensure the safe implementation of scientific and technological achievements.
At the forum, the Municipal Science and Technology Commission, the organizer of the proposal, introduced the handling of the proposal. At present, Shanghai has built a national technology transfer eastern center, actively expanding various resources in the field of scientific and technological innovation in Europe and France, jointly building a resource network with European and French universities, French technology transfer association SATT, industry associations, incubators, etc., introducing high-quality scientific and technological projects from France and other countries, and exploring the docking mechanism for the transformation of chinese and French scientific and technological project achievements. The Municipal Science and Technology Commission suggested that the relevant units and personnel of the "Shanghai-Paris Science and Technology Project Transformation" could further strengthen cooperation with the Technology Transfer and Transformation Platform to France built by the National Technology Transfer Eastern Center, various R&D and transformation functional service platforms, and the Global Cross-border Technology Trade Center. The Municipal Science and Technology Commission will work with the relevant departments of the municipal government to continuously track the cooperation between the transformation platform and the existing platform, provide guidance and support, and promote the implementation of high-quality scientific and technological achievement transformation projects.
For strengthening the protection of intellectual property rights of science and technology projects, the Municipal Science and Technology Commission said that Shanghai has established a pilot platform for the international operation of the national intellectual property operation public service platform (Shanghai), and the undertaker of the Sino-French cooperation project can dock with the international operation pilot platform, and the relevant departments will actively cooperate and give support. In the future, the international operation pilot platform will continue to improve service functions, enhance service energy levels, and provide efficient and convenient international intellectual property operation services for high-level scientific research achievements, including Sino-French cooperation projects. At the same time, through the construction of the platform, we will create good conditions for cultivating scientific research talents and teams and building high-tech enterprises.
