Liu Shuang, the 50-year-old secretary of the Hebei Provincial Discipline Inspection Commission, was born in November 1969 and, like Wang Weidong, Liu Shuang was also an "airborne soldier" of the Central Discipline Inspection Commission.

Liu Shuang graduated from the Department of Command and Management of the Armored Forces Engineering College, majoring in military technical command of armored forces, and served as a deputy battalion officer of the Political Department of the Fengtai Armored Equipment Depot of the General Staff of the People's Liberation Army, and worked in the second department of the Personnel Department of the State Council in May 1996.

In December 2014, he was then an inspector and deputy director of the Personnel Department of the General Office of the State Council, and he served as a discipline inspector, supervisor and deputy director of the Organization Department of the Central Discipline Inspection Commission, and from then until October 2018, he worked for the Central Discipline Inspection Commission for four years.

In October 2018, Liu Shuang, then director of the Organization Department (vice ministerial level) of the State Supervision Commission of the Central Commission for Discipline Inspection, parachuted into Hebei to serve as the secretary of the Provincial Discipline Inspection Commission.

At the national level, at least 16 provincial discipline inspection committee secretaries have worked in the Central Discipline Inspection Commission or have experience in inspection.

Liu Xuexin, Secretary of the Fujian Provincial Discipline Inspection Commission, was the director of the Ninth Discipline Inspection and Supervision Office (September 2015 to October 2016)

Chen Yankuan, Secretary of the Discipline Inspection Commission of Shandong Province, was the director of the 10th Discipline Inspection and Supervision Office (January 2016 to October 2016)

Wang Xingning, Secretary of the Discipline Inspection Commission of Shaanxi Province, served as director of the 11th Discipline Inspection and Supervision Office (October 2015 to December 2016)

In addition, the secretaries of the Discipline Inspection Commissions of Beijing Municipality and Liaoning Province served successively as directors of the 12th Discipline Inspection and Supervision Office – Chen Yong of Beijing served from March 2014 to September 2015, and Liao Jianyu of Liaoning Province served from November 2015 to June 2017.
