In September 1954, Khrushchev became the new supreme leader of the Soviet Union. After Khrushchev came to power, he continued Stalin's strategy of aiding China.

Also in 1954, Khrushchev visited China and attended the celebration of the fifth anniversary of the founding of the People's Republic of China. After the celebration, during a conversation with Khrushchev, Chairman Mao took the initiative to mention the atomic bomb, hoping that the Soviet Union would assist China in developing the atomic bomb.
Sure enough, after listening to Chairman Mao's request, Khrushchev did not respond to Chairman Mao head-on, but symbolically listed a large number of "reasons" to prevaricate the past.
Although on the face of it, Khrushchev's attitude was vague and perfunctory. But in fact, the little abacus in his heart was played better than anyone.
The atomic bomb is a highly destructive strategic deterrent weapon, and possessing it is equivalent to having an indestructible "shield" in the country's military field. Khrushchev was well aware of this, and once it really agreed to help China develop the atomic bomb, then after China developed in the future, the Soviet Union would have no way to suppress the atomic bomb again.
On the atomic bomb, Khrushchev's ambiguous answer did not succeed in concealing Chairman Mao's "golden eye of fire," but on the contrary made Chairman Mao even more convinced of his own speculation. However, this did not extinguish the flames in Chairman Mao's heart that wanted to develop an atomic bomb.
In January 1955, at the behest of Chairman Mao, the mainland's plan to develop the atomic bomb was officially put on the agenda, everything was ready, and all the R&D personnel were full of ambition, just waiting for the atomic bomb to succeed. But as the old saying goes, "Everything is difficult at the beginning", and the process of developing the atomic bomb in New China is also bumpy and bumpy.
Although the Soviet Union had sent technicians to China since 1957, only two years later, the Soviet side broke the agreement, withdrew all the technicians in China, and took with them all the drawings of the atomic bomb.
At this time, New China was in a period of high incidence of natural disasters in three years, and the domestic situation could be described as turbulent, and the economic situation was not optimistic. But even in the face of such a difficult dilemma, Chairman Mao still did not give up the work of developing the atomic bomb. At a certain meeting, Chairman Mao once said the following:
"We must make up our minds to engage in cutting-edge technology, and Khrushchev will not give us cutting-edge technology, which is very good!" If he gave it to us, it would be more difficult for this person to return! ”
A few words, but the words reveal Chairman Mao's decisiveness and resoluteness in developing the atomic bomb, and it is also the most powerful counterattack against the Soviet Union, which is watching from the sidelines. Chairman Mao had long foreseen that if China did not take the initiative to seek development, the end would undoubtedly be to repeat the mistakes of the past, continue to endure the oppression of other big powers, and never look up again.
Subsequently, under the full initiative of Chairman Mao, the technical research and development personnel throughout the country united as one and opened a long road of atomic bomb development. After overcoming many difficulties and tests, on October 16, 1964, the first atomic bomb of New China was successfully launched at Lop Nur .

But for New China, the successful development of the atomic bomb was only the beginning of its peak. On June 17, 1967, the first hydrogen bomb independently developed by New China was also successfully tested.

On 5 December 1994, Ukraine signed the Budapest Memorandum of Understanding with the United States, Russia and the United Kingdom. According to the relevant provisions of the agreement, Ukraine must destroy all nuclear weapons and must not hide them privately.
In exchange, the United States, Russia and the United Kingdom must guarantee the integrity and security of Ukraine's territory and refrain from violating Ukraine without authorization.
