Recommendation 1

Proposal to regulate low-speed electric four-wheel logistics vehicles and open up the right of way

At present, there are 5 million electric tricycles in China's express delivery industry engaged in terminal express delivery business, and three-wheeled electric vehicles have problems such as poor image, short endurance, poor braking performance, easy turning, small loading capacity, and poor driver comfort. Domestic logistics companies such as SF, Debon, Yuantong, Huitong, etc. have responded to the demand for low-speed electric tricycles to be replaced by low-speed electric four-wheelers.

In response to the problem of three-wheeled electric vehicles, various automobile manufacturers are developing low-speed electric four-wheel logistics models, due to the lack of unified standards, the quality of the models currently developed is uneven.

Low-speed four-wheeled electric logistics vehicles are currently facing two major problems: there is no national standard, some domestic low-speed electric vehicle factories are also developing low-speed four-wheel electric logistics vehicles, and their product quality and production consistency cannot be controlled; they cannot be licensed, and they face prohibition after batch listing.

Recommended initiatives:

(1) It is recommended that the Ministry of Industry and Information Technology establish a national standard for low-speed four-wheel electric logistics vehicles to standardize vehicle production and ensure product quality.

(2) It is recommended that the Ministry of Transport, the Ministry of Public Security and other ministries and commissions give low-speed electric four-wheeled logistics vehicles the right of way (can be licensed for motor vehicles) to let the vehicles legally go on the road.

Recommendation two

Proposals to accelerate the inclusion of new energy vehicles in carbon trading management

In order to ensure the realization of the "double carbon" goal, the state will include power generation, petrochemical, steel, nonferrous metals and other industries in the key objects of carbon emission management, and enable enterprises to fulfill their carbon emission obligations through the market-oriented means of the national carbon trading arrangement. The automotive industry's promotion of new energy vehicles to replace fuel vehicles will effectively improve carbon emissions in the use of automobiles. Compared with traditional fuel passenger cars, existing new energy passenger cars reduce carbon emissions by about 15 million tons per year during the use phase. At present, the automotive industry is not included in the key industries of carbon emission management due to the small carbon emissions in the manufacturing process, but if the effectiveness of new energy vehicles in reducing carbon emissions in the use stage can be considered, carbon trading should be used to actively encourage industry car manufacturers to transform the production of new energy vehicles.

(1) It is recommended that the Ministry of Industry and Information Technology and other ministries and commissions focus on studying the effect of new energy vehicles in reducing carbon emissions during the use stage, and use it as a starting point to encourage traditional car factories to transform the production of new energy vehicles, so as to further expand the scale of the new energy vehicle market.

(2) It is recommended to expand the scope of the carbon trading industry, including the automotive industry, and allow automotive companies to participate in CCER to enter the carbon market for trading.

(3) Encourage cross-industry enterprises to promote the realization of the national "double carbon" goal through carbon market trading, and the automotive industry will benefit from cross-industry carbon trading to obtain the economic benefits of transforming the production of new energy vehicles.

Recommendation three

Proposal on the implementation of mandatory regulations for domestic on-board emergency calls

As car ownership increases, so does the potential risk of vehicle driving. After the accident, it is particularly important to quickly rescue the injured at the first time and save the lives and property safety of the injured. At present, only industry discussions have been held on domestic on-board emergency call systems, and no clear standards and regulations have been formed. At present, the rapid development of automobile intelligence and electrification, car companies in the industry are cooperating with third-party rescue service companies, these third-party rescue companies have also established corresponding cooperative relations with public security systems, medical systems, and rescue companies, but due to geographical restrictions, they have not been able to open up nationwide. For Class M and Class N vehicles, the EU made the eCall proposal as early as 2012 and enforced it in 2018. Russia also enforced the ERA-GLONASS regulation in 2017. At present, China has not yet implemented relevant regulations, and the implementation of emergency call system regulations in the huge Chinese automotive market is imminent.

(1) It is recommended that the Ministry of Industry and Information Technology build a public call center platform and emergency response system (including supporting systems such as the Ministry of Public Security, medical treatment, and rescue).

(2) It is recommended that the Ministry of Industry and Information Technology take the lead in promoting the release of domestic on-board emergency call system regulations, and it is recommended that they be enforced by the end of 2023.

(3) Refer to the implementation of GB/T 32960 (Technical Specifications for Remote Service and Management System for Electric Vehicles) regulations, give enterprises a certain degree of subsidies, accelerate the promotion and landing of regulations, and reduce the cost of enterprises and users.

Recommendation FOUR

Proposals to promote the rapid development of the caravan and campground industries and promote tourism and rural revitalization

Motorhome travel in Europe and the United States is a very popular way of travel and leisure vacation. In recent years, domestic caravan tourism has gradually been concerned by the majority of the people and has become a new hot spot and tourism growth point. The campgrounds combined with caravan tours and self-driving tours can effectively promote the development of the self-driving camping industry while beautifying the natural environment, drive the construction of rural tourism and beautiful villages, and promote the multi-faceted development of urban and rural tourism economy. The caravan self-driving camping industry is also in line with the national tourism development planning policy, and the future of China's caravan tourism and camping industry will be the next trillion-level industry.

However, at present, the scale and level of China's caravan tourism industry is still in the initial stage, on the one hand, due to the policy of land planning of the nature of land use, there are fewer supporting caravan campsites, the development of camps is slow, the problems of RV parking, after-sales, supply, and poor experience are prominent, and the European and American market camps are as popular and convenient as gas stations; on the other hand, the caravan rental market is also in urgent need of development, and it is urgent to strengthen overall planning and normative leadership.

(1) It is recommended that the Ministry of Culture and Tourism strengthen the development plan of the campsite and caravan rental industry, and vigorously promote the development of the caravan camp and caravan rental industry from the industrial policy.

(2) It is recommended to make full use of idle resources and flexibly plan camping industrial land.

(3) Encourage social capital to actively invest in the construction of caravan camps and the caravan rental industry. Encourage the combined development of caravan camps with scenic spots, farmhouses, folk villages, pastoral complexes, characteristic towns and other formats.

(4) Guide caravan tourism enterprises to become stronger and more refined, support advantageous enterprises, advantageous brands and advantageous projects, and support the creation of a number of well-known enterprises with international competitiveness and independent brands with international influence.

Recommendation five

Proposal on accelerating the negotiation of free trade agreements with relevant countries and providing trade facilitation for Chinese car companies to go global

In 2021, China's automobile exports exceeded 2 million units, an increase of up to 101%, achieving a historic leap and entering a new stage of global development. With the continuous improvement of China's automotive technology and R&D capabilities, the performance and quality of China's automotive products are gradually similar to those of Japan and South Korea, the main competitors in the international market, but because the Japanese and South Korean governments have signed free trade agreements in the countries where China's major overseas auto markets are located, Japanese and Korean auto companies enjoy more preferential policies, making Chinese auto brands in an unequal position in market competition. For example, in Chile, which has signed free trade agreements with China, Japan and South Korea, Chinese brand car sales have accounted for nearly 25% of the entire automobile market, and many products have entered the top 10 sales, and the conclusion of the free trade agreement will undoubtedly provide better policy support for enterprises to go global.

It is recommended that the Ministry of Commerce speed up the comparison of the auto tariff policies of Japan, South Korea and other countries, accelerate the signing of trade agreements or customs alliances with countries and regions where China's major auto export markets are located, and formulate tariff policies involving automobiles.

(1) Accelerate the conclusion of free trade agreements with the Latin American Southern Common Market (SADC), Mexico, South Africa, and European countries to reduce tariffs.

(2) Promote the second phase of negotiations with countries that have signed free trade agreements, and accelerate the process of mutual reduction of tariffs on automotive products.

Recommendation SIX

Suggestions on accelerating the integration of ecological and environmental data platforms and realizing "two openings"

The Party Central Committee and the State Council attach great importance to the status and role of big data in promoting the construction of ecological civilization, and require the promotion of the construction of big data in the ecological environment and the introduction of big data supervision. The Ministry of Ecology and Environment has built a number of ecological and environmental data platforms to make significant contributions to the achievement of the 13th Five-Year Plan. At present, key sewage discharge units or sewage permits are focused and simplified management units, using ecological environment platforms or systems of many countries, provinces and municipalities, and independently dispersed at different levels of ecological and environmental supervision departments, and government regulatory departments and enterprises at all levels cannot grasp the whole picture of environmental management through a platform.

(1) It is recommended that the Ministry of Ecology and Environment accelerate the integration of the ecological environment data platform and achieve "two openings": open up the data platform of the Ministry of Ecology and Environment's horizontal departments, integrate and share data and carry out data analysis and decision-making; open up the data platform of the vertical ecological and environmental authorities at all levels, and open the system port and data docking authority to the group enterprises and key polluting units that develop the environmental protection management platform, and the government and enterprises will coordinate to provide strong support for the realization of the goals of the "14th Five-Year Plan".

(2) It is recommended to give priority to the integration of systems and platforms with high frequency of use, such as the pollution discharge permit management information platform, the automatic monitoring and basic data system of key pollutant discharge units, the solid waste management information system, and the self-monitoring information release platform of the polluting unit, and after maturity, all systems can be promoted and integrated, so as to realize the unified entrance filling of the same enterprise.

Recommendation SEVEN

Suggestions on improving the management system related to two-way trade and increasing the scale of foreign trade

A large number of China's commodities are exported to South America, the Middle East, Africa, Russia, Eastern Europe and other countries and regions, but the above-mentioned regions generally have problems such as large exchange rate fluctuations, lack of foreign exchange funds, and difficulties in returning sales funds of enterprises, which seriously restricts the growth of export scale and also causes imbalances (surpluses) in bilateral trade; The two-way linkage of commodity exports and imports denominated in RMB, the expansion of international settlement volume under trade, and two-way barter trade can well solve the above problems.

However, in recent years, two-way barter trade in practice, involving commerce, customs, foreign management, taxation and other ministries and commissions, and the management system of the relevant ministries and commissions lags behind, the laws and regulations do not match, restricting the development scale of barter trade, mainly reflected in: the qualifications required for barter trading enterprises were originally issued by the Ministry of Foreign Trade and Economic Cooperation, and there are no clear provisions in the commerce department; the "0130" code originally for barter trade services was set by the General Administration of Customs several years ago, and the main relevant systems were set for 26 countries such as the former Soviet Union and Eastern Europe. Whether it is suitable for the new type of barter trade, there is no clear answer; barter trade has no clear provisions in the process of goods valuation, foreign exchange verification, export tax rebates and other links, customs, foreign management, taxation and other relevant ministries and commissions.

(1) It is recommended that the relevant ministries and commissions involved in two-way barter trade improve the corresponding management system to facilitate the guidance of the development of two-way barter trade.

(2) Expand the scope of innovative pilots for two-way barter trade, encourage each pilot free trade zone to explore two-way barter trade models, and give policy support to innovative entities that have been the first to try and actively participate in the two-way barter trade model, as well as enterprises that have contributed a large amount to regional two-way barter trade.

(3) The state will unite leading enterprises with relevant experience in two-way barter trade to build a socialized service platform for cross-border barter trade, provide customs, foreign exchange, taxation, finance, information and other facilitation services for the two-way barter trade business, promote the large-scale and normalized development of two-way barter trade, provide services for more enterprises, and rapidly improve the scale of foreign trade.

Recommendation VIII

Suggestions on incorporating raw materials for new energy vehicle power batteries into national strategic reserve resources and maintaining the stable development of the new energy vehicle industry

With the increasing heat of the new energy vehicle track, the demand for new energy vehicle power batteries is naturally rising. According to the data released by EV Volumes, the installed capacity of global automotive power batteries in 2021 has achieved substantial growth compared with the same period last year, making the shortage of battery supply more and more severe, the cost has risen sharply, and it is also linked to the shortage of upstream raw materials and their mineral resources, which has become a bottleneck in the development of new energy.

South Korea's emerging energy market research agency SNE Research predicts that by 2023, the global demand for electric vehicles for power batteries will reach 477GWH, while the power battery supply gap is about 18%, and in 2025, the market demand will increase to 1400Gwh, and this gap will expand to about 40%. The core materials such as nickel, cobalt and lithium required to manufacture power batteries are scarce resources and rely heavily on imports. Due to the vigorous development of domestic new energy, foreign countries have gradually controlled these resources.

It is recommended that the National Development and Reform Commission, the Ministry of Industry and Information Technology and other ministries and commissions formulate policies to incorporate new energy power battery materials into the management of national strategic reserve resources, set up special funds, and support and encourage domestic enterprises to acquire foreign battery material resources to ensure the safety of the supply chain of new energy vehicles.

Recommendation nine

Proposals for harmonizing the national green card policy

The Ministry of Industry and Information Technology (MIIT) clearly stated in the Regulations on the Administration of New Energy Vehicle Manufacturers and Product Access issued on July 1, 2017: "Plug-in hybrid vehicles and pure electric vehicles are new energy vehicles and enjoy the same preferential policies as electric vehicles." ”

However, at present, there are cases where the green card policy is not uniform in various places, for example, the policy of Beijing Municipality stipulates that plug-in hybrid vehicles can use new energy number plates as new energy vehicles, but cannot enjoy the unlimited travel policy; Article 5 of the Shanghai Municipal Implementation Measures for Encouraging the Purchase and Use of New Energy Vehicles stipulates that from January 1, 2023, consumers who purchase plug-in hybrid (including range extender) vehicles will no longer issue special license quotas. The non-uniformity of the green card policy in various places will lead to the dismissal of the vast majority of potential consumers of plug-in hybrid models, making plug-in hybrid models completely marginalized, which is not in line with the direction of national policy support.

It is recommended that the Ministry of Industry and Information Technology clarify the definition of green cards, take the lead in dredging the green card policies issued by local governments, and implement a unified green card policy throughout the country to ensure that plug-in hybrid owners enjoy the same treatment as pure electric vehicle owners to support the development of plug-in hybrid technology routes.

Recommendation ten

Suggestions on introducing standards to optimize the development and construction of charging infrastructure for new energy vehicles

Charging infrastructure is an important guarantee for the green travel of electric vehicle users, and an important support for promoting the development of the new energy vehicle industry, promoting the construction of new power systems, and helping to achieve the goal of double carbon. By the end of 2021, the scale of charging facilities nationwide will reach 2.617 million units, 1298 substations, and nearly 8 million new energy vehicles, providing strong support for the development of the mainland new energy automobile industry. At the same time, many problems around the charging infrastructure have also been exposed, adversely affecting the travel of new energy vehicles. For example, it is difficult to build piles in fixed parking spaces in some stock communities; uneven heating and cold of urban public charging stations; the number of charging platforms is large and the start-stop and multi-channel payment have not yet been fully covered; the operation and maintenance of some charging piles is not timely, it is difficult to charge highways on holidays; and the slow charging piles and fast charging piles in the market cannot be universalized.

(1) It is recommended that the Ministry of Industry and Information Technology, the National Development and Reform Commission and other ministries and commissions strengthen the top-level design, promote the solution of problems in the construction of charging infrastructure, operation and maintenance, and help the high-quality development of the electric vehicle industry.

(2) It is recommended that the Ministry of Industry and Information Technology study and improve the conversion, trading and dispatch mechanism of new energy vehicles and storage and discharge of green electricity. At the same time, explore the unit and the internal charging facilities of the park to carry out the integrated pilot application of "light storage, charging and discharging".

(3) It is recommended that local governments, power grid enterprises and car companies cooperate at the strategic level, use 5G + industrial Internet, unite the upstream and downstream of the industrial chain to create an integrated innovation platform for new energy vehicles and smart energy, carry out cross-industry joint innovation and technology research and development, and accelerate the construction of a charging infrastructure digital system.

Recommendation XI

Suggestions on promoting the large-scale application of electric energy and hydrogen energy ships in the Yangtze River Basin, accelerating the formulation of relevant standards, and supporting and improving charging facilities

In September 2016, the Outline Development Plan of the Yangtze River Economic Belt was officially issued, which established a new development pattern of "one axis, two wings, three poles and multiple points" in the Yangtze River Economic Belt. There are about 130,000 ships in the Yangtze River waterway, and more than 90% of the water transport ships use diesel-powered propulsion systems, which have high fuel costs and produce carbon, sulfur and other emissions second only to coal-fired power plants and motor vehicles. If all the new energy propulsion systems are promoted, the atmospheric emission reduction effect brought about every year will be very impressive. In addition, the new energy of ship power can drive the development of ship design, construction, equipment and other related industries, and the output value will exceed 100 billion yuan. It is estimated that by 2024, the domestic new energy ship market will expand to 50 billion yuan.

(1) It is recommended that the National Development and Reform Commission, the Ministry of Industry and Information Technology and other ministries and commissions learn from the promotion experience of pure electric vehicles, study the experience and practices in hydrogen energy, electric energy ship construction, battery leasing and recycling, terminal refueling and charging facilities, operation, etc., introduce policies to support the development of new energy ship industry, and promote the enthusiasm of shipping enterprises in new energy ship transformation and new construction.

(2) The technology of electric drive ships is relatively mature, to meet the needs of inland river and lake navigation, it is recommended to plan and set up charging stations on the banks of inland rivers or lakes, effectively solve the charging problem of electric ships, and drive the electric ship industry and supporting industries to achieve rapid development and popularization.

Recommendation XII

Proposals to support the comprehensive utilization of industrial solid waste reduction

As a large manufacturing country, the mainland is constantly increasing its rigid demand for resources, and the amount of solid waste generated is also increasing year by year. In 2020, the comprehensive utilization rate of bulk industrial solid waste in the mainland was only 56.91%. The level of industrial solid waste recycling is low, not only the industry enterprises themselves are small and scattered, but also difficult to set up projects with recycling enterprises, difficult to settle down, and the tax burden of the industry is relatively heavy, and the market shows the phenomenon of bad currency expelling good money. Strengthening the reduction and comprehensive utilization of solid waste is of great significance to improving the level of resource recycling and "double carbon".

(1) It is recommended that the National Development and Reform Commission guarantee the land for solid waste recycling enterprises, plan to promote the construction of general industrial solid waste sorting centers with high standards, and promote the processing and utilization of renewable resources in the industrial park.

(2) Accelerate the green and low-carbon development of industry, give priority to source reduction, introduce a traceability system, supervise the whole life cycle of industrial solid waste, and introduce a tradable carbon reduction credit mechanism.

(3) For the industrial solid waste industry chain, reform the fiscal and taxation system, effectively reduce the tax burden of enterprises, and avoid the phenomenon of bad currency expelling good money.

Recommendation XIII

Proposal to support the accelerated implementation of "double carbon" for the purchase of official vehicles

In order to ensure the orderly implementation of the "double carbon" goal, the CPC Central Committee and the State Council have successively issued policy documents such as the Opinions on the Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality, the Carbon Peak Action Plan before 2030, and strive to build a "1+ N" policy system for carbon peaking and carbon neutrality. The automobile industry took the lead in responding, focusing on promoting high-quality energy development and comprehensive green transformation of economic and social development.

Article 7 of the current "Measures for the Administration of Official Vehicles used by Party and Government Organs" stipulates that party and government organs equipped with official vehicles shall strictly implement the following standards: (1) Confidential communication vehicles equipped with cars or other small buses with a price of less than 120,000 yuan and an exhaust volume of 1.6 liters (inclusive). (2) Emergency support vehicles and other official vehicles equipped in accordance with regulations are equipped with cars or other small passenger cars with a price of less than 180,000 yuan and an exhaust capacity of 1.8 liters (inclusive). (3) Vehicles used for law enforcement duty are equipped with cars or other small buses with a price of less than 120,000 yuan and an exhaust volume of 1.6 liters (inclusive), and may be equipped with cars or other small buses with a price of less than 180,000 yuan and an exhaust volume of less than 1.8 liters (inclusive) due to the needs of work.

Obviously, only the use of exhaust to limit the standard conditions for the configuration of official vehicles is not conducive to the full implementation of the "double carbon" policy.

(1) It is recommended to use excellent products with low energy consumption and power, and allow energy-saving cars or other small buses with a price of less than 180,000 yuan and a vehicle fuel consumption (WLTC working condition) of 7.0L/100km or less. In the case of ensuring that the energy consumption does not exceed the limit, it is possible to use high-powered, vehicle-matched and better-matched automotive products for official use, which not only promotes the demonstration effect of "double carbon" implementation, but also can more effectively do administrative law enforcement.

(2) Give priority to the selection of green and environmentally friendly automotive products based on the whole value chain to meet the low-carbon design, promote the remanufacturing and reuse of key components, and help the automobile industry to recycle and green and sustainable development.
