On March 3, the UN Human Rights Council held an "urgent discussion" on Ukraine, with a draft resolution entitled "The Impact of the Russian Invasion on the Human Rights Situation in Ukraine," in which the UN High Commissioner for Human Rights directly accused Russia of military action against Ukraine.

Mr. Boloz, Chairman of the Coordination Committee of the Special Procedures of the High Commissioner for Human Rights, said Russia had violated the "Charter of the United Nations." Some of the delegates present expressed the view that the "urgent discussion" was deliberately influencing the public opinion and diplomatic orientation of the international community.

The Russian representative retorted that the High Commissioner for Human Rights had not been concerned about the situation of the local population since the 2014 Ukraine crisis, and that the Zelenskiy regime was only a means of pressure and a pawn against Russia for the West.

The United Nations reported that from the beginning of the war on February 24 to March 2, a total of 249 civilians had died, and as of the time of the high commissioner's publication, they had confirmed more than 30 civilian deaths. Many in the media believe that the high commissioner's explicitly biased rhetoric does not help the truce or the displaced refugees.

The second round of negotiations between Russia and Ukraine ended on the 3rd, and the two sides reached an understanding on the establishment of humanitarian channels and agreed to hold a third round of negotiations as soon as possible.

Russia has poured 90 percent of its pre-deployed capabilities into Ukraine and has carried out increasingly heavy bombardments of cities such as Kiev, Cherniv, Kharkov and Mariupol, according to senior U.S. defense officials.

A spokesman for the UN Secretary-General warned on the 3rd that if the conflict in Ukraine continues, 10 million people may become refugees, and at least 4 million people will flock to neighboring countries for refuge.
