The United Nations Security Council met on the 27th and voted to adopt resolution 2623 of the United States and other countries requesting the convening of an emergency special session on the situation in Ukraine. Zhang Jun said that at present, the situation in Ukraine has changed dramatically. It is imperative that all parties exercise the necessary restraint to avoid further deterioration of the situation in Ukraine. China supports and encourages all diplomatic efforts conducive to the peaceful settlement of the Ukrainian crisis and welcomes the holding of direct dialogue and negotiations between Russia and Ukraine as soon as possible. At the same time, China supports the European side and Russia in conducting dialogue on European security issues on an equal footing, upholding the concept of indivisible security, and ultimately forming a balanced, effective and sustainable European security mechanism.
Zhang Jun stressed that the UN Security Council should put regional peace and stability first, put the general security of all parties first, and play a constructive role in resolving the Ukrainian issue. Following the recent heating up of the situation in Ukraine, the Council has held several emergency meetings. In this vote, 11 countries, including the United States, voted in favor, Russia voted against, and China and 3 other countries abstained. According to UN regulations, Russia, France, the United Kingdom, the United States and China, the five permanent members of the Security Council, do not have the right to exercise veto power in such votes.
