A few days ago, Heqing County summed up the practical experience of leading cadres in special rectification of the problem of using special resources of famous and valuable specialties to seek private interests, fully considered regional characteristics, and on the basis of extensive solicitation of opinions and rigorous arguments, promulgated the "Regulations of Heqing County on Strictly Prohibiting Leading Cadres from Using Orchids, Silverware, Bronzeware, and Other Local Valuable Specialties to Seek Improper Interests" (hereinafter referred to as the "Provisions") to strictly prevent leading cadres from using orchids, silverware, and other local valuable specialties to seek improper interests.
The "Provisions" clearly stipulate that "it is strictly forbidden to connive and acquiesce in the use of one's own authority or the influence of one's position to seek improper interests in the business activities of local famous and valuable specialties; it is strictly forbidden to purchase and consume local precious and special products with public funds in violation of regulations; it is strictly forbidden to accept or give away local precious and special products in violation of the law..." The "five strict prohibitions" requirements for leading cadres to use local productions and other precious and exotic products with regional and scarce properties to seek private interests have been refined Specific circumstances such as "connivance or acquiescence in seeking improper benefits", "providing convenience", "accepting and giving gifts in violation of regulations", "purchasing public funds in violation of regulations", and so on.
Local valuable specialties that leading cadres cannot refuse for various reasons that may affect the fair performance of their official duties should be reported to the discipline inspection and supervision organs within 1 month in accordance with the cadre's management authority. At the annual meeting on the democratic life of the leadership team, he or she and his spouse, children and their spouses accepted or donated local precious specialties that may affect the fair performance of official duties.
The "Provisions" also make it clear that where leading cadres use special resources of precious specialties (precious flowers, precious metals, high-grade tobacco and alcohol, rare medicinal materials, high-grade tea, jewelry and jade, famous porcelain paintings, etc.) produced in Heqing to seek improper benefits, they shall be implemented with reference to these Regulations.
In order to ensure the strict implementation of the "Provisions" and the effectiveness of the implementation, the county requires leading cadres at or above the section level (including non-leading positions) to truthfully declare to the organization that individuals and family members living together have zero reports on the transaction income of local precious specialties such as orchids and silver and bronzeware, and no transaction income. At present, a total of 1106 leading cadres in the county have reported to the organization the trading income of local specialties such as orchids and silver and bronze ware since January 1, 2020.
