Zhang Shuguang's mistress Luo Fei was sentenced to 8 months and | political dismissal for "obeying management and actively reforming"

Beijing News Express (reporter He Qiang) Recently, the Beijing Court Trial Information Network published a criminal ruling on Luo Fei's bribery and commutation of sentence. She was rewarded for active reform while serving her sentence and received an 8-month sentence reduction.

The Beijing News reporter learned that Luo Fei was the mistress of Zhang Shuguang, former director of the Transportation Bureau of the Ministry of Railways and deputy chief engineer. In July, Zhang Shuguang was commuted from death to life imprisonment.

Born in August 1981, Luo Fei is 36 years old and has a university culture. In April 2015, he was sentenced to five years in prison by the Beijing Municipal High Court in the second instance for accepting bribes. He was later imprisoned in Beijing Women's Prison.

On August 16 this year, beijing women's prison believed that Luo Fei could admit guilt and obey the law, obey management, and actively reform during the period of serving his sentence and reform, and received a reward for prison reform activists in March this year. The Beijing Municipal Women's Prison then proposed that Luo Fei's sentence be reduced by no more than 8 months.

On September 13 this year, the Beijing No. 1 Intermediate People's Court held after trial that Luo Fei had indeed shown repentance and met the statutory conditions for commutation of sentence, and could be commuted. However, in view of the fact that Luo Fei is a criminal of crimes abusing public office, the extent of his commutation is strictly controlled, and it is ruled that he will be reduced to 8 months' imprisonment. After the commutation, the sentence shall be executed from October 13, 2014 to July 5, 2018.

According to a previous report by the Beijing News, Luo Fei was originally a soprano singer in the Song and Dance Troupe of the China Railway Cultural and Labor Troupe and participated in the 2010 Youth Song Contest. At the end of 2005, she met Zhang Shuguang.

At the time, Zhang Shuguang said at the trial that he "can be said to be very fond of Luo Fei." To this end, Zhang Shuguang asked for a bribe to buy a house for him.

On December 24, 2014, Luo Fei was sentenced to five years in prison in the first instance for accepting bribes by the Beijing Municipal No. 2 Intermediate People's Court, and the original judgment was upheld after appealing to the Beijing Municipal High Court. The second-instance judgment shows that Luo Fei knew that the property given by others was to please Zhang Shuguang and obtain the convenience of Zhang Shuguang's position, but still accepted other people's property many times, and obtained Zhang Shuguang's consent or told Zhang Shuguang afterwards. The court found that Luo Fei accepted property from others totaling more than RMB1.57 million.
