Huang Zhiyong, executive vice president of the China Tourism and Cultural Resources Development Promotion Association, the organizer of the Central Management Institute, attended the conference and delivered an important speech.
President Huang Zhiyong reviewed the difficult course of promoting the relevant work of the Central Management Institute before and after the establishment of the first Standing Directors Conference, as well as the ardent expectations for the new Standing Directors of the Second Session, and wished the new Standing Directors of the Central Management Institute greater contributions to the New Standing Directors in their new posts and to the Central Management Institute, the country and the society.
Huang Zhiyong stressed: The Central Management Institute administers the court according to law and runs the court in harmony, and hopes that the Central Management Institute will carry out activities in all aspects, must abide by discipline and the law, strictly follow the state policies and regulations, the charter of the Central Management Yuan, and various rules and regulations, and use the rule of law thinking and rule of law method to solve problems and resolve contradictions.

It is understood that the Chinese Academy of Management Sciences (hereinafter referred to as the Central Academy of Management) was initiated by more than 200 senior scientific researchers such as scientists Qian Xuesen, Qian Sanqiang, Qian Weichang, Pei Lisheng, Ma Hong, and other senior scientific researchers, and was approved by Comrade Chen Yun on September 1, 1986, and under the care and support of the main leading comrades of the Central Committee of Song Pingping, and on June 2, 1987, a state institution approved by the Chinese government. This is the first new type of scientific research consulting institution approved by the state to specialize in management science and related interdisciplinary scientific research. It is a governing body of the International Federation of Management Scholars Associations (IFSAM). The Central Management Institute is an important position in the field of management science research in China, an effective platform for academic exchanges in management science, a home for management innovation workers, a bridge for communication between management theory researchers and management work practitioners, and a link between leaders, experts, scholars, entrepreneurs and management, economics, industry and commerce, finance and journalism.
