On February 24, the National Development and Reform Commission (NDRC) released the "Reply letter of the National Development and Reform Commission on Agreeing to the Development Plan of the Changzhutan Metropolitan Area" (hereinafter referred to as the "Reply"), officially approving the "Development Plan of the Changzhutan Metropolitan Area".
This is the fourth approved metropolitan area development plan after the Nanjing Metropolitan Area Development Plan, the Fuzhou Metropolitan Area Development Plan, and the Chengdu Metropolitan Area Development Plan, and the first metropolitan area development plan approved this year.
The Reply letter points out that in accordance with the requirements of the Guiding Opinions of the National Development and Reform Commission on Cultivating and Developing Modern Metropolitan Areas agreed by the State Council, the member units of the Inter-ministerial Joint Conference on Business Urbanization Work and Urban-Rural Integration Development work and other relevant units agree in principle to the "Development Plan for the Changzhutan Metropolitan Area" (hereinafter referred to as the "Planning").
The implementation of the "Plan" should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Session, completely, accurately and comprehensively implement the new development concept, serve and integrate into the new development pattern, give play to the role of Changsha radiation in driving the development of surrounding towns, further promote the development of Changzhutan and the same city, enhance the support capacity of the urban agglomeration in the middle reaches of the Yangtze River, and better promote the high-quality development of the Yangtze River Economic Belt and the central region.
Hunan Province should make overall plans to guide the implementation of the plan, improve the coordination and promotion mechanism for the development of the metropolitan area, promote the solution of prominent problems in the implementation of the plan, carry out the assessment of the implementation of the plan in a timely manner, and summarize the experience and practices in a timely manner. Changsha City, Zhuzhou City and Xiangtan City, as the main body responsible for the construction of the Changzhutan Metropolitan Area, should coordinate to promote the implementation of the plan, jointly formulate annual plans, and promote the implementation of various goals and tasks.
The National Development and Reform Commission will work with the relevant member units of the Inter-ministerial Joint Conference on Urbanization Work and Urban-Rural Integration Development to strengthen the guidance on the implementation of the Plan, and give active support to the preparation of relevant plans, institutional mechanism innovation, and major project construction, so as to create a good environment for the implementation of the Plan.
