July 2021 is the flood season, due to continuous rainfall, the water level of the river in Pinggu District has risen and the water flow is rapid. At 18:30 on July 31, someone near the rubber dam at the confluence of the Tao River and the Yang River in Qianruiying Village, Machangying Town, fell into the water and called for help, and Ma Haiquan, a logistics officer of the former Ruiying Village Committee, and Jiang Lixian, director of the village security department, jumped into the river to save people, and the two were successively caught in the whirlpool and could not save themselves.
At about 18:40, Jin Weishan, who was over sixty years old, heard the news and quickly ran to the site of the accident. When Jin Weishan saw the three people floating and struggling in the whirlpool of the fierce river, he did not have any worries, put on a life jacket, resolutely picked up the bamboo pole on the shore and jumped into the water, and struggled to use the bamboo pole to pull the relatively close Ma Haiquan to the shore.
Subsequently, jin Weishan ignored the persuasion of the people on the shore and risked physical exhaustion, jumped into the water for the second time to save people, desperately dragged Jiang Lixian's feet to the shore, and pulled him ashore with the rescue workers who arrived. At this time, the drowning personnel Wang Mou had drifted to the bridge in the lower reaches of the distant river, and the fire commanders and fighters rushed downstream and used special rescue equipment such as fire ropes to salvage Wang Mou.
In August 2021, the District Civil Affairs Bureau of the Social Work Committee of the Pinggu District Committee confirmed Jin Weishan's act of seeing righteousness and courage in accordance with the law, and awarded him the Certificate and Medal of Beijing MunicipalIty.
