Steady progress: two bottom lines, three priorities
Tang Renjian said that this year's Central Document No. 1 deployed the key work of comprehensively promoting rural revitalization in 2022. At present, the century-old changes and the century epidemic are intertwined and superimposed, the external environment is becoming more complex and uncertain, we must adhere to the steady word, steady progress, stabilize the basic agricultural plate, do a good job in the "three rural" work, to ensure the steady production of agriculture, the steady increase of farmers' income, the stability and tranquility of rural areas, to maintain a stable and healthy economic environment, the social environment of Guotai and Min'an to provide solid and powerful support.
Firmly adhere to the two bottom lines of ensuring national food security and not returning to poverty on a large scale. We should make every effort to grasp grain production and the supply of important agricultural products, readjust the agricultural structure in a down-to-earth manner, strictly abide by the red line of 1.8 billion mu of cultivated land, ensure that the grain sown area is stable and the output is maintained at more than 1.3 trillion jin, and that the expansion of soybean and oilseed production must see measurable results. Consolidate and expand the results of poverty alleviation, improve the monitoring and support mechanism, increase the intensity of assistance to key areas, promote the implementation of assistance policies, ensure that there is no large-scale return to poverty, and strive to make the lives of the people who have been lifted out of poverty go to a higher level.

Firmly hold the rice bowl: stabilize yield, adjust the structure, and preserve the cultivated land
Ensuring the supply of primary products is a major strategic issue. In 2021, the total grain output of the mainland will reach 1,365.7 billion kilograms, an increase of 26.7 billion kilograms over the previous year, and remain above 1.3 trillion kilograms for seven consecutive years, which has played an important role in opening a new situation, responding to changes, and stabilizing the overall situation.
Tang Renjian introduced that this year's No. 1 document of the Central Committee puts grasping grain production and supply of important agricultural products in the first place, and the purpose is to make the rice bowl of more than 1.4 billion Chinese more stable and firm, and the rice bowl is mainly filled with Chinese grain. Focus on doing a good job in three aspects:

The full belt position is decomposed step by step to issue the target tasks of cultivated land ownership and permanent basic farmland protection, and the farmland protection as a rigid indicator is strictly assessed, vetoed by one vote, and held accountable for life, so as to ensure that 1.8 billion mu of cultivated land is deserved. Multiple measures at the same time: keep the bottom line of not returning to poverty on a large scale

Tang Renjian stressed that consolidating and expanding the results of poverty alleviation is the premise of rural revitalization, and it is necessary to tighten the responsibility of compaction, continue to do a good job with a drum and a hammer, and ensure that there is no gap in the work and no gaps in the policy.
He said that it is necessary to focus on key groups to improve the monitoring and support mechanism. All localities should accurately determine the monitoring objects, include farmers with the risk of returning to poverty and sudden serious difficulties in the scope of monitoring, further simplify the identification procedures, and implement social assistance, medical security and other assistance measures as soon as possible, and early detection, early intervention, and early assistance.
