Article 37 of the Provisions on the Administration of Fire Safety in High-rise Civil Buildings prohibits the parking of electric bicycles or the charging of electric bicycles in public entrance halls, evacuation walkways, stairwells and safety exits of high-rise civil buildings.
Encourage the establishment of centralized storage and charging places for electric bicycles in high-rise residential areas. Electric bicycle storage and charging places shall be set up independently and maintain a safe distance from high-rise civil buildings; if they really need to be set up in high-rise civil buildings, they shall be separated from other parts of the building for fire protection.
Electric bicycle storage and charging places should be equipped with necessary fire fighting equipment, and charging facilities should have the function of automatic power off.
Article 47 Whoever violates these Provisions and commits any of the following acts shall be ordered by the fire rescue agency to make corrections and shall be fined not less than 2,000 yuan but not more than 10,000 yuan for commercial units and individuals, and between 500 and 1,000 yuan for non-commercial units and individuals:
(1) Carrying out open flame operations such as electric welding and gas welding in high-rise civil buildings, failing to perform the fire examination and approval procedures, making an announcement, or failing to implement fire-fighting on-site monitoring measures;
(2) Outdoor billboards or exterior decorations set up in high-rise civil buildings obstruct smoke prevention and exhaust, escape, and fire fighting and rescue, or alter or destroy the fireproof structure of the building façade;
(3) Failing to set up indicative and warning signs for external insulation materials on the exterior wall, or failing to promptly repair damaged, cracked, or detached external wall insulation systems;
(4) Failing to implement the duty system of the fire control room in accordance with regulations, or arranging for personnel who do not have the corresponding conditions to be on duty;
(5) Failing to follow provisions to establish full-time fire brigades, volunteer fire brigades, and other fire fighting organizations;
(6) Failing to make an announcement, formulating an emergency plan, or failing to implement preventive measures for the suspension of building fire fighting facilities due to maintenance or other needs;
(7) Parking electric bicycles or charging electric bicycles in public foyers, evacuation walkways, stairwells, or safety exits of high-rise civil buildings, and refusing to make corrections.
