According to Yu Weiping, at present, the Ministry of Finance is stepping up research and formulating relevant supporting documents for the national overall planning of endowment insurance, measuring the scale of fund allocation, reasonably adjusting the remaining shortage of inter-regional funds, strengthening the tracking and guidance of local implementation work, and timely adjusting and improving policy measures.

According to Qi Tao, by the end of 2020, all provinces have achieved unified revenue and expenditure at the provincial level, and solved the problem of unbalanced fund burden between regions in the province. However, due to the unbalanced development between mainland regions, there are differences in the level of economic development and the age structure of the population, and the structural contradictions of pension insurance funds between provinces are becoming increasingly prominent. Some provinces have more fund balances, but in some provinces with a heavier aging population, the expenditure pressure of pension insurance funds is relatively large. Under such circumstances, it is necessary to achieve national co-ordination as soon as possible and transfer and use the fund nationwide.
"After the implementation of the national overall planning system, the central and local government expenditure responsibility sharing mechanism will be established, the central government's subsidy for endowment insurance will not be reduced, the expenditure responsibility of local governments will be more clear, and the responsibility of governments at all levels will be further compacted." Qi Tao said that by strengthening the unified management of pension insurance policies, fund management, handling services, information systems, etc., it will be conducive to further improving the ability to guarantee and better ensure that pensions are issued on time and in full.
