The Hong Kong government has just issued a press release saying that the Hong Kong government held an oath-taking ceremony for district councillors today (10th), Cai Zhiqiang was announced to leave office immediately due to absentee oaths, and there are 7 district councillors who have doubts about the validity of the oaths taken today, so they have sent a letter to the relevant district councilors requesting additional information to decide whether their oaths are valid.

The full text of the Hong Kong government's press release on the oath of oath of office of district councillors is as follows:

The Public Office (Suffrage and Appointment) (Miscellaneous Amendments) Ordinance 2021 was gazetted into force on 21 May 2021. The Ordinance amends a number of legislations which stipulate that district councillors are required to swear an oath of allegiance to the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and to the Hong Kong Special Administrative Region of the People's Republic of China (in support of the Basic Law and allegiance to the HKSAR).

The Government today (10 September) held an oath-taking ceremony for District Councillors of the Central and Western District Councils, Wan Chai District Councils, Eastern District Councils and South District Councils at the North Point District Hall. At the swearing-in ceremony, the District Councillors present swore allegiance to the Basic Law and allegiance to the HKSAR one by one, and the Secretary for Home Affairs, Mr Tsui Ying-wai, took the oath as the oath-taker authorized by the Chief Executive.

According to the Interpretation (interpretation) of the Standing Committee of the National People's Congress on Article 104 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China (the "Interpretation"), the oath taker has the responsibility to ensure that the oath is taken lawfully, and the oath that complies with the Interpretation and the laws of the Hong Kong Special Administrative Region shall be determined as a valid oath;

In accordance with the principles set forth in the Interpretation and the relevant legal provisions, the Oath Taker determines that the oath of the following District Councillors is valid:

Central and Western District Councils: 1. Yang Zhe'an2. Peng Jiahao3. Yang Haoran

Wan Chai District Council: 1. GU Guohui2. Lin Weiwen3. Xie Weijun4. HUANG Hongtai5. Li Biyi

Eastern District Council: 1. Liang Yongshi 2. LI Qingxia3. Ruan Jianzhong4. Qiu Xuxin 5. GUO Weiqiang6. Zhou Zhuoqi

Southern District Council: 1. LIN Yuzhen2. Sima Wen3. Liang Jin

Chua Chi Keung of the Eastern District Council took the oath in absentia, which is considered to have refused or neglected to take the oath under section 20A of the Oath and Declaration Ordinance, and is therefore required to leave office immediately under section 21 of the Ordinance. In addition, as the Oath Taker had doubts about the validity of the oath taken today by the following District Councillors, he had sent a letter to the District Councillor concerned requesting additional information to determine whether his oath was valid.
