After serving his sentence, his stepfather still took him with him to work.

Before committing the Bai Xiaoyan kidnapping case in 1997, Chen Jinxing was in and out of prison many times, and after his discharge from the Marine Corps in 1981, Chen Jinxing was trained in Green Island for other cases and was released from prison after the death of President Chiang Ching-kuo in 1988. In 1988, when Chen Jinxing was released from prison, his grandmother died of illness, and his stepfather died shortly after falling ill.

On April 14, 1997, Chen Jinxing, Gao Tianmin, and Lin Chunsheng forcibly escorted Bai Xiaoyan to the car on their way to school, tied them with tape, exposed only their mouth and nose to breathe, took pictures to extort a ransom of $5 million from Bai Bingbing, but Bai Xiaoyan was still torn up, and his body was found on April 28 of that year in the Zhonggang Platoon in the taishan district of New Taipei City, and the cause of death was that he suffered a heavy blow to his head and abdomen before his death, resulting in rupture of the liver, a large amount of blood loss, and up to 500 ml of internal bleeding between the chest and abdomen.

The three perpetrators were not only highly dangerous people with guns and ammunition, but also had cruel modus operandi, and on the way to escape, they engaged in several gun battles with the police and committed more criminal cases, including sneaking into houses in the Greater Taipei area to steal or robbers, and waiting for the opportunity to rape women in the houses and kidnap South African military attaches. The case was not only the single most influential incident in Taiwan that year, but also one of the most significant public security incidents in the 1990s. On October 6, 1999, with the approval of Minister of Justice Ye Jinfeng, Chen Jinxing was shot at the Tucheng Detention Center; coincidentally, Ye Jinfeng stepped down from power in 1997 when he was minister of the interior for concealing Chen Jinxing's multiple felonies.
