The meeting conveyed and studied in writing the spirit of the Fifth Meeting of the Twelfth Qinghai Provincial Committee of the Chinese People's Political Consultative Conference, the Second Meeting of the Fourteenth Hainan Tibetan Autonomous Prefecture Committee of the Chinese People's Political Consultative Conference, and the Third Plenary Session of the Sixteenth Guinan County CPC Committee, adopted the agenda of the Second Session of the Thirteenth Guinan County Committee of the Chinese People's Political Consultative Conference, listened to the work report of the Standing Committee of the Thirteenth Guinan County Committee of the Chinese People's Political Consultative Conference, and the report of the Standing Committee of the Thirteenth Guinan County Committee of the Chinese People's Political Consultative Conference on the motions work since the Seventh and First Sessions of the Twelfth CPPCC National Committee.
Peng Mao made a work report to the meeting on behalf of the Standing Committee of the 13th Guinan County Committee of the Chinese People's Political Consultative Conference that week. The report pointed out that in 2021, under the strong leadership of the Guinan County Committee of the CPC, the county CPPCC Committee adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the plenary sessions of the central and provincial party committees, prefectures, and county party committees, adhered to the party building as the command, based on the new development stage, implemented the new development concept, integrated into the new development pattern, and conscientiously performed the three functions of "political consultation, democratic supervision, and participation in the administration and discussion of state affairs" around the goals and tasks proposed by the 16th party congress of the county. With the close cooperation and strong support of the relevant departments directly under the county, the work tasks for the whole year have been successfully completed, and new contributions have been made to the realization of the good start of the "14th Five-Year Plan" in Guinan. The report summarizes the work in 2021 from five aspects: adhering to theoretical armament, building a solid ideological and political foundation; making suggestions and making suggestions around the center; actively performing the functions of the CPPCC; innovating the carrier of consultation and discussion of state affairs, and more highlighting the advantages of the CPPCC; handling affairs in strict accordance with the law and regulations, and successfully completing the change of the CPPCC; strengthening self-construction and improving the level of CPPCC work.
The report emphasizes that 2022 is the year of the 20th CPC National Congress and the 14th Provincial Party Congress, and it is a key year for the implementation of the 14th Five-Year Plan. The overall requirements for the work of the county CPPCC are: adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, vigorously carry forward the great spirit of party building, fully implement the spirit of the 19th National Congress of the Party, the 19th Plenary Session of the Party and the plenary sessions of the provincial party committees, prefectures, and county party committees, deeply study and implement General Secretary Xi Jinping's important ideas on strengthening and improving the work of the CPPCC, closely focus on the "12345" development ideas put forward by the 16th Party Congress of the county, find the focus and entry point of the CPPCC in performing its functions, and carry out in-depth consultation and discussion of state affairs and democratic supervision. With high-level performance of duties to serve high-quality development, we will make new contributions to promoting the high-quality economic and social development of the county.
The report has achieved greater results on the basis of implementing the party's new requirements for the work of the CPPCC and on consolidating the common thinking; focusing on grasping the new positioning of reform and development, and making greater contributions to the high-quality development of services; deeply practicing the concept of performing duties for the people, and achieving greater achievements in promoting harmony and smoothness; giving full play to the role of special consultative bodies and taking greater steps in promoting the work of "having good things to discuss" of the CPPCC; persisting in doing a good job in the work of unity and friendship, and playing a greater role in extensively condensing the consensus of all parties; and improving the work mechanism for performing duties. Making greater breakthroughs in strengthening the CPPCC's own construction in six aspects put forward requirements for the work of the 13th CPPCC in 2022.
Entrusted by the Standing Committee of the 13th Guinan County Committee of the Chinese People's Political Consultative Conference, Yin Jiqing reported to the general assembly on the motions work since the 7th and 1st sessions of the 13th CPPCC National Committee.
The report pointed out that since the seventh session of the twelfth and thirteenth sessions of the county CPPCC, all CPPCC members have conscientiously studied Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th Party Congress and the 19th Plenary Sessions of the Party And the Plenary Sessions of the Provincial Party Committee, The Provincial Party Committee, the Prefecture Party Committee and the County Committee, thoroughly implemented General Secretary Xi Jinping's important thinking on strengthening and improving the work of the CPPCC, the spirit of the CPPCC Work Conference of the Central Committee and the Provincial CPPCC Committee, and under the leadership of the Standing Committee of the CPPCC County Committee, closely focused on the work of the county party committee, the county government center, and the hot and difficult issues of concern to the broad masses of the people. Conscientiously performing the functions of political consultation, democratic supervision, and participation in and discussion of state affairs, making suggestions and suggestions in the form of proposals, putting forward a large number of opinions and suggestions with strong scientific, forward-looking and feasible nature, and contributing the wisdom of the CPPCC and demonstrating the cppcc responsibility for promoting the high-quality economic and social development of the county. A total of 111 proposals and opinions and suggestions were submitted at the seventh and thirteenth sessions of the Twelfth Cpc Central Committee, with 147 members participating, and 50 cases (including 13 key proposals and 37 general proposals) were filed after the preliminary examination of the PROPOSAL Committee of the CPPCC and the chairman meeting of the county CPPCC, and 61 cases were made. There were 34 cases involving agriculture and animal husbandry, forestry, water conservancy, electric power and transportation, 9 cases involving finance and trade finance, 26 cases in education, science, culture and public health, 33 cases in urban management, ecological environmental protection, social security and other aspects, and 9 cases involving ethnicity and religion. Transfer and transfer shall be carried out in accordance with the principle of hierarchical responsibility and centralized handling. By the end of 2021, 50 proposals and 61 opinions and suggestions have all been handled and replied to. For the proposal work in 2022, the report puts forward requirements from four aspects: positioning the proposal and further ensuring the direction of the proposal work; strengthening guidance and further improving the quality of the proposal; deepening consultation and further improving the quality of handling; strengthening overall planning, and further improving the quality of service.
