Behind the seemingly intimate service is a trap carefully designed by fraudsters. Recently, the Shanghai police started from a citizen complaint and successfully destroyed a new type of fraud criminal gang, arresting more than 30 criminal suspects such as Ge Mou and Wang Mou, involving more than 100 million yuan.

In early December 2021, a complaint by Mr. Wang, a citizen, caught the attention of the Police in Minhang, Shanghai.
Mr. Wang told the police that he was attracted by a mobile phone software advertisement when browsing short videos: as long as he downloaded and installed this software, he could experience the "global high-definition street view", and experience VR360-degree panoramic immersive tour anytime, anywhere, as if on the ground.
After coming to Shanghai to start a business for many years, Mr. Wang, who is homesick, was moved. After downloading and installing the software, he found that the software provided multiple functional options such as "Hometown Street View", "HD Street View" and "VR Panorama", and indicated the package price, which was 38 yuan for 3 months, 68 yuan for 1 year and 98 yuan for life. Mr. Wang wanted to experience it, so he entered the address of his hometown, and the result page jumped to the package purchase interface.

Seeing that the price was not expensive, Mr. Wang paid for the lifetime package. But to his disappointment, the so-called high-definition street scene is very vague and completely inconsistent with the description. After repeatedly contacting customer service for a refund without success, Mr. Wang complained to the relevant departments.
The police investigation found that since November last year, the software has a large number of complaint records on various platforms, all of which are found by users to find that the function is inconsistent with the advertising promise, and the customer service delays and refuses to refund the fee for various reasons.
On December 28, 2021, the Minhang Public Security Bureau set up a special team to conduct an investigation and found that the company that developed the so-called "Global HD Street View" software was "Shanghai Yuliu Network Technology Co., Ltd.", but the company did not actually operate business and capital flow, and the software revenue flowed into an account called "Shanghai Groundhog Network Technology Co., Ltd." (hereinafter referred to as "Groundhog Company"). Other similar software belonged to different companies, but after an in-depth investigation, the police found that more than 50 companies were related to the "Groundhog Company".
Such a large-scale enterprise cluster is very likely to hide a criminal gang behind it. The police combed and found that there are more than 50 types of software involved in the case, mainly divided into four categories: open blind boxes, low-cost rush purchases, high-definition street view, and positioning services, and all software is suspected of fraud.
On January 21, under the guidance of the Criminal Investigation Corps of the Municipal Public Security Bureau, the Minhang police arrested all gang members, including the legal person of the "Groundhog Company" and the main shareholders Ge Mou and Wang Mou, and other major criminal suspects, in Block A, Building 7 of a creative park in the city.
According to the confession of the criminal suspect, the "Groundhog Company" company is well-organized and divided into five departments: marketing department, product operation department, technology department, customer service department, and personnel and finance department.
Because the company does not have the ability and qualification to provide corresponding services, the so-called "high-definition real-time street view" software provides public free videos or pictures found online, neither high-definition nor real-time, and some even directly link to other mapping software.
And open blind boxes, low-cost grabs and other forms of shopping software, no matter how much the user recharges, open a blind box several times, it is impossible to grab or draw the "big prize" in the advertisement, grab the value of the cheap goods that are much lower than the actual amount, all the software is to cheat money. From December 2020 to the present, the amount of gang fraud has exceeded 100 million yuan.
At present, 30 criminal suspects, including Ge Mou and Wang Mou, have been criminally detained in accordance with the law for suspected fraud, and 7 criminal suspects have been taken criminal compulsory measures in accordance with the law, and the case is under further investigation.
