On February 19, at the Munich Security Conference, Ukrainian President Zelenskiy said that he had instructed the Ukrainian Foreign Ministry to convene a summit of signatories to the Budapest Memorandum, and that if no one came to the meeting or no one provided security guarantees to Ukraine, he would declare the memorandum invalid.

Ukraine became independent when the Soviet Union collapsed in 1991, inheriting the 2,500 strategic missiles, more than 1,200 intercontinental missiles, 170 intercontinental missile silos and dozens of strategic bombers deployed by the former Soviet Union on its borders, making it the world's third-largest nuclear power overnight. But the emerging independent nation was stunted by Russia, which was wearing a pair of pants with the United States at the time, and the European Union. The giants of Russia, the United States and britain created a Budapest Memorandum, promising to respect Ukraine's sovereign independence and existing borders, not to threaten the country with force, and to accept Ukraine as a member of NATO and the European Union when conditions are ripe. Ukraine, on the other hand, needs only meet one demand, and that is the elimination of nuclear weapons.

On January 14, 1994, Clinton, Yeltsin, Megjie, and Ukrainian President Klevchuk signed the document in Budapest, in which the United States and Russia agreed to stop targeting long-range missiles at each other, and Ukraine agreed to accede to the Nuclear Non-Proliferation Treaty as a non-nuclear-weapon State and proceeded to eliminate all nuclear weapons on its territory. In June 1996, Ukraine announced that the last nuclear warhead in the Soviet arsenal had been transferred to Russia.
