Preface

Public service is the use of legal rights and public resources to meet the needs of citizens' survival and development, and the products and services provided by the government to all citizens or specific groups, organizing coordination or directly providing. Social security is an institutional arrangement for the state to provide basic guarantees for the right to life of members of society, especially groups with difficulties in life, in order to maintain social fairness and promote social stability and development. Public services include two categories: basic public services and inclusive non-basic public services. Among them, basic public services are public services that guarantee the basic needs of the survival and development of all people and are compatible with the level of economic and social development, and the government bears the main responsibility for ensuring the quantity and quality of supply, and guides market entities and public welfare social institutions to supplement supply. Non-basic public services are public services that are necessary to meet the higher-level needs of citizens and ensure the overall welfare level of society, but the market spontaneously supply is insufficient, and the government supports public welfare social institutions or market entities to increase service supply and improve service quality, promote the inclusive development of non-basic public services in key areas, and realize that most citizens can pay for them at affordable prices.

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made a series of important instructions on strengthening the construction of the public service system in the new era, ensuring and improving people's livelihood, emphasizing the practice of people-centered development thinking and satisfying the people's yearning for a better life. Our province has strengthened the construction of inclusive, basic and bottom-up people's livelihood around the whole life cycle, established and improved the public service system and social security system, and continuously enhanced the people's sense of gain, happiness and security.

During the "14th Five-Year Plan" period, the continuous improvement of public services and social security levels is of great significance to creating a high-quality life and promoting common prosperity for all people. Based on the "Outline of the 14th Five-Year Plan for the National Economic and Social Development of Henan Province and the Long-term Goals for the 2035 Years", this plan comprehensively docks with the national "14th Five-Year" Public Service Plan, and focuses on the fields of public education, employment and entrepreneurship, medical and health, childcare and old-age care, housing security, social security, excellent military service guarantee and cultural and sports service guarantee, and clarifies the overall ideas and key tasks of public services and social security in the province during the "14th Five-Year Plan" period, which is the "14th Five-Year Plan" Comprehensive, basic and guiding documents for promoting the development of public services and social security for a period of time or even longer.

Chapter 1 Planning Background

During the "13th Five-Year Plan" period, our province adhered to the goal of improving the well-being of the people and promoting the all-round development of people, focused on the key areas and key links of people's livelihood, actively promoted the supply-side reform of public services, and continuously improved the public service and social security system. Entering a new stage of development, the further development of public services and social security in our province is facing new opportunities and challenges.

Section 1: Foundations for Development

The capacity to provide public services has been significantly enhanced. Adhere to the protection and improvement of people's livelihood in the course of development, greatly increase the total amount of financial investment in public services, and the cumulative investment of 3.64 trillion yuan in fiscal affairs at all levels in five years is used to improve people's livelihood and well-being, accounting for about 80% of fiscal expenditure. The gross enrollment rate of preschool education, the consolidation rate of compulsory education, the gross enrollment rate of high school stage, and the gross enrollment rate of higher education have increased from 83.2%, 94%, 90.85% and 36.49% in 2015 to 90.3%, 96%, 92.01% and 51.86% in 2020, respectively, and the phenomenon of "large class sizes" in ordinary high schools has been basically eliminated, and higher education has entered the stage of popularization and development. The number of beds, practicing (assistant) physicians and registered nurses in medical and health institutions per 1,000 permanent residents in the province increased by 30%, 32.4% and 41% respectively compared with the end of the "Twelfth Five-Year Plan". In 2020, there will be 14,000 various types of old-age service facilities, the completion rate of village-level comprehensive cultural service centers in the province will reach 99%, the per capita sports area will exceed 2 square meters, 2,500 standardized communities and 256 social charity organizations will be built.

The level of equalization of public services has steadily improved. Continue to promote the tilt of basic public service resources to the grass-roots, rural, remote areas and the people in need, and initially build a public service system with wide coverage and basic protection. The balanced development of compulsory education has achieved remarkable results, all counties (cities, districts) in the province have reached the national acceptance standard for the basic balanced development of compulsory education, and the pilot of preschool integration education covers all counties (cities, districts). The construction of a compact county medical community and an urban medical federation has achieved full coverage, a multi-level medical and health service network has been basically formed, and the problem of "difficult and expensive medical treatment" in rural areas has been further alleviated. 99.37% of the counties (cities, districts), 97.64% of townships (streets), and 88.29% of administrative villages (communities) in the province have completed the standardized construction of grass-roots public service platforms. Deeply promote the "six sides" of national fitness (improve the sports and fitness organizations around the masses, build sports and fitness facilities around the masses, enrich the sports and fitness activities around the masses, support the sports and fitness events around the masses, strengthen the sports and fitness guidance around the masses, and carry forward the sports and fitness culture around the masses), and continuously improve the public service facilities for the fitness of the whole people at the grass-roots level.

Highlights are in the key areas. Zhengzhou University and Henan University entered the national "double first-class" university construction plan and achieved a milestone breakthrough in higher education in our province. Deepen the cooperation between schools and enterprises in the integration of industry and education, and rank among the 7 provinces jointly built by the province and the ministry and promoted the construction of vocational education innovation and development highlands in the whole province, and Zhengzhou city was selected as the first batch of national pilot cities for the integration of industry and education. Breakthroughs have been made in the construction of national regional medical centers, and the construction of national regional medical centers for children and cardiovascular diseases and national regional traditional Chinese medicine (specialty) diagnosis and treatment centers has been smooth. In the country to take the lead in promoting the construction of the "five major projects" of safety, cleanliness, warmth, culture and medical rehabilitation of nursing homes, the first to include the construction of old-age service facilities into the list of urban old residential areas, Zhengzhou and other 7 places have been identified as national home and community old-age service pilots, and the number of community old-age service facilities in the province will reach 3371 in 2020. The construction of shantytown resettlement housing is at the forefront of the country, and 950,000 and 581,300 households have been transformed into old urban communities and rural dangerous houses respectively, and all the existing dangerous houses have been cleared.

Comprehensive reform has continued to deepen. Introduce a reform plan for the division of fiscal powers and expenditure responsibilities between the province and the city and county for basic public services, and formulate policies for public service investment and financing, land use, tax reductions and exemptions, personnel training, and financial subsidy support. Accelerate the adjustment of the layout of primary and secondary schools and the reform of teachers' "county management and school employment", and further promote the reform of the internal governance mechanism of colleges and universities. Comprehensively promote the reform of medical, medical insurance, and medicine linkage, and continue to improve the medical security payment mechanism, drug procurement and supply mechanism, and hierarchical diagnosis and treatment system. Accelerate the pace of reform of public pension institutions, explore the combination of medical and nursing care models such as medical and nursing cooperation, outsourcing entrustment and integration of medical and nursing care, and comprehensively implement the registration and filing system of pension institutions, and the enthusiasm of social capital to participate in pension services has been significantly improved. Breakthroughs have been made in the reform of the social insurance system, the basic pension insurance fund for enterprise employees has been coordinated at the provincial level, and the basic pension insurance system for urban and rural residents has been implemented in conjunction. The implementation opinions such as the reform of the talent evaluation mechanism were introduced, and nearly 140,000 talents of various types were introduced during the "13th Five-Year Plan" period, and more than 1,600 talent projects were signed.

Social security policies have been continuously improved. Continuously expand the coverage of basic medical insurance, the participation rate of the province is stable at more than 96%, the insurance should be basically guaranteed, and the level of medical treatment for urban workers and urban and rural residents in the province has steadily improved. The implementation of employment priority and unemployment insurance to help enterprises stabilize the post policy, the cumulative number of new jobs in cities and towns is 6.8744 million, and the unemployment rate in urban surveys is controlled within 5.5%. Continuously improve the social assistance guarantee system covering urban and rural areas, establish and improve the system of assistance and support for the extremely poor, the temporary assistance reserve fund system for townships (streets), the living allowance for the disabled in difficulty, and the nursing subsidy system for the severely disabled, with a total of 17.58 million urban and rural low-income insurance recipients and 2.5 million people in extreme poverty. The elderly allowance system for the elderly over 80 years old was introduced, benefiting 2.25 million elderly people. Improve orphan protection policies, and establish a de facto unsupported child protection system. The establishment of service guarantee institutions for veterans has significantly improved the ability of veterans and other preferential care recipients.

Overall, during the "Thirteenth Five-Year Plan" period, our province has made great achievements in public service construction and social security undertakings, and has established a relatively perfect public service system and social security system. However, the problems of insufficient, unbalanced and uncoordinated public services and social security in our province are still prominent: first, there is an overall shortage of high-quality public service resources, and there is still a big gap between the main indicators and developed areas, which cannot meet the people's yearning for a better life; second, the gap between public services and social security between urban and rural areas, regions and groups still exists, and the standardization and equalization of public services need to continue to be strengthened; third, the allocation mechanism of public services and social security resources does not match the process of urbanization. Coordinating efforts to promote high-quality economic and social development and improve people's livelihood and well-being has a long way to go.

Section 2 Opportunities and Challenges

Common prosperity begins a new journey. At present, the mainland has reached the historical stage of solidly promoting common prosperity, General Secretary Xi Jinping has drawn up a grand blueprint and development path for promoting common prosperity, clearly required to ensure and improve people's livelihood in development, focus on solving the problem of unbalanced and insufficient development, and proposed that by the end of the "Fourteenth Five-Year Plan", all people will take a solid step towards common prosperity. Solidly promoting common prosperity provides a historical opportunity and fundamental compliance for our province to make up for the shortcomings of basic public services, strengthen the weaknesses of inclusive public services, promote the high-quality development of public services, and improve social security.

"Two ensures" anchor new targets. The Eleventh Provincial Party Congress put forward the goal of "ensuring high-quality construction of modern Henan and ensuring the realization of high-level modernization of Henan", with the vision and boldness of 30 years ahead, and comprehensively promoted the "ten major strategies" of innovation-driven science and education to revitalize the province with talents, the integration of culture, tourism and cultural creativity, new urbanization, and rural revitalization, and made key arrangements for improving the well-being of the people, promoting the all-round development of people, and creating a high-quality life, and clarified the goals and paths for the public service and social security work in the "14th Five-Year Plan" period of our province.

The needs of people's livelihood have spawned new opportunities. The mainland has achieved the goal of building a moderately prosperous society in an all-round way, opened a new journey of comprehensively building a modern socialist country, profound changes have taken place in the main contradictions of society, the people have paid more attention to basic public services and social security rights and interests, and paid more attention to high-quality and personalized services in the fields of old-age care, education, culture and art, and sports, which has put forward new requirements for the higher quality development of public services and social security in our province and stimulated new impetus.

Technological change provides new support. The in-depth development of a new round of scientific and technological revolution, the continuous expansion of the application of technologies such as the Internet of Things, big data, cloud computing, artificial intelligence, and blockchain, has promoted the accelerated development of public service informatization, digitization, and intelligence, and provided strong support for building a smart public service ecology, improving the convenience of public services, improving the efficiency of social security, and promoting the modernization of public services and social security capabilities.

At the same time, as the economy and society enter a new stage of development, public services and social security undertakings in our province are also facing great challenges. On the one hand, at present and for some time to come, our province is accelerating the construction of a new development pattern, and the pressure of financial priority support for public services and social security is greater. On the other hand, the aging of the population structure has accelerated, the number of working-age people has continued to decline, and the contradiction between supply and demand in the fields of pension and medical care has been prominent, which has increased the pressure on public service supply and social security to a certain extent.

Chapter II General Requirements

Section 1: Guiding Ideology

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, 5th and 6th Plenary Sessions of the 19th CPC Central Committee, fully implement the important instructions of General Secretary Xi Jinping's important speech on inspecting Henan, make overall plans to promote the overall layout of the "five-in-one", coordinate the promotion of the "four comprehensive" strategic layout, base on the new development stage, completely, accurately and comprehensively implement the new development concept, adhere to the people-centered thinking, solidly promote common prosperity, anchor and ensure the high-quality construction of modern Henan. Ensure the realization of a high level of modernization in Henan, focus on the most direct and realistic interests that the people are most concerned about, focus on promoting the equalization of basic public services, expand the supply of inclusive public services, promote the leapfrog upgrading of high-quality life services, and strive to improve the multi-level social security system that covers the whole people, coordinates urban and rural areas, is fair and unified, and sustainable, so that the people can have a better sense of achievement, a more sustainable sense of happiness, and a more secure sense of security.

Section 2: Basic Principles

People-oriented, should be guaranteed to the fullest. Adhere to the people-centered, strengthen the construction of inclusive, basic and bottom-up people's livelihood security around the whole life cycle, ensure full coverage of basic public services and social security, make the fruits of reform and development more equitable and benefit the people of the province, and take the road of common prosperity.

Do your best and do what you can. Fully consider the sustainability of economic development and financial burdens, steadily and orderly improve the level of public service guarantees, reasonably guide social expectations, and not over-commit, so as to achieve "same frequency resonance" between the level of public service security and the level of economic and social development.

Government-led, classified policies. Clarify the boundaries of the rights and responsibilities of the government, society and individuals, strengthen the government's responsibility for the supply of basic public services and social security, continuously promote the equalization of basic public services, and continuously improve a fairer and more sustainable social security system. Give play to the guiding role of the government, continuously expand the supply of inclusive non-basic public services, and encourage the high-quality diversification and upgrading of life services.

Diversified participation, co-construction and sharing. Further relax market access, support social forces to participate in public services, give play to the role of market entities and social organizations such as various enterprises and public institutions, associations and chambers of commerce, and public welfare groups, guide the masses to self-manage and self-serve, and form a public service development pattern of co-construction and sharing.

Section 3 Main Objectives

By 2025, the public service system system will be more perfect, the public service supply pattern of government guarantees, social pluralistic participation, and joint construction and sharing of the whole people will basically take shape, the multi-level social security system will be more sound, and the people's livelihood and well-being will reach a new level.

The bottom of the pocket is strong. Investment in basic livelihood security such as education, medical care, and old-age care has continued to increase, and public service finance, investment and financing, land use, tax reductions and exemptions, personnel training, and financial subsidy support policies have been continuously improved. The social assistance system such as basic medical insurance, unemployment insurance, minimum living guarantee, and assistance and support for the extremely poor is more sound, and the social welfare security system has been transformed and developed to moderate and inclusive. By 2025, the consolidation rate of compulsory education will reach 96%, the participation rate of basic medical insurance will reach 97%, the proportion of nursing beds will reach more than 55%, the centralized support rate for people who cannot take care of themselves will not be less than 60%, and the coverage rate of "two subsidies" for the disabled will reach more than 99%.

There are advantages in important areas. Accelerate the construction of national regional medical centers, build a number of high-level hospitals and domestic leading key advantageous disciplines, the service system of four-level medical centers has been fully formed, the county medical treatment rate has reached about 90%, and the province of traditional Chinese medicine has been basically built. Promote the "double first-class" construction of Zhengzhou University and Henan University with high standards, add 5 new colleges and universities and 7 key disciplines to reach the national "double first-class" construction level, and basically complete a high-quality and balanced public education service system; further promote the national pilot project of integration of industry and education, and further enhance the ability of vocational education to support the construction of a skilled society. The advantages of the national home and community pension service pilot have been expanded, and the pension service system has been further improved.

High-quality service has a breakthrough. The construction of the Key Construction Area of the Yellow River National Cultural Park and the Great Wall, the Grand Canal and the Long March National Cultural Park, the international influence of the Yellow River Cultural Tourism Belt has been continuously highlighted, the comprehensive contribution of the province's tourism industry has accounted for more than 12% of the gross domestic product, and the proportion of the added value of the cultural industry in the gross domestic product has been continuously improved, and a national cultural innovation highland has been built. The proportion of the population who regularly participate in physical exercise has reached more than 37% of the total population, the physical literacy and health level of the people have been significantly improved, and the comprehensive strength of competitive sports has been continuously enhanced, and they have strived to enter the ranks of strong sports provinces. Develop a diversified health care industry, and create an important health care destination and health care industry cluster in the country.

Reform and innovation have made a difference. The comprehensive reform of important public services such as education, medical care, and pensions has been deepening, and a large number of reform achievements such as supply models, governance mechanisms, and management systems have been effective. The reform of "decentralization and service efficiency" of government public services has continued to deepen, and the "one network communication office" for government services, the "one card sharing" for high-quality service resources, and the "one code and one scan" for digital services have been basically realized. Take the lead in promoting mutual recognition of people's livelihood service benefits, standard interconnection, mutual access, cost sharing and resource sharing in some cities in the Zhengzhou Metropolitan Area.

Social security is more robust. The social security treatment adjustment mechanism has been continuously optimized, the overall level of social insurance has been continuously improved, the transfer and continuation has been smoother, the participation rate of basic old-age insurance has exceeded 95%, and the number of people insured by unemployment insurance and work injury insurance has reached 10.8 million and 11 million respectively. The social assistance system has been continuously improved, the basic livelihood of all kinds of difficult groups has been effectively guaranteed, and the social welfare security system has taken a new step towards the transformation and development of moderate and inclusive benefits.

Chapter III: Providing safe and inclusive infant and child care services

Implement the national birth policy, improve the quality of the birth population, protect the physical and mental health of mothers and babies, improve the inclusive childcare service system, and continuously meet the people's demand for infant and young child care services.

Section 1: Raise the level of eugenics and eugenics services

Expand the supply of eugenic services. Establish a eugenics service system covering urban and rural areas covering all stages of marriage, pregnancy, and post-birth, and promote a "one-stop" service model for marriage registration, premarital medical examinations, and birth guidance. Provide free services such as first-trimester health examinations and postpartum visits for eligible pregnant women in urban and rural areas, implement free prenatal screening and prenatal diagnosis and newborn disease screening for the prevention of birth defects, and provide free basic contraceptive and birth control services for couples of childbearing age. Improve the birth insurance system and expand the coverage of birth insurance.

Improve the children's health service system. Strengthen the capacity building of pediatric services in all types of medical institutions at all levels, and increase the total supply of pediatric beds. Carry out newborn home visits and regular health check-ups of infants and young children, promote the use of the Maternal and Child Health Manual, and provide early infant and young child development guidance services. Strengthen the monitoring and screening and evaluation of infant and young child development, and improve the diagnosis and treatment of major diseases, difficult and complex diseases of children, and the diagnosis and treatment of acute and critical diseases. Standardize and ensure the supply of vaccines for immunization programmes, ensure that children of appropriate age receive vaccines from immunization programmes, and improve the quality of vaccination management. By 2025, the systematic management rate of children under 3 years of age will remain above 85%, and the vaccination rate of immunization programmes for children of appropriate age will reach more than 90%.

Section 2: Expand the supply of inclusive childcare services

Strengthen the construction of community childcare service facilities. Create a number of embedded, distributed, chained and professional community childcare service facilities, and carry out diversified inclusive childcare services such as full-day care, half-day care, timed care, and temporary childcare. In newly built urban residential areas, infant and child care service facilities commensurate with the size of the permanent population should be built simultaneously, and where there are no infant and child care service facilities in built-up areas, construction should be accelerated through purchase, replacement, leasing, etc., and infant and child care service facilities should be built in rural communities as a whole. By 2025, strive for 50% of communities to build inclusive childcare centers, and basically build an inclusive childcare service system that is convenient and affordable.

Promote the diversified supply of childcare services. Encourage social forces to develop inclusive childcare services, and build a number of exemplary comprehensive childcare institutions with driving effects and certain guidance functions. Encourage qualified kindergartens to provide nursery services, and build a new model of integration of childcare services. Support enterprises and institutions to provide welfare infant and child care services for employees in the workplace. Guide all kinds of colleges and universities and maternal and child health care institutions to jointly build infant and child care service training bases. By 2025, 90% of counties (cities, districts) will have 1-2 comprehensive childcare institutions, and the number of childcare for infants and young children under 3 years of age per 1,000 population will reach 4.5.

Section 3: Service Guarantees

Fully implement the national fertility policy. Implement the three-child birth policy, improve fertility support measures, reduce the cost of family fertility, parenting, and education, release fertility potential, and stabilize the level of moderate fertility. Enhance family childcare capacity, improve the parenting leave system, and fully implement policies such as maternity leave and spousal paternity leave. Eliminate gender discrimination in employment, and protect the lawful rights and interests of birth groups in accordance with law. For one-child families and rural family planning two-woman families before the adjustment of the comprehensive two-child policy, the current incentive and support systems and preferential policies will continue to be implemented. Complete all-round support and guarantee systems for special family planning families, improve government-led and social organizations' support and care mechanisms, and safeguard the lawful rights and interests of family planning families.

Improve the infant and child care service system. Complete management norms and supporting policies for infant and child care service establishments, and promote the professional and standardized development of infant and child care service establishments. The land for the construction of infant and child care service institutions and facilities shall be included in the land spatial planning and the annual land use plan and given priority to guaranteeing it. Establish systems for filing and registration, information publicity, and quality assessment of infant and child care service establishments, strengthen dynamic management of infant and child care service establishments, and gradually implement a system for accessing infant and child care workers' professional qualifications in accordance with law. Strengthen the development and health management of infants and young children, the construction of infant and child care disciplines, and cultivate professionals in infant and young child care.

Chapter IV: Develop fair and high-quality public education services

Adhere to the principle of educating people and cultivating people with virtue, optimize the layout of various types of education, build a modern education system with a sound system and a harmonious connection, improve the support capacity of education services, and let every student enjoy a more fair and high-quality education.

Section 1: Priority is given to ensuring that learning is taught

Guarantee basic public services for education. Inclusive preschool education living allowances are granted to children from families with financial difficulties, orphans, de facto unsupported children and children with disabilities. Compulsory education students are exempted from tuition and miscellaneous fees, free national curriculum textbooks are provided, and living expenses are subsidized for students whose families are in financial difficulty. Continue to implement the nutrition improvement plan for rural compulsory education students. Exempt students from ordinary high school families with financial difficulties who meet the conditions from tuition and miscellaneous fees, and implement the national scholarship policy for students with family economic difficulties at the high school level. Improve safeguard mechanisms for special education and specialized education.

Promote the universal and inclusive development of preschool education. Build a public service system for preschool education that covers urban and rural areas and has a reasonable layout. Continue to implement the preschool education action plan and promote the expansion of preschool education. Improve the public service network of rural preschool education at the county, township and village levels, and ensure that each township runs 1-2 public center kindergartens. Promote the establishment of supporting kindergartens in urban communities as public parks or entrusted with inclusive private parks. Fully implement the provincial comprehensive financial allocation for the average student of public parks and the inclusive private park award and compensation policy, and dynamically adjust the charging standards of public parks and inclusive private parks. By 2025, the gross enrollment rate of preschool education will reach 93%, and the coverage rate of inclusive kindergartens will be stable at more than 80%.

Promote the high-quality and balanced development of compulsory education. Promote the high-quality and balanced development of compulsory education at the county level and the integration of urban and rural areas. Establish a long-term mechanism for school standardization construction, and fully implement the unified urban and rural compulsory education school construction standards, teacher establishment standards, per student public funding benchmark quotas, and basic equipment allocation standards. To meet the requirements of urbanization development, accelerate the expansion and increase of urban schools, and gradually reduce the standard of class size. Continue to strengthen the construction of township boarding schools, run small-scale rural schools well, and improve the quality of compulsory education in rural areas. Improve the system for controlling dropouts in compulsory education, and strengthen monitoring of dropouts. Promote the urbanization of children's school enrolment in the same city, and ensure that they can enjoy basic public education services equally in the vicinity. Strictly implement the "double reduction" policy, and effectively reduce the burden of students' homework and off-campus training.

Encourage high-quality and distinctive development of schools at the high school level. Continue to implement the ordinary high school transformation plan to consolidate and improve the level of education popularization at the high school level.
