(6) Civilized construction measures are in place. The special working group of each project department should strictly implement the pollution prevention and control requirements such as dust control and mud disposal at the construction site, carry out comprehensive self-inspection, and focus on inspecting living areas, enclosure settings, door flushing equipment, dust control measures, and mud disposal measures. Construction sites that have not carried out self-examination or have problems and rectification in place shall not apply for resumption of work.

(7) The real-name system is in place for management. Before resuming work, the special working groups of each project department must implement the real-name system management system for migrant workers, install face capture equipment at all entrances and exits for attendance, and carry out real-name management training for migrant workers in combination with three-level education, and inform migrant workers of their responsibility to participate in real-name attendance and wage payment confirmation work. Migrant workers' labor contracts and bank card information must be entered in a timely manner in the real-name system, so that all on-the-job workers can pay wages on their behalf, and provide and timely upload the agreement on the settlement of wage arrears, the tripartite agreement on the supervision of special account funds, the certificate of opening a special account, the proof of payment of wage deposit or the certificate of exemption from payment.

(8) Project quality assurance measures are in place. After the Spring Festival, the city's construction sites have gradually entered the stage of full resumption of work, and under the current situation of the new crown pneumonia epidemic is still complex and severe, it is crucial to coordinate the resumption of work, safe production and epidemic prevention and control. In order to effectively resume work after the holiday, work safety, epidemic prevention and control, prevent construction safety accidents, and ensure a good start in the field of construction in our city, in accordance with the spirit of the "Notice of the Provincial Housing and Urban-Rural Development Department on Effectively Doing a Good Job in the Resumption of Work safety and Epidemic Prevention and Control of Housing and Municipal Projects" (Su JianJian An [2022] No. 24) and the requirements of the higher-level party committee and government on the three-year special rectification of safe production and epidemic prevention and control work, the relevant matters are hereby notified as follows:

I. Attach great importance to safe production and epidemic prevention and control during the resumption of work

At present and for a period of time to come, the Party and the state are in a critical period of intensive major events, the Beijing Winter Olympic Games are being held, the Beijing Winter Paralympic Games and the national "two sessions" will be held in early March, and the 20th National Congress of the Party will be held in the second half of the year. Spring resumption period, there will often be a cold period in the climate, construction on the rush period, psychological holiday three superposition effect, this year's Spring Festival after the rain, snow and ice and other disasters weather frequent, poor meteorological conditions, in addition to the impact of the epidemic continues to transmit to the field of safe production, the uncertainty factors affecting construction safety are still more. This year is the third Spring Festival after the new crown epidemic to resume work, during the resumption of work, the number of new entrants and transfer personnel increased, construction machinery was shelved for a long time, safety inspections were not in place, safety education and training could not keep up, and safe production conditions did not meet the requirements of unauthorized resumption of work, which could easily lead to safety accidents.

2. Strict inspection of safe production conditions before resuming work

All territorial regulatory departments and all parties involved in the construction of the project should adhere to the concept of "people first, life first", effectively improve the political position, strengthen the political consciousness, ideological consciousness and action consciousness to prevent and resolve major safety risks in the field of construction, further understand the situation, always keep a clear head, overcome the paralyzing and careless thinking, put the post-holiday resumption of work safety production and epidemic prevention and control work in a prominent position, to consolidate the main responsibility, each construction site should be combined with reality, targeted to formulate preventive measures, Ensure the orderly resumption of work and production.

All parties involved in the construction of the project should strictly implement the main responsibility for safe production, strengthen the publicity and education of the knowledge of safe production in the resumption of work, strictly prevent the occurrence of safety accidents such as foundation pit projects, high support molds, scaffolding, and lifting machinery, and earnestly do a good job in inspecting the safety production conditions before resuming work. It is necessary to strictly implement the "five musts" around the requirements of the "five in place" of safe production conditions for resuming work (that is, the construction site personnel are in place, the notification is in place, the inspection is in place, the training and education are in place, and the mechanical equipment is in place for maintenance and maintenance):

1． The construction unit must organize the construction, supervision and subcontracting units to hold a regular meeting on safety production after all the main responsible persons of the participating parties are in place, jointly study and arrange the post-holiday resumption of work safety, epidemic prevention and control work, and form a record of regular meetings.

2． The construction unit must be personally deployed by the main person in charge of the enterprise to inspect the construction safety and epidemic prevention and control before resuming work, so as to ensure that the safe production, epidemic prevention and control management, measures and inspection of the project under construction are in place.

3． Before the construction project resumes (starts), the project department of the construction unit must ensure that the project manager, safety officer and other major management personnel perform their duties on the job, and the main person in charge of the project department leads the shift to carry out a comprehensive safety inspection, according to the "Construction Safety Inspection Standards" (JGJ59-2011), check and record against the inspection table (see Annex 1 for details), and the inspection ledger is archived as engineering safety data for future reference. Focus on inspecting the performance of duties by management personnel, the safety education of operators, the allocation and use of protective facilities and protective equipment, the situation of dangerous projects, temporary electricity use, high-altitude operations, dangerous chemical management and temporary facility safety management, whether the existing safety hazards have been eliminated; the implementation of on-site epidemic prevention and control measures; dust control and long-term urban management. In addition, in view of the characteristics of construction in winter and spring, it is also necessary to conscientiously carry out fire safety inspections at the construction site, consolidate fire safety management responsibilities, strengthen targeted and strict prevention and control measures, and carry out self-inspection and self-improvement of fire safety in the operation area, office area and living area to eliminate fire hazards.

The project department of the construction unit shall report the inspection and rectification to the company headquarters in a timely manner, and the deputy general manager (or safety director) in charge of safety production of the enterprise shall personally lead the team to each project department for "dragnet" inspection, and the construction enterprises in the field shall be organized and implemented by the person in charge of Changzhou. After the self-inspection of the project department, the company can inspect and rectify the completed project before submitting an application for reinstatement (opening) to the supervisor.

4． Before the construction project resumes (starts), the project department of the construction unit must conduct no less than two safety production education (which can be combined with health education) for all migrant workers, one is publicity and education on laws and regulations on safe production and labor protection, and the other is to carry out knowledge education on basic knowledge of safety protection and safety operation skills according to the current construction characteristics, construction processes and methods, and main sources of danger. It is necessary to make full use of the safety education resource library in the "Provincial Building Construction Safety Management System" (see the "Notice of the Provincial Housing and Urban-Rural Development Department on Effectively Doing a Good Job in the Resumption of Work and Safety Production and Epidemic Prevention and Control of Housing and Municipal Projects" (Su Jianjian An [2022] No. 24) Annex), strengthen safety production education during the resumption of work, and focus on organizing the viewing of "Xiao'an Safety Education - Precautions for Resuming (Opening) Work After the Spring Festival", "Safety Education for New Construction Employees", "Propaganda Film on The Prevention and Control of the Epidemic Resumption of Work and Production", "Propaganda Film on the Prevention and Control of the Epidemic Resumption of Work and Production". Video such as building construction safety knowledge and typical accident case analysis, "The cost of illegal operations" and so on.

5． The supervision unit must perform its supervision duties in accordance with the requirements and supervise the construction unit to do a good job of self-inspection of the resumption of work as required. After the project department of the supervision unit receives the application for the resumption (start) of the project department of the construction unit, the supervising engineer shall promptly organize the construction unit, the project leader of the construction unit and the relevant personnel to carry out the resumption of work inspection (see Annex 2 for the inspection form), and the project director can issue a notice of resumption (start) only when the hidden dangers are eliminated at the construction site, the rectification is implemented, and the requirements are met. If it is found that the construction unit has not implemented the self-inspection as required, refuses to rectify the existing hidden dangers or is ineffective in rectification, it shall promptly report to the territorial regulatory department. If the project is not inspected as required to resume work or the inspection is unqualified, it shall not resume work.

The notice of reinstatement (opening) issued by the chief engineer shall be submitted to the local regulatory department of the project in a timely manner.

Third, comprehensively do a good job in epidemic prevention and control in the resumption of work

Construction enterprises should strengthen the implementation of the main responsibility, formulate a response plan before resuming work, implement quarantine inspection and health protection, ensure the safe resumption of work, and strictly implement various prevention and control measures after resuming work, and effectively do a good job in the health protection of employees.

All construction sites should further improve the epidemic prevention and control system, strictly implement the latest requirements of the city's new crown pneumonia epidemic prevention and control command department on epidemic prevention and control, comprehensively strengthen the control of regular returnees from other places, and timely check all new migrant workers at the construction site. Among them, personnel from medium- and high-risk areas must take the initiative to report in a timely manner and cooperate with the implementation of corresponding epidemic control measures; all returnees from outside the province (excluding epidemic-related areas) need to hold a 48-hour negative nucleic acid test certificate and conduct a nucleic acid test within 24 hours after arriving. The relevant information of the investigation should be dynamically registered, and a ledger should be established to ensure that one is not leaked.

The construction site should strictly follow the requirements of our bureau's "Manual for the Prevention and Control of the New Crown Pneumonia Epidemic at Construction Sites" and implement normalized epidemic prevention and control measures. It is necessary to equip necessary epidemic prevention materials and do a good job in daily disinfection work; strictly implement the closed management system of the construction site, strengthen the real-name attendance system for management personnel and workers; and carefully measure the body temperature of foreign personnel entering the construction site, check the health code and itinerary code, and register them one by one.

IV. Strengthen supervision, and increase the intensity of punishment for violations of laws and regulations

All territorial regulatory departments should urge all parties involved in the construction of the project to strictly perform the main responsibilities of the enterprise, and strictly implement various normalized safety precautions and epidemic prevention and control measures. Strengthen supervision, earnestly do a good job in the supervision and management of the resumption of construction sites after the Spring Festival, on the basis of self-examination and self-correction of enterprises, conduct spot checks on the post-holiday resumption of work at the construction sites to which they belong, and those who find that they do not carry out post-holiday resumption of work inspections in accordance with relevant requirements, epidemic prevention and control measures are not implemented, the conditions for resuming work and safe production are not available, there are major problems or hidden dangers on the site, the main management personnel of the project have not arrived at their posts, the operators have not resumed work without education, and they have resumed work without supervision and consent, etc., are deemed to be ineligible to resume work. Order the suspension of construction, and seriously deal with the responsible units and responsible persons in accordance with relevant regulations.

First, implement the main responsibility of enterprises

The units participating in the construction project should strictly implement the main responsibility for epidemic prevention and control, and integrate the epidemic prevention and control work with the quality, safety and civilized construction management of the project to resume work with deployment, inspection, rectification and reform, and reporting.

(1) Responsibilities of construction units. The construction unit is the primary responsible body for implementing the epidemic prevention and control measures of the project, taking the lead in grasping the epidemic prevention and control of the construction site of the project and the epidemic management of the personnel in the post-holiday (returning) town, and supervising the construction unit, the supervision unit, the subcontracting unit and so on to implement the prevention and control responsibility. The construction unit shall specify the specific responsible person and liaison officer, take the lead in formulating and implementing the work plan for the return of employees to (returning) to Zhenjiang after the holiday in accordance with the health management requirements of the personnel returning to Zhenjiang after the holiday, report key personnel information to the territorial community (village residence) and the construction management office, and supervise the participating units to do a good job in personal protection and health management after arriving in the town.

(2) Responsibilities of the construction unit. The construction unit is the main body directly responsible for the prevention and control of the epidemic at the construction site, and supervises the project department under its jurisdiction to implement various work measures for epidemic prevention and control at the construction site in accordance with the requirements of epidemic prevention and control, and the project manager is specifically responsible for implementing the health management and epidemic prevention and control measures of employees in the town.

(3) Duties of the supervision unit. The supervision unit should include the epidemic prevention and control situation of the construction site into the scope of emergency management, and the project director is responsible for implementation, supervising and urging all parties involved in the construction to implement various prevention and control measures, strengthening supervision and inspection, and recording the inspection results in the "Supervision Log", and reporting the problems to the local construction management office and the community in a timely manner.

2. Implement health management measures

In the past 14 days, people who have returned to shilai town in the districted cities where medium and high-risk areas are located (including the districted cities reported by local positive infected persons) need to provide a 48-hour negative nucleic acid test certificate when arriving in the town, report to the project community and the construction management office as soon as possible (up to 12 hours), implement health monitoring, nucleic acid testing and other health management measures in accordance with the requirements, and must not participate in gathering activities during the health monitoring period.

Units participating in the construction of projects under construction should be equipped with necessary masks, disinfectants, measuring instruments and other epidemic prevention and control materials; monitor the body temperature of employees as required and make records; regularly disinfect public places such as canteens, toilets, and conference rooms; minimize the flow of employees during the town, do not go out non-essentially, communicate and contact through telephone, network, video, etc., try to avoid going to crowded places, and do a good job of personal protection when it is really necessary to go out.

III. Strengthen departmental supervision responsibilities

(1) Strict review of the conditions for resuming work. Local construction management agencies should strengthen policy publicity, convey the requirements for the prevention and control of the epidemic after the holiday to each project under construction, strictly review the conditions for resuming work, and in the future (return) Zhenjiang personnel health management and safety, civilized construction and resumption of work preparations with deployment, inspection, and review, focusing on the management of the real-name system for employees, whether the classification and management of personnel returning to the town according to the requirements, whether the information of key personnel is reported to the community and the regulatory authorities, etc., and those who do not meet the requirements must not resume work.

Ready-mixed concrete production enterprises are implemented with reference to the above requirements, and the quality supervision agencies in various places are responsible for supervision.

(2) Strengthen inspection guidance. The construction management agencies in all localities, together with the streets and neighborhood committees of the project areas, form a linkage work mechanism, strengthen the inspection of the health management and implementation of epidemic prevention measures for the personnel coming to (returning) the town of the project under construction, supervise and rectify the problems found in the inspection, and report to the relevant departments in a timely manner, and weave a tightly woven epidemic prevention and control network for the resumption of work after the construction project.

All units participating in construction projects should strictly implement various measures for epidemic prevention and control, further improve the epidemic prevention and control system, and comprehensively do a good job in organizing investigation, information submission, isolation and observation, epidemic prevention and control, and living security at construction sites.
