In 1984, the Chinese men's football team officially formed the second national team and appointed Zhang Jingtian as the head coach. The predecessor of this national second team is actually the National Hope Team (U23) established in 1981, when the purpose of the National Hope Team was to allow outstanding young players in the country to be trained in international competitions. The first head coach of the National Hope team was Zhang Shixun, and in 1982, Zhang Jingtian began to take over.

After the establishment of the national second team, Zhang Jingtian began to be busy selecting players, and it was difficult to get people together, so he took the team to participate in the first stage of the National Football League, and achieved a record of 9-5 wins and 4 losses.
