Entering 2022, the world will also usher in the "big year" of international diplomacy and climate action.

France, South Korea, Italy, the Philippines, Brazil and other countries will hold presidential elections, the United States, India, Japan, Australia will also usher in parliamentary re-elections, the World Economic Forum, G7 Summit, G20 Summit as scheduled, climate issues are expected to become one of the key concerns of major power elections and international forums;

The Intergovernmental Panel on Climate Change (IPCC) will release the reports of Working Group II and III of the Sixth Assessment Report and the Synthesis Report to provide scientifically neutral policy recommendations to global policymakers; during this period, in accordance with the commitments of COP26 Parties, countries must submit updated nationally determined contributions and medium- and long-term climate action plans before COP27; high-profile U.S.-China climate cooperation will also release concrete results on methane emission reductions; around climate issues, the United States, the European Union, Countries and regional groups such as the Middle East and North Africa will also organize a number of high-level forums on climate themes.

In addition, high-level summits on global ecological and environmental issues such as the United Nations Conference on Biodiversity, the United Nations Conference to Combat Desertification, the World Forestry Conference, and the United Nations Ocean Conference will all focus on responding to the global climate emergency. The following is the 2022 International Energy and Climate Calendar:

January

  • January 17 World Economic Forum

    President Xi Jinping announced that he would attend in the form of a video, and his speeches at the 2017 and 2021 forums mentioned issues related to addressing climate change.

  • January 24 Italian presidential election
  • 27 January High-level Meeting of the Energy and Climate Forum (MEF) of Major Economies

    In 2022, the United States will use MEF as an important platform for climate diplomacy. China participated in the high-level meeting on 27 January.

February

  • 17-18 February EU-AU summit

    The EU-AU summit, held every three years, is an important mechanism for European heads of state to promote cooperation. In the European Commission's Comprehensive Strategy for Africa, released in March 2020, green transition and energy supply were listed as the first of five EU-Africa partnerships.

  • On 28 February, the IPCC Sixth Assessment Report Working Group II Report was released

    The Working Group II report, "Impacts, Adaptation and Vulnerability to Climate Change", will cover the impacts of climate change on human and natural systems, track the capacity, limitations and vulnerabilities of humans and natural systems to adapt to climate change, and explore equitable and inclusive pathways for mitigation and adaptation.

  • February 28 - March 3 Middle East and North Africa Climate Week

    Hosted by the United Arab Emirates and supported by the United Nations Framework Convention on Climate Change (UNFCCC), the inaugural Middle East and North Africa Climate Week was held in Dubai to promote the integration of climate action into post-pandemic recovery in the Middle East and North Africa and enhance knowledge and action on climate change adaptation in the region.

  • May be released this month:

    United Nations Framework Convention on Climate Change: Updated Analysis of Nationally Determined Contributions (Preliminary Draft)

    *Note: Under the Glasgow Climate Agreement adopted by Parties at COP26, countries should submit new or updated nationally determined contributions by the end of 2022 to ensure that they are consistent with the targets set by the Paris Agreement.

March

  • 7-8 March European Climate Summit

    Hosted by France, the summit aims to mobilize Europe to strengthen its climate ambitions to achieve the EU's targets of reducing emissions by 55% by 2030 and achieving climate neutrality by 2050, and to explore actions to adapt to the shocks of climate change.

  • March 9 South Korea presidential election

    Incumbent President Moon Jae-in will step down. During his term, South Korea pledged to halt all coal power generation by 2050, the public sector to stop investing in overseas coal power projects, and further increase its nationally determined contributions to reduce emissions at COP26.

  • March Parliamentary elections in Uttar Pradesh, India

    India's most populous state, Uttar Pradesh, will hold state parliamentary elections, which are seen as a "weather vane" for India's 2024 general elections.

  • The expected report this month:

    Ember Think Tank: Global Power Review 2022.

April

  • On 4 April, the IPCC Sixth Assessment Report (6th Assessment Report) Working Group (3rd Working Group) was released

    The Working Group III report, Climate Mitigation, will focus on global abatement actions, including assessing socio-economic scenarios, emission reduction models, and analysing short-, medium- and long-term climate action plans of governments, providing an important scientific basis for countries to update NDCs by 2022 COP.

  • April 10 and 24 French presidential elections

    Whether Macron can be re-elected may affect the path of future Climate Action in France. It is worth noting that in the past two years, the French Green Party has begun to emerge.

  • April 22-24 Spring Meetings of the World Bank and the International Monetary Fund

    A new round of "special drawing rights" could be announced to provide debt relief to developed countries.

  • 25 April - 8 May United Nations Conference on Biological Diversity

    The second phase of the fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity will be held in Kunming in the form of an offline meeting, and country representatives are expected to engage in face-to-face negotiations around the Post-2020 Global Biodiversity Framework, including 21 targets and 10 "milestones" to be achieved by 2030 to protect at least 30% of the planet's land and oceans.

  • 2-6 May 15th World Forestry Congress

    The theme "Building a Green, Healthy and Resilient Future Through Forests" discussed topics such as nature-based adaptation and mitigation of climate change and biodiversity conservation solutions.

  • May 4-6 17th Southern Africa Coal Conference

    Focusing on the opportunities and challenges of coal-related industries in Southern Africa in 2020, the high-profile clean energy transition in South Africa during COP26 will be discussed as an important topic.

  • 9-21 May 15th United Nations Conference to Combat Desertification

    Land degradation will exacerbate climate change and extreme weather events, which in turn will exacerbate land degradation. The Conference urgently calls for accelerated land recovery and solutions for nature-based climate action.

  • Elections to the Commonwealth of Australia by 21 May

    Incumbent Prime Minister Scott Morrison will work to ensure that the conservative Liberal-National Coalition government is elected for a fourth consecutive term.

  • 23-27 May 78th meeting of the Marine Environment Protection Committee (MEPC) of the International Maritime Organization

    Greenhouse gas emission reduction in the shipping industry has been a key issue in recent years. The proposal at the previous session to change the 2050 target from 50 per cent to a 100 per cent reduction in 2008 had not been adopted, and Member States pledged to continue discussions over the next two years.

  • The date is set: the Philippine general election

    The current Philippine President, Duterte, will step down.

June

  • 2-3 June Stockholm+50 meeting

    On the occasion of the fiftieth anniversary of the first World Environment Conference, UNEP, together with Sweden and Kenya, organized the Stockholm+50 Conference to strengthen human capacity to address the triple environmental crisis of climate change, natural and biodiversity degradation and pollution and waste.

  • 5-9 June Seminar on Tropical Cyclone Risk under Climate Change

    Scholars will discuss the impact of tropical cyclones on human society and the natural environment under the influence of climate change, and explore ways to improve their resistance to related risks.

  • 6-16 June Intersessional Meeting of the Conference of the Parties to the Framework Convention on Climate Change

    As a warm-up for the COP27 negotiations, the subsidiary bodies of the Convention are expected to conduct informal negotiations and exchanges on key topics.

    The first meeting of the Glasgow Dialogue, a long-standing dialogue mechanism established to compensate for lost and damage from climate shocks, is also expected to take place during the same period.

  • 26-28 June G7 Summit (hosted by Germany)

    The new German government hosted the G7 summit for the first time, with the new foreign minister being the German Green Party Berbock, and climate action is expected to continue to be a priority.

  • 27 June - 1 July United Nations Ocean Conference

    The oceans are the largest carbon sinks on Earth and are equally critical to combating climate change.

  • Expected Release:

    International Renewable Energy Agency (IRENA): Renewable Energy Statistics 2022 Annual Report.

  • Re-election of the House of Councillors of Japan
  • Asian Infrastructure Development Bank Annual Meeting

    Held in Russia, coal could be officially removed from energy policy.

  • U.S.-China cooperation on methane emission reduction

    According to the Glasgow Joint Declaration on Strengthening Climate Action in the 2020s, before COP27, the United States and China will each formulate a comprehensive and robust national action plan for methane, and jointly convene a meeting in the first half of 2022 to focus on strengthening methane measurement and emission reduction.

  • 13-20 September 77th session of the United Nations General Assembly

    For two consecutive years, President Xi Jinping announced Major Commitments to China's Climate Action at the general debate of the UN General Assembly: the "3060" commitment in 2020 and the "no new offshore coal power projects" in 2021.

    New York Climate Week is expected to be held during the same period.

  • United Nations Framework Convention on Climate Change: Updated Analysis of Nationally Determined Contributions (Final);

    Ember Think Tank: A Review of Global Power in the First Half of 2022.

October

  • The SYNTHESIS Report of the IPCC was released on 3 October

    The Synthesis Report, the final of the IPCC's sixth assessment cycle, will combine the reports of the three Working Groups with three special reports issued during the sixth assessment cycle – 1.5 degrees Celsius of Global Warming, Climate Change and land, and Oceans and The Cryosphere in Climate Change – in a non-technical style appropriate to policymakers and aimed at providing policymakers with scientific, neutral policy recommendations. The report will consist of a 5- to 10-page SPM and a 30-50-page Longer Report.

  • 2 and 30 October: Brazilian presidential election

    On the eve of COP26, Brazil's current President, Bolsonaro, signed the launch of the National Green Growth Plan (PNCV) to achieve Brazil's climate goals.

    Based on the results of multiple polls (May/September), former left-wing President Lula may have beaten Bolsonaro by a landslide.

  • 30-31 October G20 Summit

    Hosted in Indonesia.

    The G20 is increasingly concerned and discussed on topics such as climate finance, energy transition, and addressing climate change.

  • 31 October - 4 November 2nd Africa Energy Week

    There will be a discussion about whether Africa should use natural gas as a transitional energy source and how to ensure fairness in the low-carbon transition.

  • United Nations Environment Programme: Production Gap Report 2022;

    United Nations Environment Programme: Emissions Gap Report 2022;

    International Energy Agency (IEA): World Energy Outlook 2022;

    International Renewable Energy Agency, International Labour Organization: Renewable Energy and Employment: In Review 2022;

November

  • 7-18 November, twenty-seventh meeting of the Conference of the Parties to the Framework Convention on Climate Change

    The conference will be held in Sharm el-Sheikh, Egypt, and there will be a series of activities and results released before and after the conference. Parties will also fulfil their commitments under the Glasgow Climate Agreement adopted by COP26:

    The "Top 2030 Climate Ambition High-Level Ministerial Roundtable" has been held annually since COP27, urging countries to continue to strengthen climate ambitions.

    New or updated draft decisions on Scaling Up Mitigation Ambition and Implementation in 2020s, and new or updated long-term strategies should be submitted by the end of 2022.

    The UNFCCC also expects to continue to update the 2030 Nationally Determined Contribution Update Analysis Report (the "Key Findings" were updated at the end of October 2021) and to issue the Long-Term Strategies Synthesis Report.

  • November 8 Mid-term re-election in the United States

    The midterm elections will be re-elected for all seats in the House of Representatives and one-third of the seats in the Senate. U.S. President Joe Biden's Democratic Party has only five seats in the House of Representatives, while the Senate has 50 seats on each side, barely retaining a majority by a key vote by Vice President Harris, who is also Senate President.
