According to the "Circular on Typical Problems of Formalism and Bureaucracy" issued by the Discipline Inspection Commission of Fogang County, in order to implement the requirements of the city and county on further improving the drinking water safety of the poor in Qingyuan City, on February 29, 2020, the Sanba Village Committee of Shijiao Town arranged for Zeng Lanhua, then a family planning specialist of the village committee, to be responsible for sampling the drinking water of the masses in Shaluoping Natural Village.
In the work, Zeng Orchid did not sample the source of drinking water for the masses, but took samples from wells in the homes of farmers next to the 38 village committee and handed them in for testing. Chen Ge, then deputy mayor of shijiao town people's government (in charge of poverty alleviation work), and Li Wentao, then technician of the shijiao town agricultural technology comprehensive service station, reported to the county poverty alleviation center that "the water quality report is a water quality report of the drinking water source in Fengtou Village" without investigating and verifying the source of water quality samples.
Zeng Lanhua, as the person responsible for the sampling of drinking water for the masses in Shaluoping Natural Village, incorrectly performed his duties, resulting in the actual samples sent for inspection not in line with the actual drinking water of the masses; Chen Ge and Li Wentao incorrectly performed their duties, did not pay attention to the work deployed by their superiors, and issued a situation report that was inconsistent with the actual situation without careful verification of the source of the water quality samples. Zeng Lanhua was severely warned and punished by the party, Chen Ge was punished with a warning from within the party, and Li Wentao was punished by the administrative secretary.
The above-mentioned cases occurred in the field of poverty alleviation, which is a typical manifestation of the current formalism and bureaucracy, reflecting the dilution of the sense of purpose and the lack of responsibility of some party members and cadres and public employees, which has seriously affected the image of the party and the government and damaged the vital interests of the masses.
The Fogang County Discipline Inspection Commission Supervision Commission demanded that the broad masses of party members and cadres and public functionaries must conscientiously draw lessons, draw lessons from each other, and take this as a warning. Party organizations at all levels and their principal responsible persons should earnestly improve their political standing, conscientiously perform the main responsibility of rectifying the "four winds," and promote the formation of a good work situation in which the upper and lower levels are united, left and right are linked, and grasp and manage together. The discipline inspection and supervision organs throughout the county should firmly shoulder the first duty of supervision, focus on the spirit of the Nineteenth National Congress of the Party and the decision-making and deployment of the Party Central Committee, firmly grasp the clues involving the "four winds" problem, increase the intensity of reporting and exposure, and promote the continuous improvement of the party's work style and government style.
