In 1997, An Kun became the deputy director of the Grand Cross Police Station, and a year later, he was officially qualified to be armed with a gun.
In this way, Huang Dekun and Pan Kaiping stared at An Kun.
They first followed An Kun for a while and found that An Kun worked late every day, often returning to the rental house on the third floor of the film screening company from 10 to 11 pm, and carrying a gun in addition to a briefcase.

But Huang Dekun and Pan Kaiping were afraid that An Kun was a police officer, and in order to ensure that they could succeed at one time, they also found an abandoned warehouse and conducted a simulated gun-snatching drill.

It is rumored that Huang Dekun followed Hong Jinzhou all the way to Huang Tengda.
Hong Jinzhou was promoted to vice governor of Qiandongnan in 2012 and dismissed in 2013 for accepting bribes and having a large amount of assets of unknown origin.

In August 2015, Huang Dekun was transferred to the deputy director of the Shantytown Transformation Office in Kaili City.

On July 30, 2018, the case was tried by the Qiandongnan Prefecture Intermediate People's Court, which sentenced Huang Dekun and Pan Kaiping to death, deprived of their political rights for life, and confiscated all personal property.
