It is recommended to adjust the thinking on the formulation of legislation on cultural relics laws and regulations, change the pattern of cultural relics laws and regulations in which the Law on the Protection of Cultural Relics is the only one, formulate a system of cultural relics laws and regulations in light of the actual situation in the field of cultural relics, adjust and formulate laws and regulations in the three aspects of cultural relics protection, cultural relics market, and cultural relics appraisal, improve the legal norms and supervision of the appraisal of folk cultural relics as soon as possible, and at the same time strictly regulate the qualifications, appraisal procedures, and legal responsibilities of appraisal experts.
The chaos of cultural relics appraisal is rooted in the lack of laws and supervision, and the way out lies in building a integrity system for the appraisal industry. At present, there is no threshold, no standard and no responsibility for the identification of cultural relics, including the appraisal link, the circulation of civil cultural relics is in the blank area of the law, many appraisal agencies only have industrial and commercial licenses, and they are outside the supervision of the cultural relics department, and disputes and lawsuits cannot find the corresponding legal basis.
