The provincial tour of the "Regulations" formed came to Jiujiang to give lectures on the interpretation of the contents of the "Regulations" and the practical operation of domestic garbage classification.
In Jiujiang, what is the current situation of domestic waste classification? What are the specific regulations on garbage classification?
In July last year, the "Regulations on the Management of Domestic Waste in Jiangxi Province" were unanimously approved by the Standing Committee of the Provincial People's Congress and will be implemented from March 1, which marks that the garbage classification work in our province has entered a new stage of rule of law. In order to create a strong atmosphere for the whole society to participate in the garbage classification work and achieve the goal of reducing the amount of domestic garbage at the source, classifying the whole process, utilizing resources and harmless treatment, on February 10, the Provincial Department of Housing and Urban-Rural Development launched the provincial publicity activities. When I came to Jiujiang to give lectures this time, I hope that I can take this opportunity to train the members of the propaganda team at the municipal and district (county) levels and disperse them to every community and street to give lectures. Interpret and publicize the "Regulations" with points and areas, comprehensive coverage, so as to promote the classification of domestic garbage.
"To promote garbage classification, front-end reduction is the key, we must not only learn to classify garbage, but also practice disc action, reduce excessive packaging, reduce the use of disposable products, and reduce the generation of garbage at the source." During the lecture tour, the person in charge of the relevant department of the Provincial Housing and Construction Department said that the "Regulations" have a total of 10 chapters and 69 articles, which make clear provisions on planning and construction, source reduction, classified delivery, classified collection, transportation and treatment, social participation, supervision and management, rural domestic waste management, and legal responsibility. Article 9 of Chapter 1 of the Regulations clearly proposes the "carbon emission reduction" work, which is the first time that the "carbon emission reduction" requirements for garbage classification have been put forward in the provincial garbage management legislation.
The "Regulations" also make it clear that if the domestic garbage is not put into the corresponding container in accordance with the requirements, if the circumstances are serious, the individual shall be fined between 100 yuan and 500 yuan; the collection and transportation unit will arbitrarily dump and discard the domestic garbage or drip leachate, and the maximum fine will be 500,000 yuan.
The process of urbanization of improving facilities "from the inside out" has different degrees of impact on urban economy, resource utilization, quality of life, time cost and sustainable development. The beauty of the city is not in the flowers and trees, pillars and bricks, but in the hardware and software conditions behind these beautiful pictures.
Since the city's domestic garbage classification work was promoted in 2019, the municipal party committee and the municipal government have attached great importance to the classification of domestic garbage, set up the municipal garbage classification leading group office, and are actively formulating a work plan suitable for the actual situation of Jiujiang City.
Garbage sorting, facility construction is the foundation. Since the launch of garbage classification, Jiujiang has continuously strengthened infrastructure construction, and at present, a total of 350 classified booths have been built in the downtown area, and there are also two classified garbage cans in public areas. At the same time, continue to accelerate the construction of terminal treatment facilities, at present, the city's three incineration power plants are all completed and stable operation, the harmless treatment rate of domestic garbage has reached 100%, and the kitchen waste treatment facilities are stepping up construction, which is expected to be completed in July 2022, when the city's kitchen waste will be separately collected, transported and treated, and the construction of the sorting center is also actively preparing.
In addition, it has also combined traditional media and new media to build an information release platform, created the Jiujiang garbage classification public account, compiled the teaching materials for the classification of domestic garbage in children' schools, primary schools and middle schools, printed more than 20,000 copies of the domestic garbage classification instruction manual, produced a special video on domestic garbage classification to play in the city's elevators, and actively carried out publicity activities such as "entering the community, entering the school, and entering the business enterprise" of domestic garbage classification. Guide the public to understand garbage classification "from the inside and outside", and then consciously implement the relevant requirements for garbage division.
As one of the earliest pilot communities in Jiujiang to sort domestic garbage, Hewen Lake No. 1 Community has now formed a good environmental protection atmosphere. Two clean and tidy classification booths are arranged on the north and south sides of the community, basically on the only way for residents to go out.
This "four-point" sorting booth, which is composed of recyclable waste, kitchen waste, hazardous waste and other garbage, is very eye-catching. Yan Xiaoping, who had just gone downstairs to throw away the garbage, carried two garbage bags in his hands, and he lifted the lid of the garbage can and threw a bag of mineral water bottles into the recyclable garbage can. "There are often garbage sorting supervisors here to help, and in the past, they would help sort, and often held activities in the central square to let children participate, borrowing the power of children to drive our whole family to participate in garbage sorting." The reporter also saw at the scene that there were a total of five garbage cans in the sorting booth, two of which were kitchen waste garbage cans. Combined with the actual situation of the residents in the community, considering that the kitchen waste accounts for the majority of the residents' domestic garbage, two buckets are flexibly set up for easy use.
It is understood that the city's promotion of domestic garbage classification is to adopt a "point-to-surface" approach, first to create pilot communities in each district, from scattered pilot communities to a demonstration street, and then gradually promote full coverage. From the development of 4 pilot communities in 2019 to the current 120 pilot communities, Jiujiang is forming a good atmosphere for domestic waste classification.
