On February 9, the Beijing MunicipalIty's Implementation Plan on Optimizing Fertility Policies and Promoting the Long-term Balanced Development of the Population was released through the Beijing Municipal Government Portal "Window of the Capital", which clearly states:
(1) Encourage employers to formulate measures conducive to balancing work and family relations between employees, and negotiate and determine flexible leave and flexible working methods conducive to the care of infants and young children in accordance with the law;
(2) Families with a large number of minor children applying for public rental housing may be included in the scope of preferential rent allocation, and appropriate care will be given in terms of apartment type selection; children under 1.3 meters will enjoy free ticket discounts when taking buses or subways.
(3) On the basis of meeting the needs of children aged 3 to 6 to enroll in kindergartens, Qualified kindergartens encourage the opening of nursery classes to enroll children aged 2 to 3 and provide childcare services;
(4) Increase support for preschool education, continuously meet the needs of families for inclusive kindergarten places, and Beijing will appropriately extend the length of time children spend in kindergartens to provide services to families in need;
(5) Safeguard the lawful rights and interests of family planning families. For one-child families before the adjustment of the comprehensive two-child policy, continue to implement the current incentive and support system and preferential policies, and Beijing will establish nursing leave for parents of only children;
(6) Implement the relevant policies for including infant and child care expenses under 3 years old in the special additional deduction of individual income tax.
At the same time, the Plan also mentions that eligible families with housing difficulties are included in the scope of priority rent allocation for public rental housing.
In August last year, the Beijing Municipal Housing and Construction Commission issued the "Notice on Strengthening the Review and Allocation Management of Public Rental Housing Qualifications", which clearly stated that families with 2 or more minor children can be included in the scope of the direct allocation model of public rental housing, and the district housing security management department can directly issue a housing selection notice to organize housing selection in combination with the actual situation of the district, without going through the process of intention registration and lottery sorting.
In addition, this year's Beijing government work report has proposed that it is necessary to study the public rental housing policy that adapts to families with many children, and adjust the construction standards and rent allocation methods. Judging from the introduction of this policy, families with a large number of minor children have been directly included in the scope of preferential rent allocation.
