The Organised Crime and Triad Investigation Bureau (commonly known as "O's Note") received an informant, investigated and locked the identity of the poster, and found two suspects surnamed Zhang and Li discussing how to make firearms and ammunition in the encrypted chat software Telegram. At about 6:00 a.m. on June 29, agents wearing body armor and armed with guns raided the apartment of the suspect surnamed Zhang in Lantian, seized seven packages of powder weighing a total of 1.5 kilograms in the room, which were initially identified as potassium nitrate and sulfur, and found syrup, all of which were raw materials for making explosives. Agents also seized more than 580 industrial stud bullets and gun parts, including barrels and triggers, as well as design sketches of firearms and ammunition.

At the same time, another team of agents covered up the man's apartment in Tai Po and searched, seizing 5 imitation firearms and his communication records discussing the manufacture of firearms and ammunition with suspects surnamed Zhang. The police investigation believes they have the intention to create weapons of mass destruction to commit serious crimes.

According to seized evidence and design sketches, the two fanatics intended to manufacture a sniper rifle with rough metal parts purchased by themselves, cut and welded, in which the barrel and body of the gun equipped with an optical sight had been initially formed. According to the analysis of the targets, locations and timing of the attacks named by the suspects, it is not excluded that the attacks were launched during the Celebration of Hong Kong's Return to The Motherland on July 1, and the guns and explosives involved will also cause large-scale casualties, and the police are investigating whether the two are linked to hidden "Hong Kong independence" elements and black riot groups.

Among the two men arrested, a construction worker surnamed Zhang (32) was suspected of "inciting", "possessing ammunition without a license" and "intending to manufacture explosives"; and Li Wuye (29) was suspected of "possessing imitation firearms". It is understood that the two are friends, and there is no record of arrests involved in related crimes during the previous black riots, but since last year, especially after the implementation of the Hong Kong National Security Law and the police's implementation of the national security action, the two openly published remarks on the social networking site Facebook that incite hatred for the government and the police, involving the killing of well-known high-ranking officials and political dignitaries, and even claimed to "bloodbath the police station", and even explicitly stated that they would use force to achieve relevant purposes.

Ma Weide, senior bomb disposal director of the Explosive Ordnance Disposal Division, said that the police seized explosive raw materials in the houses with high population density, which can make 1 kg to 1.5 kg of black explosives, and the lethality is not low, and once these high-risk and low-stability explosives explode, the damage caused to the public is very serious.

Ho Chun-tung, acting chief superintendent of the "O's Chronicle," pointed out that since the implementation of the Hong Kong National Security Law last year, society has gradually restored its due order, but there are still a small number of people in the society who are desperate to undermine social tranquility and stability by radical means. He said that today's peace in Hong Kong has not been easy to come by, and the Police Force has a responsibility to always raise its vigilance, especially to guard against extremist violent elements, so as to protect the lives and property of citizens and safeguard Hong Kong's security and stability.
