The State Council appoints and dismisses state functionaries.

Zhang Yunming was appointed vice minister of the Ministry of Industry and Information Technology; Jiang Tianbao was appointed deputy director of the National Rural Revitalization Bureau; Lu Pengqi was appointed deputy director of the State Intellectual Property Office; Xue Bin was appointed commander of the Xinjiang Production and Construction Corps and general manager of China Xinjian Group Corporation.

Ren Hongbin was dismissed from his post as vice minister of commerce; Yan Wenbin was dismissed from his post as vice president of the Xinhua News Agency; Gan Shaoning was dismissed from his post as deputy director of the State Intellectual Property Office; and Peng Jiarui was dismissed from his post as commander of the Xinjiang Production and Construction Corps and general manager of China Xinjian Group Corporation.
