Last year, the Henan Branch of the Agricultural Development Bank of China vigorously implemented the coordinated promotion strategy of "party building and command, reduction and control of new development and adjustment", and the work of the whole bank made steady progress and improvement, and handed over a qualified answer sheet in the big war examination.
In 2021, the Henan Branch of the Agricultural Development Bank of China will invest a total of 182.2 billion yuan in various types of loans. As of the end of last year, the balance of the bank's loans was 250.101 billion yuan, a record high for three consecutive years; the balance of medium- and long-term loans was 115.474 billion yuan, jumping up and steadily ranking the 100 billion yuan mark; and the flood prevention and emergency relief loans were 17.06 billion yuan, ranking first among financial institutions in the province.
At the same time, the bank has made every effort to consolidate the results of poverty alleviation and effectively link with rural revitalization, accumulatively investing 37.618 billion yuan in effective loans, and obtaining "good" grades in the provincial poverty alleviation assessment, designated poverty alleviation assessment, and relocation assessment, which is a rare "three good students" in the province's financial system.
In addition, the bank focused on ensuring national food security, fully guaranteed policy-oriented collection and storage, vigorously promoted supply chain financing models such as "grain batch" and "China supply and marketing", and accumulated grain and oil purchase loans of 20.923 billion yuan, accounting for 49.36% of the province's acquisition market share; focusing on ensuring national food security and promoting farmland quality and efficiency. A total of 3.157 billion yuan of agricultural land loans were invested; focusing on serving major national strategies, accumulating 19.877 billion yuan of loans for ecological protection of the Yellow River Basin; focusing on improving the level of green development, with a total of 17.851 billion yuan of green loans, to support Henan to build an ecological pattern of mountains and rivers and great plains.
Focus on six major areas and strive to release new loans of 100 billion yuan
As an agricultural policy bank, how will the Henan Branch of the Agricultural Development Bank of China make efforts this year? The meeting pointed out that this year, on the basis of normalizing the prevention and control of the epidemic, the Henan Branch of the Agricultural Development Bank will further increase its efforts to support agriculture and strive to release new loans of 100 billion yuan. Focus on six major areas:
The first is to focus on "grain" to make a fuss. Deeply implement the "two Tibets" strategy, fully support the construction of new high-standard farmland and comprehensive land improvement, optimize the use of investment and loan linkage to support the revitalization of the seed industry, and support national food security from the source. It is necessary to do a good job in the supply of grain procurement funds, fully guarantee the policy-oriented collection, storage, and rotation fund needs in full and in a timely manner, actively promote supply chain financing models such as "China supply and marketing," and support central enterprises, provincial-affiliated enterprises, and local state-owned grain enterprises to operate in cooperation models such as forming joint venture companies or collecting and storing on behalf of others, so that the "Chinese bowl" will be filled with more "Henan grain." Around the "grain head and tail" to support the development of the whole grain industry chain, focusing on supporting the stable production and supply of important agricultural products such as meat, oil and milk.
The second is to focus on the "countryside" to make a fuss. Highlight support for consolidating the results of the "two worries and three guarantees" and the safety of rural drinking water, and fully support the follow-up support for relocation. Focusing on the rural construction action in Henan Province, we will focus on supporting rural toilet improvement, sewage treatment, garbage collection and disposal system construction, village cleaning and greening, and improving village appearance, and comprehensively improving the rural environment. Focusing on promoting the integration of urban and rural development, vigorously support the extension of public service facilities and supporting industrial support facilities to the countryside, and comply with and steadily support major livelihood projects such as shantytown transformation and transformation of old urban communities. Make every effort to do a good job in designated assistance and counterpart support, and solidly carry out the activity of "ten thousand enterprises and ten thousand villages".
The third is to focus on the "Yellow River" to make a fuss. Further increase support for projects such as the relocation of the Yellow River beach area, the protection and backbone projects of river system governance, the backbone projects of water resource allocation, and the flood control hub projects. Strengthen regional linkage between the Yellow Area and the Old Revolutionary Area of Dabie Mountain, the Huaihe River Ecological Economic Belt, and the Han River Economic Belt, and realize the integration of the whole region into the ecological protection and high-quality development of the Yellow River Basin.
The fourth is to focus on "industry" to make a fuss. Vigorously support the construction of bases for henan province's advantageous and characteristic agricultural products such as high-quality vegetables, edible mushrooms, and chinese medicinal materials, increase support for new rural industries and new formats such as leisure agriculture, rural tourism, and rural e-commerce, and strengthen the construction of rural modern circulation systems such as important logistics nodes for agricultural and sideline products and key facilities in the supply chain.
The fifth is to focus on "ecology" to make a fuss. Make full use of the low cost of funds of carbon emission reduction support tools, and provide long-term stable financing support for achieving carbon peaking and carbon neutrality. Fully serve the construction of ecological civilization, focusing on 8 national key ecological function areas, ecological protection redline projects, 13 national nature reserves, etc., vigorously support the return of farmland to forests and grasslands, land greening actions, and forest quality precision improvement projects, and enhance the carbon sink capacity of ecological agriculture.
The sixth is to focus on the "county" to make a fuss. Support county-level new urbanization, old city transformation, water supply, gas supply, water network transformation, central town construction, education and pension facilities, public service urban-rural equalization, etc., highlight the special work of making up for shortcomings in counties and cities, and help improve the high-quality economic development of Henan County.
At the same time, the Henan Branch of the Agricultural Development Bank will also focus on three key services. On the one hand, we should build a key "customer group", take the marketing actions of key customers and the special marketing work of central enterprises as the starting point, and concentrate on marketing strategic customers such as agriculture-related central enterprises, key enterprises in the industry, and head enterprises. On the other hand, we should build a key "project library", dock with the outline of Henan's "14th Five-Year Plan" development plan and special planning, take the initiative to communicate and cooperate with competent departments and local governments, and give full play to the role of the "reservoir" of the project reserve pool. At the same time, give full play to the function of "pre-analysis, pre-screening, and pre-diagnosis" of the project library, give priority to the storage and cultivation of major engineering projects, and timely clear the warehouse that does not conform to the business scope and has greater risks.
In addition, it is necessary to optimize the key "customer service list", establish a customer-centric business awareness and service concept, refine the customer classification list, and accurately reflect the actual situation of customers. Make use of its own information and network advantages to provide comprehensive financial services for enterprises, assist enterprises to build platforms for production and marketing cooperation, government-enterprise cooperation, etc., and build a closer and higher-level bank-enterprise relationship.
