In order to give play to the incentive role of commending advanced models and further promote the in-depth development of the work of popularizing the law and governing according to law, the Central Propaganda Department, the Ministry of Justice, and the National Office for The Popularization of Law recently issued a decision to commend 1,444 advanced units in the national law popularization work, 1,538 advanced individuals in the national law popularization work, and 505 advanced units in the national governance creation activities according to law.

There are 52 advanced units in the national law popularization work in the public security system, 53 advanced individuals in the national law popularization work, and 24 advanced units in the national activities of creating governance according to law. Among them, the Anti-Narcotics Corps of the Hainan Provincial Public Security Department was rated as an advanced unit in the national law popularization work, Wang Jin, head of the prevention education detachment of the Hubei Provincial Public Security Department's Anti-Narcotics Corps, was rated as an advanced individual in the national law popularization work, and the Heilongjiang Provincial Public Security Department's Anti-Narcotics Corps was rated as an advanced unit in the national activities of creating a governance according to law.

The decision pointed out that from 2016 to 2020, under the correct leadership of the Party Central Committee and the State Council, under the effective supervision of the National People's Congress, and through the joint efforts of all localities and departments and industries, the seventh five-year rule of law publicity and education plan (2016-2020) was successfully implemented and achieved important results, the concept of rule of law in the whole society was significantly enhanced, the level of rule of law in social governance was significantly improved, and the construction of a socialist country ruled by law was effectively promoted.

The decision said that in the past five years, all localities, departments and industries have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply studied and publicized and implemented Xi Jinping Thought on the Rule of Law, highlighted the publicity of the Constitution, extensively carried out the work of popularizing the law in the Civil Code, thoroughly publicized the regulations within the Party, conscientiously carried out the theme activities of popularizing the law, fully implemented the responsibility system of popularizing the law such as "who enforces the law and popularizes the law", strengthened the construction of a socialist rule of law culture, fully used new media and new technologies to popularize the law, and solidly carried out grass-roots governance work such as the construction of rule of law villages. A large number of advanced units and individuals with outstanding achievements have emerged.

The decision requires that all localities, departments, and industries should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study, publicize, and implement Xi Jinping Thought on the Rule of Law, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Sessions, and conscientiously implement the "Eighth Five-Year Plan of the Central Propaganda Department and the Ministry of Justice on Carrying Out Rule of Law Publicity and Education (2021-2025)" and the "Resolution of the Standing Committee of the National People's Congress on Carrying Out Publicity and Education on the Rule of Law in the Eighth Five-Year Period" forwarded by the CPC Central Committee and the State Council.
