On February 10, the Local Financial Supervision and Administration Bureau of Henan Province reported the annual review of pawn shops in 2019 and 2020. Among them, 104 pawn shops such as Zhengzhou Greentown Pawnshop Co., Ltd. passed the industry annual review, and 3 pawn shops such as Luoyang Jiafude Pawnshop Co., Ltd. failed to pass the industry annual review.
The Local Financial Supervision and Administration Bureau of Henan Province said that from the perspective of the annual review work, the overall operation of pawn shops in Henan Province is stable, and the business compliance has been further standardized, especially under the situation of the impact of the new crown pneumonia epidemic and the increasing downward pressure on the economy, most pawn shops can actively take effective measures, implement policy provisions, fulfill social responsibilities, give play to the role of financial capillaries, increase services for small and medium-sized enterprises, and strongly support the development of the real economy. However, on the whole, there are still some problems in some pawn shops in Henan Province, as follows:
First, the implementation of policy provisions is not enough. According to the requirements, the annual review of each province and municipality should be submitted to the provincial local financial supervision bureau before the end of October each year. The province's 2019 and 2020 annual review work of pawn shops completed within the specified time limit includes Shangqiu City, Xinyang City, Jiaozuo City, Zhoukou City, Puyang City, Nanyang City, Sanmenxia City, Zhumadian City and Kaifeng City, and other prefectures and cities have exceeded the specified time. Judging from the documents reported, the format of the official documents is not standardized, the quality of the content needs to be improved, there are problems of inconsistencies in the report before and after the content, and individual provinces and municipalities have not carried out the annual review of pawn shops under their jurisdiction in accordance with the regulations and have not explained the reasons in writing to the provincial local financial supervision bureau, affecting the progress and quality of the province.
Second, the amount of business is small and the single phenomenon is relatively common. First, the proportion of real estate mortgage business is large, and some pawn shop business is all real estate mortgage business; second, the movable property pledge business is not vigorous enough, the scale is very small, contrary to the requirements that pawn shops should return to the origin of the civil goods business; third, the overdue of individual pawn shops is more serious, the liquidity shortage or even no liquidity, and the hidden dangers of operation are relatively large.
Third, the internal control system of the enterprise is not sound enough. Through the annual review, it was found that most pawn shops have not established enterprise internal control systems such as information disclosure systems, risk control systems, emergency fire protection plans and emergency response plans, and the construction of enterprise internal control systems needs to be improved urgently.
In the next step, the Local Financial Supervision and Administration Bureau of Henan Province will start from three aspects, such as strengthening the daily supervision of pawn shops that have not passed or do not participate in the annual examination, to ensure the quality of the annual review work.
