Implementation Plan for Promoting the High-quality Development of Beijing's Urban Sub-Center

In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council, plan and build the Beijing urban sub-center with a high starting point, high standards and high level, and promote high-quality development, this implementation plan is formulated.

First, the general requirements

1. Guiding ideology

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, in accordance with the decision-making and deployment of the Party Central Committee and the State Council, based on the new development stage, completely, accurately and comprehensively implement the new development concept, build a new development pattern, and closely focus on the overall requirements, main objectives and key tasks specified in the Opinions of the State Council on Supporting the High-quality Development of Beijing's Urban Sub-Center (Guo Fa [2021] No. 15, hereinafter referred to as the "Opinions"), in accordance with the general requirements, main objectives and key tasks The work arrangement of "half-year policy, three years of full landing, and five years of results", the courage to reform and innovate, the courage to try first, and strive to create "urban sub-center quality", promote the integration and high-quality development of urban sub-centers, Tongzhou District and Sanhe City, Hebei Province, Dachang Hui Autonomous County, Xianghe County (hereinafter referred to as Beisan County), explore new paths to gradually achieve common prosperity, and create an important bearing place for the functional relief and population transfer of central urban areas, a high-quality model for the coordinated development of Beijing-Tianjin-Hebei and a national green development demonstration zone. It has become an important support for the construction of a modern capital metropolitan area, formed two new wings of Beijing with Hebei Xiong'an New Area, and contributed to the construction of a harmonious, livable and beautiful capital of a big country.

2. Basic requirements

-- Giving prominence to planning first. Focusing on the detailed control plan of the urban sub-center, the "14th Five-Year Plan" of the urban sub-center and the special planning, we will improve the overall regulation and control ability, build an urban area without "urban disease" in the future, and create a model for urban construction and development in the new era.

-- Highlight innovation-driven. Deeply promote comprehensive innovation with scientific and technological innovation as the core, strengthen scientific and technological empowerment, vigorously develop the digital economy and urban science and technology, and create a new power source for high-quality development.

-- Highlighting synergy and linkage. Closely focusing on the relief of non-capital functions, deepening the integration and high-quality development with the three northern counties, strengthening the strategic cooperation of the Tongwu Corridor, and strengthening the linkage of the two wings with the Xiong'an New Area in Hebei Province, and promoting the formation of a closer coordinated development pattern.

-- Highlight green leadership. Integrate the concept of green development into the whole process of economic and social development, promote carbon emission reduction, promote carbon neutrality, and realize the organic integration of production and life ecology.

-- Giving prominence to open development. We should seize the opportunity of the construction of the "two regions", accelerate the establishment of a more competitive institutional system, and cultivate new advantages in expanding the opening up of the service industry.

-- Highlighting reform and innovation. Focus on key areas and key links, give urban sub-centers greater autonomy in reform, opening up, innovation and development, promote deeper reforms, achieve deep integration and efficient linkage of reform and development, and enhance the endogenous driving force for the development of urban sub-centers.

Second, strengthen the leadership of scientific and technological innovation, and provide services to support the construction of Beijing International Science and Technology Innovation Center

1. Innovate and develop the digital economy. Integrate a new generation of information technology such as 5G, artificial intelligence, cloud computing, big data, and Internet Protocol Version 6 (IPv6), promote the construction of a number of digital technology and economic integration innovation platforms in urban sub-centers, and improve the technological innovation ecology of digital economy industry. Layout subdivision of the industrial Internet platform, relying on the canal business district and other plates, gathering new platform enterprise groups such as industrial cloud platforms. Enhance the innovation vitality of the information content industry, build an information content consumption experience hall, rely on the characteristic cultural tourism resources of the city sub-center, and attract a group of enterprises and platforms that gather digital content production and dissemination. Landed in China Academy of Information and Communications Technology, and built a national ICT technology industry innovation base. Promote the cluster development of the network security industry, accelerate the construction of the national network security industrial park (Tongzhou Park), and build a national network security high-end industry agglomeration demonstration base and a network security leading talent cultivation base.

2. Vigorously develop urban science and technology. Attract a number of national-level scientific and technological innovation platforms, industrial innovation centers, and urban science and technology frontier technology innovation centers to lay out in urban sub-centers, give play to the leverage role of government investment funds, and drive social capital to invest in urban sub-center scientific and technological innovation projects. Actively promote the implementation of a new round of pilot reform policies in the Zhongguancun National Independent Innovation Demonstration Zone in the sub-center of the city, accelerate the construction of municipal platforms such as the Zhongguancun Industrial Collaborative Innovation Platform, the overall coordination and service platform for the transformation of scientific and technological achievements, and build a number of public science and technology service platforms such as technology research and development, concept verification, testing and inspection, etc., to provide professional services for enterprises. Explore the market-oriented pricing mechanism and benefit distribution mechanism for the transfer of scientific and technological achievements, support the "three cities and one district" and the urban sub-center to carry out the supply and demand docking of scientific and technological achievements, promote the transformation of scientific and technological achievements with market prospects in the urban sub-center, actively guide colleges and universities, scientific research institutes, scientific and technological enterprises, etc. to integrate and dock with the urban sub-center, and support the cross-regional construction of a number of industry-university-research innovation and achievement transformation entities. Formulate support policies for the city sub-center to carry out the pilot work of science and technology application scenario sandbox, create a number of major application scenarios around the fields of Internet hospitals, smart microgrids, smart communities, environmental governance, etc., and fully promote the construction of 12 major scenes such as the Smart Grand Canal (Tongzhou Section), the Digital Taihu Performing Arts Town, and the Science and Technology Zhangjiawan Design Town, and create a number of scene benchmarks with strong driving force and good demonstration. With Zhangjiawan Design Town as the carrier, we will build a future laboratory and a design talent workstation, promote the construction of the Smart Life Laboratory of the Capital Innovation and Design Research Institute, and create a new platform for the design capital.

3. Accelerate the development of high-end manufacturing of intelligent manufacturing. Promote the transformation and upgrading of traditional manufacturing industry, and adopt the "superior product + benchmark factory" model to implement a number of "excellent product intelligent manufacturing" projects. The Taima science and technology sector has built an integrated circuit industry cluster, built a high-end manufacturing base for integrated circuits, and cultivated an integrated circuit industry chain that forms upstream and downstream collaboration such as chip design, advanced manufacturing, key processes and equipment, diversified applications, and basic materials. TaihuGuang Mechatronics Base focuses on the robot and intelligent manufacturing industry, creating a national high-end equipment industry innovation demonstration zone and a source of system solutions. Do a good job in Zhongguancun Tongzhou Park, create an industrial park brand, and create a good innovation ecology.

4. Accelerate the development of modern agricultural science and technology. Deeply implement the strategy of invigorating agriculture through science and technology, build a number of modern agricultural industrialization demonstration bases and demonstration parks, and improve the level of urban agriculture. It is built in the Domestic Affairs International Seed Industry Science and Technology Park to provide support for key technology research in the field of biological breeding, focusing on the development of seed industry research and development pilot, display trading, agricultural science and technology services, and creating a seed industry innovation highland. Accelerate the construction of the urban sub-center of fresh agricultural products direct supply center, create a smart logistics distribution system for agricultural products, improve the construction of cold chain logistics facilities for agricultural product storage and preservation, and smooth the sales chain of agricultural products.

Third, strengthen the linkage development with the central urban area, and undertake the diversion of non-capital functions

5. Actively undertake the diversion of non-capital functions in the central urban area. Actively promote the implementation of incentive and constraint policies for non-capital functional relief, and improve the institutional mechanism for undertaking functional relief. Accelerate the orderly relocation of the second batch of municipal administrative institutions into urban sub-centers, fully complete the construction of the second phase of administrative office areas and supporting infrastructure projects, and guide other social service organizations closely related to administrative resources to move in. Accelerate the promotion of a number of central enterprises second- and third-level enterprises, municipal state-owned enterprises, private enterprises and multinational enterprise headquarters and other high-quality resources to land in the city sub-center, Beitou Group, BTG Group, Huaxia Bank, Beijing Architectural Design Institute, the Municipal Affordable Housing Construction Investment Center, and the new office building of Beizhi Company in the first half of 2022 to achieve full construction. State-owned enterprises and institutions that meet the development orientation of urban sub-centers are allowed to build or purchase new office space when they are evacuated to the urban sub-center; where the conditions for allocation are met, land may be allocated to supply land; where the original state-owned land use rights are recovered, land may be arranged for the original land use rights holders in accordance with the planning and construction land standards by agreement upon approval, and the reclaimed land shall be arranged by the territorial government in accordance with law. Deepen the industrial pairing mechanism with the central urban area, establish a docking project library, and form an industrial chain of "incubation in the central urban area and undertaking the development of the sub-center" to achieve the insensitive migration of enterprises.

6. Strengthen rapid transit links with central urban areas. Construct a large-capacity rapid transit system based on rail transit, optimize the rail transit operation plan, and study and formulate a rail express line construction plan between the central urban area and the central urban area. Promote the construction of a rapid road connecting the central urban area and the sub-center of the city, complete the widening and reconstruction project of the Beijing-Harbin Expressway, promote the guanyintang road and the western extension of the Beijing-Qinzhou Expressway (East Fifth Ring Road - East Sixth Ring Road), and study and promote the cancellation of tolls on the urban sub-center and the central urban expressway. Accelerate the formation of a green and convenient bus network, rely on the Guangqu Road Rapid Transit Demonstration Corridor, study the operation plan of the big station express, and realize the rapid access between the sub-center of the city and the central urban area.

7. Continue to do a good job in ensuring the core functions and services of the capital. Strengthen security inspection forces and security protections, strengthen coordination and control with central urban areas in the fields of population mobility, social management, information transmission, and security guarantees, ensure the safe, efficient, and orderly operation of national government affairs activities, and ensure the function of political centers. Continue to strengthen the drive for scientific and technological innovation, accelerate the layout of a number of national and municipal technological innovation centers and technological industry innovation bases, help the construction of Beijing International Science and Technology Innovation Center, and serve the functions of international science and technology innovation centers. Promote the construction of the Grand Canal National Cultural Park, strengthen the overall protection of the remains of the ruins along the Grand Canal, the historical features of key areas, ancient towns, cultural relics and sites, etc., and serve to support the construction of national cultural centers. It is planned to build an international organization agglomeration area, attract a number of international organizations, international institutions and multinational enterprise headquarters to settle down, create a new window for international exchanges, and serve the function of an international exchange center.

8. Strengthen the linkage with the two wings of Hebei Xiong'an New Area. Improve the docking mechanism between the city sub-center and the Xiong'an New Area in Hebei Province, build an interactive exchange platform between the two wings, and strengthen the exchange and sharing of experience in planning and construction, industrial undertaking, and ecological governance. Strengthen the rapid transportation connection between the city sub-center and the Xiong'an New Area, and realize the connection between the two places through the Beijing-Xiongxiong intercity railway and the intercity railway connection line. Based on their respective functional positioning and resource endowment advantages, expand the field of scientific and technological innovation and industrial development cooperation, promote the accurate docking of urban sub-center enterprises and Xiong'an New Area, strengthen technical exchanges and cooperation in green cities, sponge cities, smart cities, etc., and promote mutual development between the two places.

Fourth, improve the function of financial and business services, and build a new center for international business services

9. Build a global wealth management center. Accelerate the agglomeration of high-quality financial resources at home and abroad, promote the settlement of financial business sectors such as headquarters, branches, new professional subsidiaries and large enterprise groups of central and municipal financial enterprises, such as investment, finance, science and technology, and settlement, and encourage and attract high-quality foreign capital and private financial enterprise headquarters and branches to settle down. Strengthen the construction of financial infrastructure, strive for the settlement of financial standard recognition institutions, and promote the establishment of branches by the national financial regulatory department in urban sub-centers. In the Canal Business District, we will build a wealth management agglomeration area, introduce a number of high-quality asset management, financial investment, bank wealth management and other wealth management institutions at home and abroad, support banks, insurance, securities, funds, trusts and other financial institutions to carry out wealth management innovation business in the sub-center of the city, support the development of regional pension finance, health insurance and other businesses, and promote the clustering and international development of wealth management formats. Actively explore the pilot projects of real estate investment trust funds (REITs) in the infrastructure sector and formulate support policies, accelerate the development of affordable rental housing REITs, and attract public REITs fund managers to settle in urban sub-centers. Hold a good global wealth management forum, regularly release beijing wealth management industry reports, compile wealth management development indexes, and create a high-end exchange platform and in-depth cooperation platform in the field of wealth management.

10. Build Beijing Green Finance International Center. Cultivate and develop various international and professional green financial market entities, innovate and develop various green financial innovation products such as climate investment and financing, carbon rights trading, etc., give priority to exploring the practice of urban sub-centers and improve green financial standards and information disclosure systems, and build urban sub-centers into main bearing areas and pilot demonstration areas for green financial functions. Actively implement various tasks of green financial reform and innovation, and strive to try green bonds, green equity investment and financing in the city sub-center. Actively promote financial institutions to establish special institutions for green finance in accordance with the law, accelerate the establishment of international green investment groups, and build green finance and sustainable financial centers. Promote the Beijing Green Exchange to upgrade to a national green exchange for the world on the basis of undertaking the functions of a carbon trading center such as national voluntary emission reduction, and build and improve the green project database.

11. Promote the innovative development of financial technology. Attract financial institutions and large technology enterprises to set up financial technology companies in urban sub-centers, and support financial institutions and enterprises to carry out financial technology innovation activities in accordance with laws and regulations. Construct a legal digital currency pilot zone and a digital financial system, actively promote the pilot of legal digital currency in urban sub-centers, actively attract large banks and other digital yuan operating entities in accordance with the law, attract qualified banks to participate in direct banking pilots, and explore the construction of digital asset trading venues. Build a joint laboratory for financial risk monitoring, early warning and regulatory innovation in the sub-center of Beijing to effectively prevent and resolve financial risks.

V. Accelerate the development of cultural and sports tourism, and build a demonstration zone for the integrated development of culture, tourism and business

12. Promote the integrated development of cultural tourism and businessmen. Create a national 5A-level scenic spot for cultural tourism on the Grand Canal in Beijing (Tongzhou), develop high-quality water projects and cultural activities, enrich the characteristic tourism and leisure products of the Grand Canal, strengthen the protection and planning of Zhangjiawan Ancient Town, make a good connection with the planning of the Grand Canal National Cultural Park, and promote the cross-regional sharing of canal cultural resources. Promote the construction of follow-up projects of universal theme parks, and extend the development of cultural tourism industry chains such as IP design, animation games, performing arts and entertainment, and boutique homestays. Zhangjiawan, Taihu and Songzhuang will be built into characteristic towns supported by innovative design, comprehensive performing arts, original artwork design and trading, and give play to the functions of "tourism +" and "culture +" to further gather industrial development elements, improve industrial development facilities, and enhance the level of industrial development. Public cultural facilities such as the City Sub-Center Library, the City Sub-Center Theater, and the Grand Canal Museum (East Hall of the Capital Museum) have been built and operated with high standards to create a new cultural landmark in the capital. Actively plan and hold Cultural activities such as Beijing International Design Week, Beijing (International) Canal Cultural Festival, Taihu Performing Arts Week, Songzhuang Culture and Art Festival, etc., and strive to create cultural products.

13. Build a city of sports and happy living. Increase the supply of sports facilities, build a number of sports park demonstration sites, build a national fitness center in Lucheng, complete the upgrading of the stadium, and create a new carrier of national fitness. Enrich sports tourism products, promote the development of canal riding, walking, dragon boat racing and other cultural tourism and sports integration projects. Hold domestic and foreign brand sports events, vigorously attract top professional sports clubs such as football and basketball to settle in the sub-center of the city, and hold large-scale sports events such as marathons and orienteering.

Sixth, adhere to the concept of green development, and build a national green development demonstration zone

14. Deeply promote afforestation throughout the territory. Complete the creation of national forest cities, synchronously carry out the creation of national ecological garden cities, continue to improve the urban green space pattern of "one heart, one ring, two belts, and two districts", and improve the quality of urban green heart greening. Accelerate the construction of a green leisure and recreation ring around the city, create an ecological green belt in the east and west and a control area for the ecological corridor between the north and the south, comprehensively build 9 township landscape ecological forests, and promote the organic connection between the urban sub-center and the ecological environment of the surrounding areas. Focus on promoting the greening construction of characteristic towns, and systematically plan and implement the construction of green landscapes such as road greening in townships, central parks in towns, public open spaces, and ecological landscape forest belts around towns.

15. A comprehensive park system with sound level and rich types. It is planned to start and build a number of characteristic parks such as Chaobaihe National Forest Park and Luxian Gucheng Archaeological Site Park. Promote the construction of regional ecological parks, and accelerate the planning and construction of regional ecological parks such as Tongyan Park, Chaobai River Park, and Canal Park. Promote the quality improvement and construction of comprehensive parks, complete the planning and construction of Yunjing Park (Phase II) and Liyuan Cultural and Leisure Park (Phase II), and achieve even distribution of high-quality comprehensive parks. Promote the construction of community parks, implement a number of community-level parks in the construction of Songzhuang Art District and Cultural Tourism Zone, promote the improvement of street park landscapes such as Yichun Garden and Wanchun Garden, and improve the ability of daily recreation services. Deeply promote the construction of urban green space in the old city, make full use of urban corner land, abandoned land and idle land to carry out green clearance, dredging and building green, and inserting green in the seams, and increase the green space of amusement parks and urban green space.

16. Build a fresh, bright, and pleasant water system environment. Basically build a series of flood distribution systems for upper storage, middle dredging, and lower drainage, accelerate the implementation of the warm tide river reduction project, and comprehensively promote the construction of urban flood prevention and drainage infrastructure. Implement the water network in the south of the city, the water network in the north of the city, and the water network in the two rivers, complete the comprehensive treatment project of the Chaobai River, and complete the treatment of backbone rivers such as the Yudai River, the Xiao Taihou River, and the Tonghui River, so as to realize the connection of the whole water system. Accelerate the construction of Yangwa Locks, carry out synchronous treatment of the upper and lower reaches of the North Canal and the construction of flood control standards, and promote the navigation of the Beijing-Tianjin-Hebei section step by step according to water resource conditions. Continue to deepen the pilot construction of sponge cities, give play to the role of ecological space in rainwater regulation and storage, rainwater runoff purification, biodiversity protection, etc., and achieve a virtuous ecological cycle. Carry out the protection and restoration of wetlands throughout the territory, promote the pilot construction of wetland parks in the eastern suburbs, carry out 1,000 acres of wetland restoration projects, and create a wetland landscape area that reflects the style of the lake and has the function of ecological science popularization.

17. Create a network of healthy greenways with excellent quality and outstanding characteristics. Improve the "regional-urban-community" three-level greenway system, relying on the river green corridor and traffic green corridor, build a trunk greenway with dense green shade and continuous penetration, build a second- and third-level greenway with pleasant scale and slow travel, and build a complete and continuous, blue-green intertwined greenway network. Implement the 300-kilometer high-quality greenway upgrading construction project, focusing on the construction of a number of high-quality greenways along the Chaobai River, the urban green heart - Grand Canal, Guangqu Road - administrative office area and so on. Improve the facilities and services of the greenway, strengthen the sports and fitness, cultural experience, scenic leisure, and slow commuting functions of the greenway, and strengthen the supporting construction of facilities such as stations and signs along the line.

18. Build a green, low-carbon, safe and efficient energy system。 Strictly control the total consumption of fossil energy, gradually eliminate gasoline and diesel for vehicles, and promote the development of oil product reduction; cooperate with the traditional energy peak regulation guarantee, optimize the layout of the current energy infrastructure, and incorporate the use of renewable energy energy supply into the comprehensive implementation plan of land planning, as the content of the review of the planning and design plan of new residential and public buildings。 Formulate support policies for energy conservation and emission reduction reform and innovation policies to be tried first in urban sub-centers, explore application scenarios such as hydrogen energy utilization, intelligent heating, and multi-energy coupling, and vigorously promote comprehensive smart energy service projects。 Greatly increase the scale of external green power transfer, promote the construction of the 500 kV transmission and transformation project in Tongzhou North and the Beijing East UHV-Tongzhou 500 kV transmission project (Beijing section), accelerate the construction of a safe and efficient regional power grid; rationalize the transmission, distribution, consumption and accounting mechanism of green electricity outside the urban sub-center, and form a policy environment conducive to improving the use of external green electricity in the urban sub-center。 Fully tap the resource potential of urban sub-centers, comprehensively promote the priority development of renewable energy, and gradually increase the scale of utilization of renewable energy such as geothermal energy and photovoltaics。 Improve the overall efficiency of energy utilization, carry out demonstration applications of smart microgrids, establish smart energy supply systems, and realize the transformation of energy supply into integrated energy services。

19. Strengthen the concept of green to lead urban construction. Improve the construction standards of new buildings, implement two-star green building standards for new buildings, fully implement three-star green building standards for new public buildings, and accelerate the application of photovoltaic facilities。 Prefabricated buildings are used for new affordable and policy-oriented housing projects and newly approved government-funded new buildings. Accelerate the energy-saving renovation of existing buildings, combine urban repair and ecological restoration work in old cities to upgrade existing buildings; and increase the coverage rate of renewable energy applications in rural areas。 Promote the application of green and low-carbon technologies in buildings, carry out ultra-low energy consumption building demonstrations in key areas, and promote the application of technologies such as photovoltaic building integration (BIPV), high-performance solar collectors, indoor environmental control, water recycling, green intelligent monitoring, and light storage direct flexible new building distribution systems.

20. Build a green and intelligent urban operation system. Improve the supporting infrastructure of new energy vehicles, promote the electrification of motor vehicles, by 2025, buses, taxis, time-sharing rental vehicles, sanitation transport vehicles and other urban service vehicles will basically achieve electrification, gradually promote the electrification of engineering vehicles, and pilot demonstration of hydrogen fuel cell vehicle applications. Create a green heating system, gradually change the heating pattern, no longer add independent gas heating facilities, increase the large-scale application of green electricity in the field of heat pumps and heat storage, and use medium and deep hydrothermal geothermal heat, shallow geothermal energy, medium and deep underground heat exchange resources, air energy and urban waste heat resources according to local conditions, promote the transformation of heating methods from centralized to distributed, and accelerate the realization of electrification and low carbon。 Construct a water recycling system, promote pilot demonstrations of industrial wastewater resource utilization, and implement industrial water-saving technology transformation. Create a solid waste recycling system, accelerate the construction of the second phase of renewable energy power plants, pilot the construction of a number of landscaping waste resource utilization facilities, promote the resource utilization of landscaping waste, strengthen the collection and treatment of hazardous waste medical waste, promote the implementation of organic renewal and construction waste on-site recycling and other technologies in the process of transformation of old residential areas and urban villages, and strive to create a "waste-free city".

21. Build an industrial system for green and low-carbon circular development. Strengthen the role of green rigid constraints, take the "double control" index of total carbon emissions and intensity as the constraints for industrial landing, innovate management systems such as mandatory disclosure of environmental information and compulsory liability insurance for environmental pollution, and encourage the development of industries with high scientific and technological content, low resource consumption and low carbon emissions. The administrative office area took the lead in building a near-zero carbon emission demonstration area, driving the construction of near-zero carbon emission demonstration areas in canal business districts, cultural tourism zones, Zhangjiawan Design Town, Taihu Performing Arts Town, Songzhuang Art Town and other characteristic towns. Strengthen the construction of green innovative technology application scenarios, explore the establishment of carbon neutral laboratories in urban sub-centers, carry out research and development of key technologies for carbon neutrality, new energy development and utilization, energy storage materials and technologies, "Internet + low carbon" and other cutting-edge technologies, and promote the local transformation of scientific and technological achievements in urban sub-centers.
