It is understood that Ruan's first alarm was on September 10, 2021. On the same day, Ruan Mou had a verbal altercation with Zhang Mou due to the problem of cooperation project payment after drinking, and then the two clashed and called the police. The police of Panlongcheng Police Station rushed to the scene as soon as they received the police to understand the relevant situation, mediated on the issue of mutual arrears of the two sides, and reached a settlement consensus under the witness of the police, and the police suggested that the debt dispute could be handled by litigation. Later, Ruan and Zhang basically reached an agreement on the debt issue and wrote down the notes that the arrears had been settled.
However, in the next five months or so, Ruan still maliciously called the 110 police number on the grounds of debt disputes and other reasons. Even at noon on January 17, 2022, a drunken Ruan went directly to the Panlong City police station to spread rumors.
When the police saw the situation, they had to arrange for Ruan to sober up first, and after he woke up, he contacted Zhang's family to show the note that the arrears had been settled written by Ruan himself, and Ruan, who was originally indignant, instantly stopped beating the flag. Zhang's family also told the police that Ruan mou went to the door to make trouble after getting drunk several times, and he was already overwhelmed. Before parting, the police once again warned Ruan that if there is an economic dispute, he should take the relevant evidence to go through legal procedures and litigation, and must not make trouble after drinking.
However, what the police did not expect was that just a few days later, from January 27 to February 4, Ruan suddenly began to frantically dial 110 to ask the police to help him collect accounts, and even fabricated malicious complaints about the situation of the police beating people. There were 167 police calls in nine days, including 79 on February 2 alone.
According to statistics, from September 2021 to February 2022, Ruan made 110 calls a total of 430 times, and most of them were drunk.
On the afternoon of February 5, the Panlongcheng police station repeatedly warned Ruan not to maliciously occupy 110 resources and disrupt the normal work order of the unit without results, and punished Ruan with administrative detention for 5 days in accordance with the law.
