Lingang New Area will take the third anniversary of its establishment as an opportunity to benchmark high standards of international economic and trade rules, and strive for the state to issue a new round of documents to support Lingang New Area in deepening reform and opening up. At the same time, we will implement the implementation plan of the Pudong Leading Area, track and evaluate the implementation effect, and give full play to the superimposed driving effect of the Pudong Leading Area policy on the Lingang New Area. By promoting foreign shipping companies to use Yangshan Port as an international transit consolidation hub port, the new area strives to promote the container throughput of Yangshan Port to reach 24 million TEUs during the year. It will also launch a "one-stop" service solution in the "International Transit Collective Public Service Platform" to promote the settlement of key international transit consolidation enterprises.

In order to promote the new atmosphere of Nanhui New City, Lingang New Area will build a new city from the aspects of promoting the construction of transportation and energy facilities, optimizing the urban ecological environment, accelerating the digital transformation of the city, promoting the integrated development of business, culture, sports and tourism, improving the development level of social undertakings, implementing high-level urban operation management, and doing a good job in talent work.

In 2022, the new area will accelerate the construction of the external transportation system, build a multi-level road network, and build a public transportation network. Hydrogen fuel cell vehicles will be promoted and applied in the new area, and about 150 hydrogen fuel cell vehicles (including medium transportation capacity) will be completed in large-scale demonstration applications. The newly built parking lot is equipped with charging facilities according to the standard, and the charging pile accounts for 15% of the new parking spaces.

By promoting the construction of 5G base stations and key data centers, the new area will accelerate the digital transformation of Nanhui New Town by building an artificial intelligence algorithm platform for government services, road traffic sensing facilities, an intelligent networked vehicle data depository platform, and a digital twin platform for Lingang New Area.

A number of key commercial and office complex projects will be accelerated. Promote the structural capping of the Aegean Sea Shopping Park, the structural capping of longguang Blue Whale Shopping Plaza, the completion of the third phase of The Port City Plaza, and the start of projects such as the Harbor Center and the Headquarters of the Flower Group.
