Both sides said that they should unswervingly and unswervingly implement the major decisions and deployments of the central and provincial party committees and provincial governments, keep an eye on the high-quality development strategy of "one main and six doubles" and the goal of "two guarantees and one lead", and further deepen and expand cooperation in employment and entrepreneurship, talent and personnel in line with the principle of complementary advantages, so as to continuously contribute to the revitalization and development of Jilin Province.

Focusing on the employment and entrepreneurship of college graduates, the two sides agreed to establish a deeply integrated cooperation mechanism, regularly analyze and study problems, carry out special actions for employment and entrepreneurship services for college graduates, promote the employment services of human resources into the campus, strengthen the supply of high-quality post resources, jointly hold campus recruitment activities, work together to promote employment guidance services, implement various preferential policies, strengthen the protection of graduates' rights and interests, and realize the whole chain of employment services for college graduates from the "first kilometer" to the "last kilometer".

Focusing on the coordinated development of technical education and vocational education, the two sides agreed to jointly promote the optimal allocation of resources in secondary vocational colleges and technical colleges, support technical colleges and universities to be included in the unified enrollment platform at the high school stage, allow students of technical colleges and universities to participate in the college entrance examination as candidates with the same academic qualifications, support vocational colleges and universities to carry out subsidized training and market-oriented socialized training, participate in skills appraisal, build high-level public training bases, establish a reward mechanism for vocational college skills competitions, and implement the "fixed post + mobile post" teacher management system in vocational colleges. Optimize the performance wage distribution mechanism of vocational colleges and universities, and improve the treatment and status of skilled personnel.

Focusing on further optimizing the talent environment, the two sides agreed to jointly carry out the "Strong Teacher Plan" and "Jilin Province Songjiang Scholars Award Plan" for provincial primary and secondary schools, further decentralize the right to evaluate the titles of colleges and universities, accelerate the promotion of the "combination of evaluation and recruitment" of teachers in secondary vocational schools, jointly implement the enrollment policy for the children of high-level talents, establish a liaison and docking mechanism for college students' internship and practical training, share the professional catalog of recruitment disciplines in public institutions, strengthen joint research, and carry out public study abroad funding work.
