In order to conscientiously implement the relevant document requirements of the Ministry of Education, provinces and municipalities on regulating the behavior of education fees, and strengthen the management of education fees in primary and secondary schools, combined with the actual conditions of our city, the following notice is hereby issued on matters related to the fees charged by primary and secondary schools in the spring semester of 2022:
1. Fee items and standards for primary and secondary schools
The items and standards of primary and secondary school education fees in our city are still implemented in accordance with the requirements of the Municipal Development and Reform Commission's "Notice on Doing a Good Job in the Management of Primary and Secondary School Education Fees" (Huaifa Reform Fees [2017] No. 417).
(1) Tuition fees: Continue to implement the policy of exempting primary and secondary school students from tuition and miscellaneous fees during the compulsory education stage of the city's public. The tuition fee standard at the high school stage is: 850 yuan per student per semester in the provincial demonstration high school, 700 yuan per student per semester in the municipal demonstration ordinary high school, and 350 yuan per student per semester in the ordinary high school.
(2) Accommodation fee: 30 yuan per semester for junior high school students, 40 yuan per semester for high school students. In schools that implement apartment management, the accommodation fee standard is implemented according to the charging standard approved by the Municipal Development and Reform Commission.
(3) Collection of fees: The city's public compulsory education stage schools only charge a collection project for homework costs, 10 yuan per semester for primary schools and 20 yuan per semester for junior high schools. High school collection on behalf of the collection of fees in the form of centralized pre-collection and current settlement, the implementation of more refunds and less compensation. The pre-collection standard is: 850 yuan for the first and second grades of high school, and 500 yuan for the third year of high school.
(4) Service charges: Service charges should adhere to the principle of complete voluntariness and non-profit, and be charged according to reality. According to the "Notice of the Huaibei Municipal Education Bureau, the Huaibei Municipal Development and Reform Commission, the Huaibei Municipal Finance Bureau, and the Huaibei Municipal Human Resources and Social Security Bureau on Further Regulating the After-school Service Work of Schools in the Compulsory Education Stage" (Huaijiao [2021] No. 120), public compulsory education schools may charge students after-school service fees, up to a maximum of 360 yuan per student per semester.
The fees charged by private primary and secondary schools are limited to tuition, accommodation, agency fees and service charges. In addition, no charging items shall be set up without authorization. Tuition and accommodation fees shall be implemented according to the charging standards approved by the Municipal Development and Reform Commission. Private schools provide convenient service fees and collections for students during their study at school, and should follow the principle of "students voluntarily, truthfully collected, timely settlement, and regular announcement", and it is strictly forbidden to impose compulsory service charges, or only charge fees and do not serve.
2. Disciplines and requirements related to fees
1. Schools at all stages of compulsory education should conscientiously implement the policy of "providing textbooks free of charge by the state to students in the compulsory education stage" to benefit the people. The free textbook funds for the spring of 2022 should be strictly based on the number of free students' electronic student status, and the free recycled textbooks should be supplemented by 20% of the number of students, and allocated by the state finance. It is forbidden to distribute the teaching materials of the teacher's teaching books as free teaching materials; the cost of the excess student status part is borne by each school. The textbook funds for the high school stage are pre-collected in accordance with the requirements of the Municipal Development and Reform Commission's fee documents, and are settled with Xinhua Bookstore in a timely manner.
2. It is necessary to adhere to the principle of "one teaching and one supplement" and voluntary subscription, and do a good job in the collection of teaching and auxiliary materials. The subscription of teaching and auxiliary materials for primary and secondary schools in the spring semester of 2022 is organized and implemented in accordance with the relevant provisions of the Notice on Doing a Good Job in the Collection of Teaching Materials for Primary and Secondary Schools in the 2021-2022 Academic Year and the Selection of Teaching Aids (Teaching Base [2021] No. 9). In line with the principle of complete voluntary purchase by students, the school can purchase on behalf of the whole school without compensation, and must not make profits from it. It is strictly forbidden for students and parents to purchase designated teaching aids or materials.
The payment of teaching and auxiliary materials should be settled with Xinhua Bookstore in a timely manner by the school. The bills for teaching and auxiliary materials are provided and issued by Xinhua Bookstore, and the funds are directly deposited into the account of Huaibei Xinhua Bookstore Co., Ltd., and shall not be deposited in the school account or private account to ensure that the payment is not made overnight on the same day.
3. All schools should strictly implement the regulations on the management of service fees and collection of fees, and strictly prohibit the unauthorized addition of additional collection items, the expansion of the scope of collection, the increase of charging standards, and the collection of fees in violation of regulations; it is strictly forbidden for primary and secondary schools to include the educational and teaching activities and matters within the scope of teaching management required by the national and regional curriculum reform into service charges and collection matters.
4. All schools should strictly follow the relevant provisions of the education fee publicity system, and before collecting fees, they must announce the charging items, standards, charging basis, scholarship (reduction) policies, supervision and reporting telephones to students and society at school charging points or prominent positions. When adjusting the charging policy, the fee announcement should be updated in a timely manner, and the supervision of students, parents and society should be actively accepted, and the transparency of school fees should be enhanced.
5. All counties, districts, and schools should strengthen policy publicity, and publicize and explain the education fee policy to students and parents through various channels such as websites, public accounts, emails, and publicity columns, so as to eliminate the doubts of students and parents and obtain understanding and support.
6. All schools should strictly enforce discipline in collecting fees and resolutely put an end to all forms of arbitrary collection of fees. Once discovered, it will be seriously investigated and punished, and the serious circumstances will be publicly exposed and the responsibility of relevant schools and personnel will be investigated.
