  "We will strive to gradually cover more than 80% of the communities in the next five years, and the monthly visit rate of the elderly with special difficulties can reach 100%." Ou Xiaoli said.

  Ou Xiaoli said that in the next step, the National Development and Reform Commission will focus on the people's needs for a better life, enhance the supply of community services, make up for the shortcomings of urban and rural community services, and promote multi-level diversification to serve the sinking community. Specifically, I mainly want to do my work through the following aspects.

  The first is to make up for the shortcomings of public welfare and basic community services. In the past survey, it was found that many communities only stayed at the service level of "issuing notices" and "opening certificates", and some communities were equipped with some sand table models, LED displays, and repaired exhibition halls, but the basic convenience services that the people needed most were missing. In the next step, we will focus on the early childhood education, learning and teaching, medical treatment for the sick, old age support, weak support, support for the army, and cultural and sports services, and promote the sinking of basic public service resources to the community. During the "14th Five-Year Plan" period, in particular, it is necessary to focus on "one old and one small", improve community old-age services and inclusive childcare services, and expand the supply of public welfare and basic services at the doorstep of the masses.

  The second is to develop high-quality life services. The community in the new era is a community of good life for the whole age population, and the needs of every community resident deserve to be valued and met. Therefore, we must adhere to the concept of all-age friendship, take home economics into the community as the traction, actively develop community education, health, culture, sports, maintenance, meal assistance, retail, beauty salons and other community services, and build a 24-hour life chain and a 15-minute life circle.

  To achieve this, it is very crucial to have a large number of specialized enterprises engaged in community services, so that every subdivision of the field, every detail of life, every daily problem can find a professional market entity to undertake, the formation of "stand on top of the sky" large enterprises and "overwhelming" small and medium-sized enterprises to support each other, complement each other's community industrial ecology. At the same time, we must also promote the implementation of various preferential policies such as water and electricity in various localities, and encourage qualified places to actively reduce rental fees, so that enterprises entering the community can reduce costs and go light.

  The third is to pay attention to the daily needs of people with special difficulties. From the beginning of the "14th Five-Year Plan" to 2035, the aging degree of the mainland will continue to deepen, and empty nests, left-behind, elderly people and severely disabled people need our special attention and attention. We should focus on the daily needs of people with special difficulties and vigorously develop community meal assistance, cleaning assistance, bath assistance, medical assistance and other services.
