According to the "Evaluation Measures for Outstanding Innovative Projects in Police Affairs at the County Level of Public Security Organs in the Province", the Provincial Public Security Department selected 17 outstanding innovative projects and 32 innovative projects with outstanding results, of which 3 projects of Changsha Public Security were selected as excellent innovative projects and 7 projects were selected as innovative projects with outstanding results.

Ningxiang: Hidden dangers of road traffic safety
A new model of collaborative governance
Innovation Highlights:
(1) Pay close attention to comprehensive safeguards and establish a model of direct party and government management. The secretary of the Ningxiang Municipal Party Committee and the mayor held more than 30 special meetings to formulate the strictest road traffic "ten uniform" work measures in history, and wrote them into the "Government Work Report". It took the lead in introducing the "Ningxiang Road Traffic Safety Risk Prevention and Control Work Plan", and more than 300 people were added to the city's "two stations and two members".
(2) Grasp the elimination of hidden dangers and establish a coordinated governance model. Adhere to zero tolerance for key violations of laws and regulations, and comprehensively liquidate 17 enterprises. Carry out "drag-net" inspections of key road sections such as frequent accidents, water cliffs, sharp bends and steep slopes, and incomplete facilities in the city, and treat 12,521 hidden dangers.
(3) Pay close attention to prevention and control, and establish a model of joint logistics and co-governance. Strictly implement the "strict punishment of violations of laws and regulations" and "strict investigation of key vehicles", and investigate and deal with 97,113 cases of various traffic violations on the spot. Fully mobilize more than 1,600 village group cadres, volunteers, and other people to carry out daily duty persuasion in key road sections and key periods.
(4) Pay close attention to supervision and assessment, and establish a closed-loop management model. Establish a WeChat working group of the Dao Security Office, and the Municipal Dao Security Office will report the work carried out in the group every day such as the accident police situation, hat wearing rate, persuasion rate, and rectification data, and report the hidden danger governance and assessment progress on a wall map.
Work results:
Ningxiang City has identified the focus of road traffic risk prevention and control, grasped the four major models, effectively consolidated the foundation of road traffic safety management, opened up the "last kilometer" of road traffic safety, and built a new system of ningxiang for county-level police traffic management in the new era. Since 2020, the number of traffic accident deaths and injuries in the city has dropped by 22.84% and 16.9% respectively year-on-year, and the accident control has achieved remarkable results.
