Since most of the power outage lines are on the mountain, vehicles cannot reach, the emergency repair personnel parked the vehicles at the foot of the mountain, carrying emergency repair tools on their shoulders, one foot deep and one foot shallow on the snow more than 30 centimeters deep, and carried out fault inspections on foot along the route.
