2021 is a year to remember. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we have made overall plans for epidemic prevention and control and economic and social development, coordinated development and security, vigorously carried forward the great spirit of party building, highlighted the development idea of "stressing politics, fighting economy, and benefiting people's livelihood", adhered to the concept of "project is king", paid great attention to investment promotion, project construction, and implementation of work, achieved a good start in the "14th Five-Year Plan", and handed over a good answer sheet to celebrate the centenary of the founding of the party.
This year, we have solidly carried out the study and education of party history, meticulously organized the celebration of the 100th anniversary of the founding of the party, deeply studied and implemented the spirit of the Sixth Plenary Session of the Nineteenth Central Committee of the Party, profoundly comprehended the major achievements and historical experience of the party's century-old struggle, and in the practical activity of "I do practical things for the masses", party members and cadres have received comprehensive and profound political education, ideological tempering, and spiritual baptism; the creativity, cohesion, and combat effectiveness of party organizations at all levels have been greatly enhanced; and the whole city has made concerted efforts to bravely undertake the mission. With a high-spirited posture, it opened the prelude to writing a chapter in Britain and Germany in the comprehensive construction of socialist modernization.
This year, we have promoted the continuous improvement of economic strength. The main economic indicators such as regional GDP, industrial added value, general public budget revenue, and disposable income of urban and rural residents maintained steady growth, and the role of the development engine of industrial parks was prominent, contributing 96.2% to the city's industrial growth, and the economic development showed a stable and good trend. Formulated and issued the "Yingde City Investment Attraction Project Management Measures (Trial)" and "Yingde City Investment Promotion Incentive Implementation Rules (Trial)" and other documents, establish and improve the whole chain management mechanism of investment promotion, focus on improving the business environment, 30 new projects introduced throughout the year, 44 new construction projects, forming a new pattern of stubble reserves and cascade advancement. The pace of innovation leadership in the city has accelerated, 319 science and technology plan projects have been approved by provinces and cities, 6 innovation and entrepreneurship teams have been supported by provinces and cities, and the number of innovation and entrepreneurship teams ranks first in 8 counties (cities, districts) in Qingyuan City.
This year, we promoted the linkage of urban and rural areas to build together and build the United States. Promote the construction of "beautification, greening, lighting and black background" in the central urban area, the shores of Laurel Lake, Yingzhou Avenue and Jiangwan Bridge have lit up with brilliant lights, 30 municipal roads have achieved black background, and the urban greening rate has been further improved. Complete the construction of the urban swimming pool and the upgrading of the gymnasium, and improve the quality and efficiency of the town (street) cultural station. The construction of Bidao has been solidly promoted, and the quality of the water environment in the Huangjiang River Basin has been significantly improved. The Guanglian Expressway was successfully opened to traffic, completing the single-change and double-construction task of "Four Good Rural Roads" of 212.9 kilometers, and the urban and rural traffic was smoother. Comprehensively completed the "three cleansing, three demolitions and three rectifications", created a "Lianzhang Model Area" and "XixiangYue" beautiful rural style belt, improved the urban and rural style, and successfully created a provincial-level global tourism demonstration zone.
This year, we have promoted greater progress in people's livelihood and well-being. Fully implement the people-centered development concept, and the annual financial and people's livelihood expenditure accounts for 83.9%. Establish and improve the comprehensive grid management system with full coverage, and won the title of "2020 Social Governance Innovation Model City". Construct four epidemic prevention barriers for epidemic vaccination, personal protection, public places, and key personnel, and achieve "zero import and zero infection" in the normalization of epidemic prevention and control. A new round of national civilized city creation work has been carried out in a solid manner, and a number of advanced models such as China's good people and Guangdong Province's moral models have emerged. More than 1,600 micro-facts of people's livelihood have been completed, the Fengguang Experimental Kindergarten has officially opened for enrollment, the Shimentai drinking water project in the urban area has been accelerated, and the people have warmly felt "visible peace and tangible happiness".
Every change that has taken place in Britain and Germany in the past year, every test that has been overcome, and every achievement made has been full of the care and support of the party committee and government at a higher level, condensed the efforts and efforts of all levels and departments, infiltrated with the wisdom and sweat of the people of the whole city, and surged with the feelings and strength of all sectors of society.
