This year, the 20th National Congress of the Communist Party of China is about to be held, and it is of special significance to do a good job in the work of "three rural areas" and stabilize the basic plan of "three rural areas". How to lay a solid and strong foundation and steadily promote rural revitalization? How to strive to speed up the construction of a strong agricultural province, promote the comprehensive promotion of rural revitalization to make new progress, and take new steps in agricultural and rural modernization? On January 28, at the fifth press conference held by the Information Office of the Provincial Government to implement the spirit of the provincial two sessions, the relevant person in charge of the Provincial Department of Agriculture and Rural Affairs introduced the key points of agricultural and rural work in our province this year and answered questions from reporters.
Increase food production capacity
Accelerate innovation drive
As one of the country's main grain producing provinces, this year our province will continue to strictly implement the national food security responsibility system, thoroughly implement the strategy of hiding grain in the local area and storing grain in technology, ensure that the grain sown area remains stable, and strive to improve the level of grain yield and comprehensive production capacity.
Focusing on "one stability, two improvements", our province will focus on 5 measures. The first is to strengthen the assessment of targets and the implementation of responsibilities, implement various policies to strengthen agriculture and benefit farmers, and stabilize the sown area of grain at more than 53.15 million mu; The second is to strengthen the control of the use of cultivated land, adhere to the strictest system of farmland protection, curb the "non-farming" of cultivated land, and prevent the "non-grainization" of cultivated land; The third is to strengthen the protection and quality improvement of cultivated land, build 3.9 million mu of high-standard farmland, simultaneously implement 200,000 mu of efficient water-saving irrigation, and classify and implement 10 million mu of black land protection; The fourth is to strengthen scientific and technological support, select and promote high-yield, high-quality, stress-resistant, and machine-harvested varieties suitable for planting in different regions, and steadily increase the level of grain yield; The fifth is to strengthen scientific disaster prevention and mitigation, strengthen the monitoring and early warning of major diseases and insect pests, and achieve a bumper harvest of "insects grabbing grain from the mouth" of "insects and grain".
With agricultural scientific and technological innovation as the driving force, accelerate the modernization of agriculture and achieve green and sustainable development of agriculture. Our province clearly wants to carry out joint research on fine seeds, implement the revitalization action of the seed industry, and enhance the independent innovation ability of major varieties. Strengthen the promotion of science and technology and the transformation of achievements, and train agricultural technicians and high-quality farmers. At the same time, we will strengthen the comprehensive treatment of agricultural non-point source pollution and strengthen the quality and safety supervision of agricultural products.
Improve industrial quality and efficiency
Improve the living environment
Rural revitalization, industry first. Our province has made it clear that it is necessary to start from optimizing the industrial structure, promoting industrial integration, developing new industries and new formats, and making agricultural brands bigger and stronger, and strive to improve the quality and efficiency of industrial development. At the same time, we should make overall plans to promote rural construction and improve the rural living environment.
In terms of industrial development, we will vigorously develop advantageous and characteristic industries. This year, it is necessary to add 100,000 mu of agricultural area of new facilities, and accelerate the upgrading of the scale, specialization and industrialization level of characteristic industries such as fruits, edible mushrooms, and flowers. At the same time, we should do a good job in regulating pig production capacity, promote the development of herbivorous animal husbandry such as cattle, sheep, donkeys and deer, and solidly promote the construction of marine ranches. Vigorously develop the agricultural product processing industry, coordinate the development of primary processing, deep processing and comprehensive utilization and processing of agricultural products, newly identified more than 50 provincial agricultural industrialization leading enterprises, and built 7 new agricultural product processing agglomeration areas. Vigorously develop new industries and new formats, promote the construction of provincial-level smart agricultural centers, and strive to create 20 typical agricultural application scenarios. At the same time, we will vigorously develop agricultural brands and select 50 well-known brand agricultural products in Liaoning.
This year, our province will implement the five-year action of improving the rural living environment, carry out the classification and reduction of rural domestic waste, deeply implement the treatment of rural domestic sewage, and solidly promote rural toilets. Deeply implement the rural greening and beautification action, promote the overall improvement of the appearance of the village, continue to carry out the village cleaning action, and effectively solve the problem of dirty and messy. Coordinate funds related to rural construction, and concentrate projects and funds to build more than 1,000 beautiful and livable villages. At the same time, we will continue to improve the construction of rural infrastructure, newly reconstruct, repair and transform 5,500 kilometers of rural roads, implement the construction of "three batches" projects such as large-scale construction of rural water supply projects, standardized construction and transformation of small water supply projects, and renovation of old water supply projects, and promote the upgrading of rural power grid infrastructure.

Add vitality to development
The reform has been deepened, and the countryside has been rejuvenated.
This year, our province will continue to steadily promote the second round of land contracting after the expiration of the 30-year pilot. By deepening the reform of the rural collective property rights system, promoting the circulation and trading of rural collective assets into the property rights trading market, and carrying out rural collective asset management rectification, etc., we will promote the preservation and appreciation of collective assets and develop and expand the rural collective economy.
In terms of specific operations, we will steadily promote the reform of "separation of three rights" for rural residential land, steadily promote the circulation of land management rights, and steadily and orderly promote the entry of rural collective management construction land into the market. Promote the high-quality development of new agricultural business entities, adding 200 demonstration cooperatives and 300 demonstration family farms.
At the same time, our province will improve the agricultural specialized socialization service system and develop various forms of moderate-scale operations. Strengthen the connection between rural revitalization projects and various industrial and commercial capital going to the countryside and farmers' interests, so that farmers can share more of the benefits of industrial value-added.
