In April 2021, China's National Development and Reform Commission and the Ministry of Commerce issued the Opinions on Several Special Measures to Support the Construction of Hainan Free Trade Port and Relax Market Access, which clearly stated that "support the construction of Hainan International Cultural Relics and Artworks Trading Center." Introduce international rules such as exhibition, trading and auction in the art industry, establish the China Hainan International Cultural Relics and Artworks Trading Center, and provide an open, professional, convenient and efficient international trading platform for outstanding works of art in countries along the 'Belt and Road' and tradable cultural relics that comply with relevant laws and regulations on the protection of cultural relics. ”
Bao Hongwen, mayor of Sanya, introduced that the Project of China Hainan International Cultural Relics and Artworks Trading Center is located in the Phoenix Coast Unit of Sanya Central Business District, and the overall site of the project is built as a "cultural business district" in Sanya, with a planned area of 90,000 square meters, including art auctions, exhibitions, warehousing bonded, trading, institutional associations and related supporting services. Located in the "Cultural Business District" is also the sister project of the trading center - "Sanya Culture and Arts Center". The two centers are located at the gateway of Sanya Estuary and will become an important display window for Sanya to build an international tourism consumption center core area in the future.
In order to accelerate the construction of China's Hainan International Cultural Relics and Artworks Trading Center and Sanya "Cultural Business District", the Sanya Central Business District Administration Bureau and Poly Culture Group Co., Ltd. signed an investment cooperation agreement at the unveiling ceremony.
Zhang Xi, deputy general manager of China Poly Group Co., Ltd., said that it will plan to build and operate the China Hainan International Cultural Relics and Artworks Trading Center, making it a global cultural relics and artwork circulation platform, providing all-weather services for international cultural relics and artworks auction transactions; creating a world-class art event and establishing a global cultural relics and artworks exhibition center; gathering all categories of service facilities to establish a one-stop comprehensive service area for cultural relics and artworks; and creating the largest storage space for cultural relics and artworks in Asia.
Xiao Yingzi, member of the Standing Committee of the Hainan Provincial CPC Committee, director of the Propaganda Department, and vice chairman of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference, said that how to use the cultural relics and artworks trading platform to serve the construction of the free trade port, build bridges and ties connecting the world, create a new platform for Hainan's international cultural exchanges, cultivate new business formats, and enrich and enhance the taste and grade of Hainan's international tourism consumption center requires continuous innovation, practice and exploration.
