These countries have successively given "dangerous" evaluations of the situation in Ukraine, directly restricting their citizens at home, arriving in Ukraine and Russia, and labeling these two countries as "dangerous countries that can break out at any time".
The Ukrainian government is also incomprehensible about the withdrawal of Western countries.
