Comrade Xue Guobang joined the work in the Yumen Oil Mine in 1942, and successively served as a worker and captain of the Si Drill Brigade, the Laojunmiao Brigade, the oil production team leader, the operation team leader, and the technician of the oil production plant. In March 1960, Comrade Xue Guobang led a team from Yumen Oilfield to Daqing to participate in the petroleum conference battle, becoming the first oil production captain of Daqing Oilfield.

During the arduous battle, he overcame difficulties to manage the first batch of oil wells in the oil field, conscientiously obtained the "four full and four accurate" data, accurately grasped the situation of the oil reservoir, and created conditions for the comprehensive development of the oil conference battle. In order to transport the crude oil out according to the scheduled time, he resolutely took off his cotton clothes, held the high-temperature steam pipe with both hands and jumped into the oil pool to warm the crude oil, ensuring the first truck of crude oil.

He worked diligently, worked hard and complained, never considered personal gains and losses, and repeatedly risked his life to rescue oil wells that had accidents. Together with Wang Jinxi, Ma Deren, Duan Xingzhi and Zhu Hongchang, they were known as the "Five Red Flags" of the Battle of Daqing Petroleum.

During his tenure as deputy commander, deputy secretary, and secretary of the oil production headquarters, Comrade Xue Guobang always maintained a hard and simple style of life, insisted on going down to the grass-roots level, insisted on participating in production and labor, and did not detach himself from reality or the masses. He personally inquired about the housing, water, transportation, children's schooling, injury and illness medical treatment, etc. of the staff and workers, and helped solve the difficulties.

Since 1978, Comrade Xue Guobang has been the deputy secretary of the Daqing Municipal Party Committee. He wholeheartedly supported the line, principles, and policies established by the Third Plenary Session of the Eleventh Central Committee of the Party, and did a great deal of pioneering work in rectifying the party's work style and pulling out chaos. Since April 1980, Comrade Xue Guobang has served as the chairman of the Standing Committee of the Second People's Congress of Daqing City. Under his leadership and participation, the Municipal People's Congress has embarked on a road of forging ahead from its establishment, development, and perfection, written a magnificent chapter in the construction, reform, and innovation of the People's Congress, and forged a monument to the construction of democracy and rule of law in Daqing City.

After retiring from his post, Comrade Xue Guobang still cared about the development and construction of Daqing Oilfield and the development of Daqing City, actively put forward valuable opinions and suggestions, and contributed all his wisdom and strength with enthusiasm and dedication.

In 1954, Comrade Xue Guobang was rated as an advanced producer of the national petroleum system at the Yumen Oil Mine. In 1958, he attended the National Congress of Activists in Socialist Construction. In 1959, he was rated as a national model worker and attended the "Heroes of the Crowd" in Gansu Province and the national industrial construction. In 1977, he was awarded the title of "one of the five famous veteran pacesetters in the early days of the Battle of Daqing Petroleum" by the Ministry of Petroleum Industry. In 1978, he was named a labor hero in Heilongjiang Province.
