Tobacco figures have set the most corruption
Lupin, 61, is a native of Changsha and has worked for the Hunan tobacco system for 30 years since 1990, when she worked at the Changsha cigarette factory.
Since 1990, she has successively served as deputy secretary of the party committee, secretary of the party committee, secretary of the party committee and director of Changsha Cigarette Factory, and in 2001, she was a member of the party group of Hunan Tobacco Monopoly Bureau (company) and the secretary of the party committee and director of Changsha Cigarette Factory. In 2007, she served as a member of the party group and deputy general manager of Hunan China Tobacco Industry Co., Ltd., and in 2014, she was promoted to the party secretary and general manager of Hunan China Tobacco Industry Co., Ltd., and since then she has been at the helm of this 100-billion-level state-owned enterprise for 6 years until october 2020.
Lupin was once a prominent figure in the tobacco industry, and the media reported in 2005 that Lupin, then director and party secretary of Changsha Cigarette Factory and president of Baisha Group, was awarded the title of "China's Top Ten Female Masters" for leading Baisha Group to start a second business and achieving outstanding achievements in the reform of state-owned enterprises.
However, this "hero" eventually created a major corruption case that shook the entire tobacco industry.
In October 2020, the news of Lupin's investigation was released. According to the feature film, Lupin is suspected of accepting bribes of 413 million yuan and embezzling 135 million yuan of public funds, which is the largest amount of money involved in the national tobacco system and the hunan area since the founding of the People's Republic of China.

"The happiest law-abiding person in the world"
In fact, before the fall, the report about Lupin had already appeared.
According to media reports, some people have reported that Lupin has taken advantage of the monopoly of the national tobacco industry and the influence of his leadership position to obtain huge economic benefits in the supply of materials and diversified operations in the upstream and downstream industrial chains of Changsha Cigarette Factory and Hunan China Tobacco Company under the guise of his lover Lin Jianwei.
The feature film on the 27th disclosed that Lupin helped his specific related Lin Jianwei acquire shares in other companies at low prices, and jointly accepted bribes of more than 200 million yuan in several years.
In addition, in order to enter the "higher circle", Lupin befriended Lu Dezhi, chairman of Hongkang Life Insurance Co., Ltd. and chairman of the Huamin Charity Foundation. In 2002, on Lu Dezhi's recommendation, Lupin arranged for Changsha Cigarette Factory to purchase more than 600 million yuan of treasury bonds without authorization, and later due to the rupture of the capital chain of the other company, the 200 million yuan of funds could not be accepted and realized so far.
"At that time, I thought I was creating hundreds of billions of tax profits every year, and when I said hello to this person and said hello to that person, I thought it was just a matter of convenience." Lupin said.
The staff of the Discipline Inspection Commission pointed out in the feature film that Lupin's method of committing crimes was hidden, the means were cunning, and on the surface he did not deal with suppliers, did not interfere in specific business, did not compete with employees for interests, and did not allow relatives and children to participate in the company's business under the banner of "four noes", but secretly through specific related persons to undertake business for trustees, and accepted huge bribes.
In the feature film, Lupin confesses: "The law-abiding people in the world are the happiest, and I will experience the hard journey of life in the next step."
Many people in Hunan Tobacco have been investigated
It is worth mentioning that Hunan Tobacco is the largest taxpayer in Hunan, and it is here that in December 2013, Zhou Changgong, then the "number one" of Hunan Tobacco, was investigated, and a few years later, his successor Lupin repeated the same mistake.
On October 30, 2020, the Hunan Provincial Commission for Discipline Inspection reported that Lupin had been investigated, and also reported the news that Cao Lifang, former director of the logistics service department of Hunan China Tobacco Industry Company, had been investigated.
In August last year, the Discipline Inspection and Supervision Group of the Central Discipline Inspection Commission and the State Supervision Commission stationed in the Ministry of Industry and Information Technology and the Hunan Provincial Discipline Inspection Commission Supervision Commission issued the following news: Liu Jianfu, a member of the party leading group and deputy general manager of Hunan China Tobacco Industry Co., Ltd., was suspected of serious violations of discipline and the law and voluntarily surrendered.
In addition, in April last year, the State Tobacco Monopoly Administration reported on the rectification and improvement of the fifth round of inspections of the 19th Central Committee, which mentioned that "actively cooperated with the discipline inspection and supervision group stationed in the Ministry of Industry and Information Technology and the local discipline inspection commission to seriously investigate and deal with the serious violations of discipline and law by Lu Ping, the main person in charge of Hunan Zhongyanyuan, and three departmental and bureau-level cadres."
