According to the report, Antonov made the above remarks at the annual meeting of the International Advisory Board of the James Martin Center for Non-Proliferation Research at the Middlebury School of International Studies in the United States. "Russia and the United States should not be allowed to have no control mechanism in the strategic area after the expiration of the New START Treaty," he said. As in the past few decades, we are committed to signing legally binding agreements, but we do not rule out other ways. ”
Antonov also mentioned that the Russian-US strategic stability dialogue is developing in the right direction and its goals have been determined. The two sides agreed that the parameters of the arms control mechanism should be defined on the basis of the existing START Treaty.
"As we understand it, this attitude makes it possible for the two delegations to reach a package agreement. These agreements may have different status and include measures in the areas of arms control and risk reduction. Antonov said.
The New Start in Strategic Arms Treaty signed between Russia and the United States entered into force on February 5, 2011. According to the Treaty, the two sides shall reduce the number of nuclear warheads deployed by them to 1550 and the number of means of delivery such as nuclear missile launchers and nuclear-weapon-launching bombers to 800 after the entry into force of the Treaty, of which the number of nuclear warhead delivery vehicles already deployed shall not exceed 700.
The report mentioned that the Trump administration in the United States believes that the current version of the treaty is not in the interests of the United States, is unwilling to extend it unconditionally, and insists on formulating a new treaty with China's participation. After the current U.S. President Joe Biden took office, Russia and the United States extended the validity of the New START Treaty for five years until February 5, 2026, in February 2021. The text of the Treaty has not been modified in any way and no additional provisions have been added.
